the number, type and location of the affordable housing provision to be made. the timing of the availability of the affordable housing for occupation . the arrangements to ensure that such provision is affordable for both initial and subsequent occupiers of the affordable housing; and the occupancy criteria to be used for determining the identity of prospective and successive occupiers of the affordable housing, and the means by which such occupancy shall be enforced.

14 The development here by permitted shall not begin until a scheme has been submitted and approved in writing by the local planning authority for the provision of off-site public open space in accordance with Local Plan Policy IMP2. The provision of off-site open space shall be provided in accordance with the approved scheme.

INFORMATIVES

1. For the avoidance of doubt, the term "affordable housing" means subsidised housing at below market prices or rents intended for those households who cannot afford housing at market rates. It is expected that the applicant or developer will enter into a planning obligation with the local planning authority to provide the affordable housing in accordance with the approved scheme as agreed in principle. 2. The provision of public open space can be met by payment of a commuted sum through the mechanism of either a unilateral obligation or through a Section 106 Agreement.

JUSTIFICATION FOR GRANTING CONSENT

The proposed scheme is considered to be in accordance with the provisions of Harrogate District Local Plan Policy C16 in terms of the scheme of conversion. The provision of an affordable housing unit is in compliance with the provisions of local plan policy H5.To ensure that the scheme does not have an adverse impact upon the character of the countryside controlling conditions are required to ensure that both the garden areas of the development and parking bays to the west of the site are restricted in their size and location.A Grampian condition is required to ensure the provision of the affordable unit and commuted sum payment in accordance with local Plan policies H5 and R4/IMP2.
