I can now, happily, say that this “paper” is done. iv CIVIL-MILITARY RELATIONS IN “ISLAMIC DEMOCRACIES”: MILITARY INTERVENTION & WITHDRAWAL IN ALGERIA, PAKISTAN, & TURKEY Abstract by Paul Ernest Lenze, Jr., Ph.D. Washington State University May 2011 Chair: Thomas Preston This dissertation examines civil-military relations in Algeria, Pakistan and Turkey, specifically how military interventions and withdrawals have occurred in these three states. The major questions this project seeks to answer are: why do militaries intervene in politics and why do militaries return to the barracks? These states' militaries use nationalism to justify their interventions in politics while ensuring that withdrawal only occurs if national identity is protected. Nationalism, for the Algerian, Pakistani and Turkish militaries, is used to paper over the ethnic and linguistic differences of regional groups within the state. The use of nationalism by the military is not used to strengthen the Algerian, Pakistani and Turkish nation-state; instead, it strengthens the Algerian, Pakistani and Turkish praetorian state. Using Preston and ‘t Hart’s (1999) bureau-political framework, this study builds upon Schiff’s (1996; 2009) concordance theory to measure the level of conflict in the civil-military relationships of Algeria, Pakistan and Turkey. The dominant rhetoric of the FIS (Islamic Salvation Front) in Algeria, which has since 1989 presented a similar image of rejection of internal state order and of the international system, strengthens the feeling of an identity of aims and of a bloc of hostile attitudes.

    Bangladesh and Bangladesh-U.S. Relations Updated October 17, 2017 Congressional Research Service https://crsreports.congress.gov R44094 Bangladesh and Bangladesh-U.S. Relations Summary Bangladesh (the former East Pakistan) is a Muslim-majority nation in South Asia, bordering India, Burma, and the Bay of Bengal. It is the world’s eighth most populous country with nearly 160 million people living in a land area about the size of Iowa. It is an economically poor nation, and it suffers from high levels of corruption. In recent years, its democratic system has faced an array of challenges, including political violence, weak governance, poverty, demographic and environmental strains, and Islamist militancy. The United States has a long-standing and supportive relationship with Bangladesh, and it views Bangladesh as a moderate voice in the Islamic world. In relations with Dhaka, Bangladesh’s capital, the U.S. government, along with Members of Congress, has focused on a range of issues, especially those relating to economic development, humanitarian concerns, labor rights, human rights, good governance, and counterterrorism. The Awami League (AL) and the Bangladesh Nationalist Party (BNP) dominate Bangladeshi politics. When in opposition, both parties have at times sought to regain control of the government through demonstrations, labor strikes, and transport blockades, as well as at the ballot box. Prime Minister Sheikh Hasina has been in office since 2009, and her AL party was reelected in January 2014 with an overwhelming majority in parliament—in part because the BNP, led by Khaleda Zia, boycotted the vote. The BNP has called for new elections, and in recent years, it has organized a series of blockades and strikes.

In most cases, civil-military relations literature focuses on civilian control in a democracy or the breakdown of that control. The focus of this research is the opposite: either the returning of civilian control or maintaining civilian control. Moreover, the approach taken in this dissertation is different because it assumes group identity, and the military’s inherent connection to society, determines the civil-military relationship. This dissertation provides a qualitative examination of two states, Pakistan and India, which have significant similarities, and attempts to discern if a group theory of civil-military relations helps to explain the actions of the militaries in both states. Both Pakistan and India inherited their military from the former British Raj. The British divided the British-Indian military into two militaries when Pakistan and India gained Independence. These events provide a solid foundation for a comparative study because both Pakistan’s and India’s militaries came from the same source. Second, the domestic events faced by both states are similar and range from famines to significant defeats in wars, ongoing insurgencies, and various other events.

Honors Scholar Theses. 608. https://opencommons.uconn.edu/srhonors_theses/608 Decentralization and the Provision of Public Services: A Case Study of Khyber Pakhtunkhwa, Pakistan Abstract: The effective provision of public services is integral to a functioning democracy as it connects the public to the government and grants it legitimacy. Public services are ones that are provided by the federal and local governments and paid for with constituent taxes. Public services provided by the state are education, health, water/sanitation, environmental measures, security, policing, labor and legal guidelines and so on. Whether the structure of the government is centralized or decentralized is an important factor which impacts the provision of services. Decentralized governments are state or local governments which receive monetary and institutional resources from the federal government. Previous research has shown that decentralized services are more effectively delivered than centralized services. My study examines the impact of decentralization on the provision of two services, health and education, in Khyber Pakhtunkhwa from 2008-2018. There are two parts to the study. First, I will use process tracing to portray the historical context of decentralization in conjunction with sociopolitical factors of the region of KP.

    Journal of Human Sciences – University Center Ali Kafi of Tindouf - Algeria Vol. 04 N° 02 The Importance of practice social distancing to reduce the spread of COVID-19 Dr. Mourad Benharzallah Lecturer at the University Center of Tindouf - Algeria E-mail : [email protected] Abstract : After the World Health Organization announced that coronavirus is a pandemic, and in front of the widespread of this disease, it was decided that people should practice social distancing by avoiding public spaces, keep at least 6 feet between them and others if they must go out, they do not attend or host large gatherings, avoid using mass transit, and stay home as much as they can. All of these practices led to the streets of major capitals and cities of the world became ghost cities; this paper attempts to highlight the seriousness of coronavirus disease on the one hand and show the importance of practice social distance to reduce and limit the spread of Covid-19 over the globe on the other hand. Keywords: Social distancing; World Health Organization; Covid-19; Pandemic الملخص: بعد إعﻻن منظمة الصحة العالمية أن فيروس كورونا جائحة ، وأمام انتشار هذا المرض ، تقرر أن يمارس الناس التباعد اﻻجتماعي عن طريق تجنب اﻷماكن العامة ، والبقاء على مسافة 6 أقدام على اﻷقل بينهم وبين اﻵخرين إذا اضطروا للخروج. ﻻ يحضرون أو يستضيفون التجمعات الكبيرة ، ويتجنبون استخدام وسائل النقل الجماعي ، ويبقون في المنزل قدر اﻹمكان. كل هذه الممارسات أدت إلى شوارع العواصم الكبرى والمدن في العالم أصبحت مدن أشباح. تحاول هذه الورقة تسليط الضوء على خطورة مرض فيروس كورونا من ناحية وإظهار أهمية ممارسة المسافة اﻻجتماعية لتقليل والحد من انتشار Covid-19 في جميع أنحاء العالم من ناحية أخرى.
