I wish to object to the application by Ladbrokes Bookmakers with regards to the application for a betting license based on the Gambling Act 2005 Licensing Objectives in protecting children and other vulnerable people from being harmed or exploited by gambling.

The proposed premises is next to a children’s toy shop and I have had representations from the owners of the shop and from other constituents to this application based on the above Gambling Act 2005. There is also a gambling premises in the area close by and I know that this is not something that is usually taken into account but I do feel in this case it should be given some consideration.

I would appreciate it if my objections could be taken into consideration and the application refused.

I live in Chapel Allerton and have children aged 8 and 6 whom I regularly take to Armadillo toyshop next door to the proposed Ladbrokes ay 112b Harrogate Road. I am also a school governor at Chapel Allerton Primary School.

Chapel Allerton is a very family friendly area with a large population of young families and teenagers. The proposed Ladbrokes is on the main route to both St Matthews and Chapel Allerton Primary School and to Town Street Playgroup. Due to the adjacent toy shop a large number of children gather next to the premises.

I feel Ladbrokes poses a risk of children and other vulnerable persons being exploited by gambling and will also have a detrimental affect on the business of Armadillo Toy Shop as I fear parents will be less keen to window shop and subsequently purchase due to the proximity of a betting shop.

I would therefore urge you to reject this application.

I ask that you please refuse this application because of the harm a betting shop will cause to children in this family friendly area of Chapel Allerton. 112b Harrogate Road is next to a children’s toy shop, and located amongst several other shops, school and areas frequently used by children.

There is a proven link between betting shops and socially negative outcomes, and specifically that establishing a betting shop in an area frequented by children attracts clients and behaviours that can lead to the harm and exploitation of children. 112b Harrogate Road is a complete fit for all warning criteria for this danger, as recognised in the Gambling Act 2005.

I therefore ask you, in line with the direction of the Gambling Act 2005, to please refuse this application.

I am writing to object to the planning application at 112a Harrogate Rd, Chapel Allerton by Ladbrokes, (GPREM/BET/00132/01). I own the business next door which is a toy shop and to have a betting shop next door would be wholly inappropraite. Chapel Allerton and this parade in particular is a family orieneted shopping destination. A betting shop would be inapproprite to the area. We already have a betting shop in Chapel Allerton just down from the library, we don’t need any more.

The premises is on a main walking route to school is and that it is in the main shopping area where many young people and families gather. Chapel Allerton is a very family friendly destination shopping area, the restaurants and cafes and shops are all family oriented.

I know betting shops have changed their image but my other shop is in Hosrforth where there are 2 betting shops, outside these shops you will often see people smoking, the pavement is littered with cigarette buts and food wrappings. I often avoid walking on that side of the pavement if I can, I feel that this is the wrong area for Ladbrokes to open another shop. Chapel Allerton has in the main individual, independent, quality shops and businesses, this could be the start of a downward spiral.

Please advise how I make a formal objection, if this email is not the right format.

I am also going to canvas public opinion in my shop and I will be in touch before the 12th June.

I own Armadillo Toys the shop next door to the proposed premises. I have already emailed but I would like to send in further comments as I am very concerned. Armadillo Toys is a Toy Shop in the heart of the community we are well established having been in Chapel Allerton for 10 years this year. I am scared for the future of my business if Ladbrokes are granted this licence. I will make points to make this easier to read.

We are a Toy Shop, children are at the heart of what we do, children come and go with their parents all day, I am afraid that having a betting shop will have an impact on parents wanting to visit us.

Chapel Allerton is a family friendly community and shopping destination, there are many restaurants, bars and shops that cater for families, young children often come into my shop without their parents as they trust us and believe their children are safe to shop and walk around in the area. I am afraid that if there are people (mostly men) smoking outside the premises this will change.

I know it is difficult to put into the correct words but I am afraid that there will be lots of people smoking outside the betting shop, leading to cigarette butts and other litter. In Horsforth where our other shop is, the footpath outside the betting shops is always littered with rubbish and cigarette butts, outside my shop the pavement is clean. Most of the negative comments from my customers have been around this point and that they would not like to walk past.

I have put a notice up in my shop window as no one is seeing the notice in the window next door, the comments from people walking past my shop and looking at the notice in my window have all been negative such as 'Thats the end of Chapel Allerton, Oh No, and not a betting shop' etc.

I have been telling people about the proposal, as no one has seen the notices on the window next door until I have pointed them out. All my customers have been horrified or upset by the prospect of a betting shop next to a toy shop like ours, only one customer said it wouldn't bother him but understood it would be detrimental my business.

