Metode Analisis yang digunakan dalam penelitian ini adalah metode analisis fish bone atau metode analisis tulang ikan, yang bertujuan untuk mengetahui faktor-faktor apa saja yang mempengaruhi tingginya tingkat kecelakaan pesawat di Pulau Papua. Hasilnya adalah faktor manusia, faktor pesawat, faktor bandara, faktor lingkungan dan faktor teknik penerbangan adalah faktor yang turut mempengaruhi tingginya tingkat kecelakaan pesawat udara di Pulau Papua.

    BAB I PENDAHULUAN 1.1. Latar Belakang Transportasi memiliki peranan yang cukup penting bagi pembangunan suatu negara. Transportasi berperan sebagai urat nadi kehidupan masyarakat sehingga sangat mempengaruhi keadaan perekonomian, politik, sosial, budaya dan pertahanan. Perkembangan dalam tranportasi pada umumnya akan dapat meningkatkan mobilitas penduduk, terciptanya sistem pengangkutan barang-barang dengan kecepataan yang lebih tinggi dan perbaikan kualitas dari jasa pengangkutan. Transportasi udara merupakan sistem transportasi yang cukup penting bagi Indonesia. Keadaan geografis Indonesia yang terdiri dari gugusan pulau-pulau yang terbentang dari Sabang sampai Merauke yang memiliki wilayah dan penyebaran penduduk yang sangat luas membuat transportasi udara sangat mendominasi. Jasa transportasi udara dapat menjangkau daerah yang cukup jauh, membuat jarak yang jauh menjadi lebih dekat, dan waktu yang ditempuh menjadi relatif singkat. Jasa penerbangan saat ini banyak digunakan oleh masyarakat Indonesia sebagai salah satu sarana transportasi. Saat ini bermunculan perusahaan yang menawarkan jasa penerbangan di Indonesia karena meningkatnya permintaan masyarakat untuk melakukan perpindahan dari satu daerah ke daerah lain. Jasa penerbangan yang beroperasi di Indonesia saat ini seperti Garuda Indonesia, Sriwijaya Air, Lion Air, NAM Air, Citilink, Indonesia Air Asia, Wings Air, Aviastar, Batik Air, Kalstra, Susi Air, dan TransNusa. Meningkatnya jumlah perusahaan jasa penerbangan mengakibatkan persaingan yang ketat antar maskapai di Indonesia. Maskapai penerbangn menawarkan harga relatif murah sehingga membuat persaingan antar maskapai semakin berlomba-lomba untuk menarik calon penumpang. Salah satu maskapai yang banyak dipilih oleh calon penumpang adalah Sriwijaya Air. 1 2 Sriwijaya Air dalam menarik calon penumpang melakukan beberapa kegiatan antara lain melakukan pemesanan armada-armada pesawat baru.     BAB I PENDAHULUAN 1.1 Latar Belakang Masalah Belakangan ini, masyarakat Indonesia dihebohkan dengan munculnya pemberitaan di berbagai media mengenai kecelakaan dan insiden yang terjadi pada maskapai penerbangan. Pada awal tahun 2015, pemberitaan mengenai keterlambatan keberangkatan Lion Air ramai diberitakan di berbagai media massa, mulai dari media cetak, elektronik, termasuk juga media internet. Peristiwa keterlambatan Lion Air ini juga berujung pada pencabutan izin penerbangan maskapai ini untuk beberapa rute tertentu. Belum selesai dengan kasus keterlambatan (delay) dan pembekuan penerbangan, pemberitaan lain mengenai Lion Air tahun 2015 mencuat kembali dengan permasalahan yang baru. Pada 24 April 2015 lalu, pesawat milik maskapai Lion Air tujuan Medan – Jakarta mengeluarkan asap hitam di Bandara Kualanmu, Sumatera Utara. (Fitria, 2016;1). Adanya berbagai pemberitaan mengenai permasalahan maskapai Lion Air yang disebarkan di media, melahirkan suatu pengalaman negatif yang bisa memengaruhi persepsi risiko khalayak untuk menggunakan jasa penerbangan Lion Air. Sehingga diperlukan suatu perbaikan baik dalam menghadapi berbagai pemberitaan-pemberitaan yang negatif ataupun perbaikan pelayanan. Sebagaimana Menurut Suryani (2008;114), informasi yang didapat oleh seseorang dapat memengaruhi persepsi mengenai risiko mereka.
