Ibrahimi, 2009 24 Crisis States Research Centre The Dissipation of Political Capital among Afghanistan’s Hazaras: 2001-2009 Niamatullah Ibrahimi Crisis States Research Centre Introduction Since its establishment in 1989 Hizb-e Wahdat-e Islami Afghanistan (The Islamic Unity Party of Afghanistan) has been an important political and military player in Afghanistan. Like most contemporary major political parties in Afghanistan, Hizb-e Wahdat is rooted in the turbulent period of the anti-Soviet resistance movements in Afghanistan in the 1980s. It was formed to bring together nine separate and mostly inimical military and ideological groups into a single entity. During the period of the civil war in the early 1990s, it emerged as one of the major actors in Kabul and some other parts of the country. Political Islamism was the ideology of most of its key leaders but it gradually tilted towards its Hazara ethnic support base and became the key vehicle of the community’s political demands and aspirations. Its ideological background and ethnic support base has continuously shaped its character and political agenda. Through the jihad and the civil war, Wahdat accumulated significant political capital among Afghanistan’s Hazaras, which arguably could have been spent in the establishment of long-lasting political institutions in Afghanistan. By 2009, however, Wahdat was so fragmented and divided that the political weight it carried in the country bore little resemblance to what it had once been.

Seine Ehefrau, seine Eltern, sein Bruder und seine drei Schwestern würden sich noch in Afghanistan befinden. Er sei schlepperunterstützt aus Afghanistan geflüchtet. Die Kosten seiner Schleppung hätten USD 3.000,- betragen. Befragt nach seinen Fluchtgründen führte der BF in der Erstbefragung aus, dass er in seinem Dorf der einzige Hazara gewesen sei und von den sunnitischen Dorfbewohnern schlecht behandelt worden wäre.

Abd al-Rahman Khan lunched a military campaign against the Hazaras in the central parts of the country and the Pashtun nomads played a crucial role. Consequently, the Hazaras were massacred, persecuted, imprisoned and sold to slavery, and their lands and postures were confiscated and awarded for the Pashtun nomads [Mousavi 1998]. The allocation of historically Hazara pastures to Pashtun nomads became a departure point of contentious relation between sedentary Hazara and Pashtun nomads in Afghanistan, which has continued up to the present.

Final figures should be announced on October 30 or in November since the Commission still has to verify over 4 thousand complaints it has received regarding candidates and alleged irregularities. It’s not by chance that one quarter of the votes were cancelled. Over 50% of new MPs, if they are confirmed, would be new appointees. Almost all the former Assembly leaders have collected less votes than they did in the first parliamentary elections five years ago. The number of the invalid ballots shows how long and still difficult the road to democracy in Afghanistan is. Five million and 600 thousand voters went to the polls, but 1,3 million votes were declared invalid. 224 candidates, including some MPs who aimed to their re-election, were investigated for fraud. Frauds and irregularities were recorded in 2,543 of the 17,744 polling stations opened for voting on September 18. Despite the 300 attacks on election day "voter turnout in the current situation of the country and the election process can be considered a success," said Fazul Ahmad Manawa, head of the Independent Commission that counts the votes, with a good dose of optimism. Preliminary results, pending claims verification, indicate that there will be 177 new members in the Wolesi Jirga and only 77 MPs re-elected. Muhammad Mohaqiq, a Shiite leader, who, five years ago, got the highest number of preferences (52,686) was elected in Kabul with only 16,166 votes.

    Number 2, July 31, 2009 A publication of Afghanistan watch Introduction You are reading the second biweekly edition of Haqiqat/The Truth. Like the first edition, it includes excerpts from news, article and reports in the Afghan media related to four main issues: transitional justice, reconciliation and negotiation with the anti‐government forces, corruption and elections transparency. During the last two weeks, negotiations with the anti‐government forces attracted a lot of attention followed by transitional justice, or broadly speaking the question of how to deal with past crimes. The following key developments are included in this edition: Transitional Justice: As in the previous edition, most of the discussion related to past crimes and transitional justice focused on the killing of Taliban prisoners in Dasht‐e Laili in late 2001. In a press conference, Dr. Sima Samar, Chairperson of the Afghanistan Independent Human Rights Commission and Kei Eide the UN Special Representative to Afghanistan expressed concerns that alleged war criminals are on the final list of presidential and provincial councils elections. Another interesting development took place at an elections gathering in Helmand in which a participant started throwing his shoes at Shahnawaz Tanai, a presidential candidate and former minister of defense in the 1980s and accused him of committed crimes in the past. Reconciliation and Negotiation with the Anti‐Government Forces: This section covers news and articles related to plans of presidential candidates and international calls to negotiate with the Taliban and other anti‐government forces. It appears there is a shared agreement amongst the candidates on the need for negotiation and political settlement.