Chapel Allerton is a unique shopping and eating destination in Leeds, it needs protecting if it is to retain it's charm, it is the mix of independent shops and eating and drinking destinations that make this community special.

Betting shops give nothing to the local community, they only take. A shop like mine is a the heart of Chapel Allerton we are very community conscious supporting local schools, nurseries and playgroups. This could be potentially destroyed by the granting of this licence.

I am concerned that this betting shop will be in a prominent location next to a toy shop in a child friendly area, it will be open from 8am when children are walking to school, when they go home from school and until 10 in the evening, 7 days a week. Children may be influenced by the large posters and advertising that will be on display in windows. This exposure to this advertising will influence these children and young people, as indeed

1 it is designed to do. Children are always lingering outside my shop looking in the window commenting of the toys inside, they will also see the posters in the betting shop next door. In summary I believe that if this licence is granted it will be detrimental to my business and to the family friendly atmosphere of Chapel Allerton, and will be in danger of influencing and exposing children to gambling due to the prominent location in the centre of Chapel Allerton and next to a toy shop.

I would like to be kept informed of any developments if at all possible, I am deeply concerned for the future of my business.

I walk along this section of Harrogate Road several times per week with one or both of my young children to visit our local shops. We often visit the toy shop next door to the proposed betting shop and spend time outside looking at the window displays. I am deeply worried about the effect that seeing gambling and related advertising will have on them. This is something they are never normally exposed to. I am also concerned that this type of business may lead to people (particularly men) congregating outside, smoking and behaving in a way that is at odds with such a family and child friendly area.

This section of road is also used regularly and frequently by children walking to and from school unaccompanied by adults; I think they could easily be drawn to a betting shop, possibly entering the shop and consequently being exposed to gambling.

My address is 164 Harrogate Rd, and I walk past this location every weekday as I take my children (aged 6 and 4) to school and nursery -- the school is Chapel Allerton Primary, the nursery is on Blake Grove. At the weekend I take my children shopping in Chapel Allerton, again involving walking past this location, and 112b itself is next to a toy shop which my children and others in the area visit. For us, Chapel Allerton is a residential district, as well as which is a family-friendly destination, and I am therefore worried that my own and other local children, as well as others coming to the district, will be able to access the proposed premises.

I am also particularly concerned about my eldest child being exposed to a betting shop. She has additional complex needs and is peculiarly vulnerable, because of the difficulties she has in language and communication skills, to influences that I as her parent cannot easily explain to her, or direct her away from.

The premises are located in the centre of a very family orientated area of Chapel Allerton, on a school rout and next door to a major toy shop with the obvious attraction to young people. There is provision for adults who wish to gamble in Chapel Allerton located further down Harrogate Road– a second facility for gambling is not required. I am a Chapel Allerton resident and feel that as we already had a similar shop not far down the road, this one would not be suitable. We are very much a village and do not want more of the sorts of clientèle that this sort of shop could welcome.

This may sound snobby (ok, it definitely does sound snobby)....but we do like to keep Chapel Allerton safe and quiet. We don't need yet another betting shop so close to the other one.

I live in Moortown, and have children aged 8 and 9 whom I regularly take to Armadillo toyshop next door to the proposed Ladbrokes ay 112b Harrogate Road. I am also the Chair of Governors Chapel Allerton Primary School (where my children attend)l.

Chapel Allerton is a very family friendly area with a large population of young families and teenagers. The proposed Ladbrokes is on the main route to both St Matthews and Chapel Allerton Primary School and to Town Street Playgroup. Due to the adjacent toy shop a large number of children gather next to the premises.

I feel Ladbrokes poses a risk of children and other vulnerable persons being exploited by gambling and will also have a detrimental affect on the business of Armadillo Toy Shop as I fear parents will be less keen to window shop and subsequently purchase due to the proximity of a betting shop.

I would therefore urge you to reject this application.

I have recently heard that Ladbrokes are proposing to open a betting shop in the centre of Chapel Allerton, next door to a toy shop.

I'm writing to state my objection to this. I live in Chapel Allerton and regularly shop in the centre and visit the toy shop with my baby daughter. I believe it is wrong to expose children to gambling and the problems it can bring. To have a betting shop in such a prominent place, and next to a toy shop that many families use, is exposing children to betting in an unavoidable way. This is simply not right. Chapel Allerton is a family friendly area and placing a betting shop in the centre is not in keeping with this.

