Folketalsutviklinga er resultatet av fødselsoverskot pluss nettoflytting. Desse komponentane kan vi bryte ned for å forstå utviklinga enda betre. Fødselsoverskotet er talet på fødde eit år minus talet dødde same år. I 2018 blei det fødd 51 barn samstundes som det dødde 45 personar i befolkninga. Det gav eit fødselsoverskot på 6. I 2017 var talet på fødde 37, døde 48 og fødselsoverskotet -11. Fødselstala er låge både regionalt og nasjonalt, og det er svært få kommunar kor fødselstala er høge nok til å oppretthalde befolkningsstorleiken utan tilflytting eller innvandring. Forutan fødselsoverskotet er det innanlandskflytting og innvandring som vil avgjere om ein kommune opplev vekst eller nedgang. For fylket samla er den innanlandske nettoflyttinga negativ, med eit flyttetap på kring 1000 personar årleg i tidsperioden sida 2012. Av det flyttetapet utgjer om lag 60 prosent personar som tidligare har innvandra til fylket. Den innanlandske nettoflyttinga for kommunen var i 2018 på -56 personar. Det er lågare enn året før, med ei endring på -33 personar. Nettoinnvandringa har vore årsaken til den gode folketalsutviklinga fylket har vore gjennom det siste tiåret. Her har særleg arbeidsinnvandringa vore avgjerande.

    Draft Concept Paper: World Heritage Site Manager Workshop, Denmark 21 24 April 2009 Enhancing Our Heritage Toolkit The Heritage Agency of Denmark has generously decided to host a workshop on the Enhancing Our Heritage Toolkit (EoH). Representatives from all the Nordic sites are invited to attend. Nordic World Heritage Foundation will in cooperation with the Danish authorities organize this workshop in April 2009. The workshop is a result of the recommendations from the Periodic Reporting process. 1. Background and objectives The European Periodic Report was submitted to the World Heritage Committee at its 30th meeting in Vilnius 2006. The Nordic Baltic sub-regional report, annexed to the regional report, identifies a number of challenges for the implementation of the World Heritage Convention in the sub-region. Periodic Reporting is widely recognised as an important tool to strengthen and maintain the integrity and credibility of the World Heritage concept. The Periodic Reporting process has so far been successful in developing international cooperation and in providing an account of the status of World Heritage sites. This workshop follows the recommendations from the meeting between the Nordic and Baltic States Parties in 2007 (see Annex I Recommendations from the meeting on Periodic Reporting, Helsinki 3-4 May 2007 no: 6, 7 & 12). The World Heritage Committee will examine the Periodic Reporting follow-up activities for the European region at its 34th session in 2010. The Enhancing Our Heritage Toolkit contains twelve practical tools. Although it has been developed with a focus on natural properties, the initiative also has potential value as a tool to assist site managers of cultural properties.

The others are published by the Norwegian Police Security Service (PST), the Norwegian Intelligence Service (NIS) and the Norwegian National Security Authority (NSM). The PST’s primary responsibility is to prevent and investigate crimes against national security. The PST’s annual threat assessment discusses situations, usually in Norway, that could affect Norwegian security and damage national interests in the coming year. These include threats from state actors in the form of foreign intelligence services, their current intelligence targets and the services’ operational patterns in Norway. The assessments also deal with threats from non-state actors, especially threats of politically motivated violence by extremist groups or individuals. The assessments have a time horizon of one year and are published in the first quarter. The NIS’s primary task is to warn of external threats and support the development of Norwegian security, foreign and defence policy. The service publishes an annual assessment of the international situation and foreign threats of significance to Norway and Norwegian interests.
