Editor Eira Rosberg City of , Environmental Development 12th Dec 2018 Lahti SEAP Lahti signed EU Covenant of Mayors declaration 2012 and did the required Sustainable Action Plan in 2013. In this covenant, cities voluntarily commit into energy efficiency and use of renewable energy sources on their territories. The SEAP Actions Report is required every 2nd year and full monitoring every 4 years.

Lahti SEAP 2013 was a continuum of an environmental and climate work already done for years in Lahti. Based on the green house gas scenario calculation, the reduction target 2013-2020 was set to -35 % from 1990 level. In the city strategy there was target of halving the emissions by year 2025.

This 2018 monitoring includes both emission inventory and actions monitoring. Emission inventory was made from year 2017. In addition, at the database mycovenant.eumayors.eu the energy balance was added, together with investments of the actions, saved energy and reduced GHG emissions. This written monitoring report holds the summary of all information. In many of the actions, like in advising and land- use, it is quite impossible to report exact numbers of energy reductions. Yet these are remarkable actions.

Inventory from year 2017 emissions show the target of -35 % is already exceeded and the halving of emissions is close.

Lahti's greenhouse gas emissions have fallen more than 40% from 1990 level. The calculation doesn't include emissions from the individual consumption of residents.

In 2017, Lahti's emissions were over 690,000 tonnes CO2 equivalent. Of this transport was 185 thousand tonnes of CO2-e. If calculated per capita, the emissions were 5.77 tonnes CO2-e.

Compared to 1990, emissions have fallen by 41.33 %. If the reduction is calculated per capita, it will be already 46.9 %.

The largest reduction occurred in district heating combined heat and power plants. This is due to the investments made by Lahti Energia and the transition to lower-emission fuels. A major reduction is also in industrial energy where the industry has changed it's own oil-based energy production for example to district heating. Also significant emission reductions have happened in transport and in wastes. Transport emissions are almost entirely from road transport.

Lahti’s target is even more ambitious than this. The aim is to cut CO2 emissions by 70% from 1990 level by 2030. Lahti City Board decided on joining the next Covenant of Mayors at their meeting on December 2017 – after that the Mayor Jyrki Myllyvirta signed the covenant on 1st of March 2018.

The aim is to achieve the emission reduction especially by improving energy efficiency and by increasing the use of renewable energy sources. With the agreement, Lahti also commits to increasing its resilience by adapting to the impacts of climate change, and to sharing results and experiences related to climate work with different actors in , the EU and globally.

The agreement requires the city to prepare an action plan related to sustainable energy and climate change, map risks and vulnerabilities related to climate change and regularly monitor its progress in emission reduction. The agreement highlights matters, such as increasing citizens' possibilities for participation and the implementation of smart solutions.

In becoming carbon neutral, the carbon sinks play a major role. In the united Lahti-Nastola the net growth of carbon sinks may be enough to cover the remaining emissions from energy use, traffic, industry and waste managemwent. Carbon neutrality and compensation issues will be addressed in the SECAP 2030.

Wed 12th December 2018 19 Lahti is a bold environmental city Lahti has the vision of becoming a bold environmental city. Its environmental strengths include long-term investment in water conservation, waste management and the circular economy. Lahti is home to plenty of new environmental innovation in cooperation with companies, universities, students and residents.

Lahti has entered the 2021 European Green Capital Award competition. The European Green Capital Award (EGCA) is a competition for cities with more than 100,000 residents, organised by the European Commission. The competition compares the sustainable development activities and future goals of cities in 12 different areas.

The City of Lahti's topical assets in the competition include the Kymijärvi 3 power plant, which will be ready at the end of 2019 and herald the end of reliance on coal for power generation sometime in 2020. Emissions trading among residents, which began in the autumn of 2019, will also form part of Lahti's pitch. As a unique solution and pilot, personal emissions trading is raising interest among other cities around the world. Cities need new and rapid ways of having an impact in the fight against climate change.

Lahti also offers nature-based and urban-oriented solutions for the management of stormwater. In Lahti, nutrients and contaminants that run off the urban environment into water bodies will be handled using new water systems.