I do hope that this proposal does not go ahead.

I am writing to express my concern regarding the application by Ladbrokes for a license to open a betting shop in the centre of Chapel Allerton.

Chapel Allerton is a vibrant family friendly area which currently has lovely, independant shops, delis and restaurants. To open a betting shop in the midst of all of this will not enhance this area but potentially put people off walking passed such a shop and therefore damage the local businesses and community feel that Chapel Allerton has.

I do not wish my children to be exposed to gambling and the inevitable effects this will have on the area. The fact is that many people will be smoking and possibly drinking in the street outside the betting shop and this is not something I wish my children to witness on a daily basis. I should not have to explain to them why this is happening as we pass this shop on the way to school in the morning.

I am also deeply concerned regarding the advertising that would be in the window. This would be in a very prominent position in the centre of Chapel Allerton giving rise to young children and teenagers being exposed to and influenced by gambling leading to possible addiciton and subsequently crime.

I hope this email and others are considered very carefully when deciding wether or not to allow this application to be granted.

I am writing to express my concerns with the application for a gambling licence by Ladbrokes for premises at 112b Harrogate Road, Leeds LS7 4NY.

As a resident of Chapel Allerton I am concerned that there might be another bookmakers in the shopping centre and indeed one in such a prominent position within the area. Most of the shops in Chapel Allerton are individual, not from a national chain and this , together with the various cafes and restaurants help to make it a very family friendly area. As a retired teacher I am worried by the rise in all forms of betting and find the thought of a bookmakers at the heart of Chapel Allerton where so many children pass every day on their way to and from school to be very concerning. It seems particularly inappropriate to have it next door to a toy shop which increases the number of children exposed to it and under possible intimidation from groups of adults hanging around to smoke whilst waiting for races to finish etc. I hope you will decide to not allow this licence and to protect the children of the area from the potential harm. To whom it may concern, I am objecting to the application for a licence to open a betting shop a 112 Harrogate Road because the shop will be next to a toy shop in a family friendly zone of Leeds where children will pass by on a regular basis during the day every day. There is a huge risk of children being harmed through seeing advertising in the windows which may encourage them to think that gambling is a good thing to do and will make them rich, which is clearly untrue and not a message they should be exposed to. People standing outside the shop smoking, just outside a toy shop, or venting their annoyance at losing, is also an appalling thing for children going past or into or out of the toy shop to see, hear or inhale. It is bad enough that Chapel Allerton has one betting shop down the road, giving nothing to the community, but taking vulnerable people's money, we do not need another and definitely not next to a toy shop in a family friendly zone.

I hope you make the right decision and turn down the application.

I would like to register my objection to the gambling application for the Ladbrokes betting shop in Chapel Allerton. As a parent of two young children who live in the area, I feel that having a betting shop in the centre of Chapel Allerton will routinely expose young people in the area to increased levels of gambling and the risk of accompanying social problems.

This is particularly concerning, given the increased use of Fixed Odds Betting Terminals (or roulette machines) in large betting chains such as Ladbrokes. The insidious effect that this relatively new form of gambling is having on communities is becoming increasingly apparent, given the opportunity to lose large sums of money in a short period of time simply through the use of these machines. I understand that £5.9 billion was wagered through FOTB machines in the first six months of last year through Ladbrokes UK outlets alone, and that an increasing number of social issues are being identified as a result of their use.

The January 2013 report "Government Response to the Select Committee Report: The Gambling Act 2005: A Bet Worth Taking?" states there has been insufficient data collected to establish whether or not the 2005 Act has been successful in its aim of protecting children from gambling. Therefore, if the government's current standpoint is that we cannot be confident that existing legislation and practice is sufficiently robust to protect young people from gambling, this should raise serious concerns amongst licensing departments in terms of the ethics of approving licensed betting premises in an area that is primarily used by families and young people.

Given that a Chapel Allerton is currently a family friendly community, I am concerned that the opening of the Ladbrokes will have a detrimental effect on the community, and have concerns about the influence this will have both on my own children and their peers living in the area. My family regularly visit shops in the area immediately surrounding the proposed site (Armadillo Toys, St. Gemma's Hospice Store, Crumb and Crust etc.).

To change the current environment in central Chapel Allerton into one in which significant amounts of money are being lost via FOTBs and conventional gambling practices would be, in my opinion, against the best interests of the community, as well as morally questionable given the recent findings of the government. I am grateful to you for considering my views when determining the outcome of this gambling licensing application.
