The seafarers constituted a considerable, heterogeneous workforce and they were mobilised to work in a dangerous situation. Ensuring the service of the merchant seafarers became a crucial task for the exiled Norwegian Government in London, which had requisitioned all available ships into one state-owned shipping company: Nortraship. This PhD thesis covers the following overall questions: With what means were the services of the seafarers in the Norwegian merchant fleet ensured in the Second World War, and what consequences did those efforts have for different groups of nationalities onboard Norwegian ships? These questions are discussed through three separate articles alongside an introductory section. The three case studies show how strongly the changing historical circumstances throughout the war influenced how the different groups of nationalities employed in the Norwegian fleet were mobilised. The first article explores the mobilisation of Norwegian seafarers and concludes that their service was ensured through a wide range of means, including both push and pull measures. The second article concerns the general use of foreign seafarers and finds that few war-related measures were proactively taken to mobilise foreign seafarers. In the third article, the large and atypical group of Chinese seamen on Norwegian ships is explored. They achieved higher salaries and better conditions because of their protests during the war. As a consequence, the Norwegian merchant fleet nearly stopped hiring Chinese seafarers, despite the increasing need to recruit foreign crews. This study concludes that the British influence on the mobilisation and management of seafarers on Norwegian ships was more profound than previous research would indicate. The United Kingdom was both setting the premises for and making a direct impact on the Norwegian policy. British support was also crucial to be able to enforce the increased control over seafarers. The increased state control in the Second World War politicised the shipping economy and the use of seafarers, and their conditions became diplomatic issues. The seafarers’ civilian status came under pressure in various ways during the war and this contributed to an ambiguous Norwegian policy towards them. They were sometimes treated like “seafarers” and at other times like “war sailors”. This is a 5 constructed dual terminology, used to explore the complex and shifting relationship between normality and war in the case of the Norwegian merchant fleet. 6 Acknowledgments Looking back, there are several people who in various ways and in different phases of this study have provided me with their help and support.     C O N C E P T P A P E R S E R I E S /2 0 1 9 Bridging the Atlantic A Norwegian Contribution to US Sealift Åse Gilje Østensen and Ståle Ulriksen There is currently considerable concern with US capacity to muster the acquired number of sealift vessels needed to swiftly deploy forces overseas. Norway for its part has a large, modern, and versatile merchant fleet that could be militarily useful in case of NATO operations to reinforce Europe. This brief suggest a bilateral agreement be signed between Norway and the US that obliges Norway to muster a significant number of Norwegian-controlled ships to support transatlantic US sealift operations. Norway, along with most other European NATO member states, relies on US reinforcements for its national security. These reinforcements arrive by sea. Therefore, an agreement such as the one suggested in this brief serves the security interests of the US, Norway, and the rest of the European NATO states. REVITALIZING TRANSATLANTIC MARITIME SECURITY The research project “Revitalizing Transatlantic Maritime Security: Filling Capability Gaps with the Norwegian Commercial Shipping Sector” intends to bring forward creative ideas on how to fill logistical gaps by leveraging private -public partnerships with merchant fleet operators. The project is a collaboration between Center for New American Security, Norwegian Institiute of International Affairs and the Royal Norwegian Naval Academy. The project is funded by a research grant provided by the Norwegian Ministry of Defence. Norway’s merchant fleet forward presence, the unique legal framework between the Norwegian Government and the Norwegian Ship owners Association, and the international networks of maritime clusters can enable rapid logistical support for an expeditionary force in a hasty crisis response or limited contingency operation. Discussion: The Kingdom of Norway has long-held seafarer traditions and has managed one of the world’s most substantial commercial fleets for centuries. In the world wars, Norway had the world’s third biggest commercial fleet. When invaded by Germany, the Norwegian Government requisitioned all Norwegian ships and established the Norwegian Shipping and Trade Mission. The world wars led to a close cooperation between the Norwegian Government and the Norwegian Ship owners, which continues today. The merchant ships play a significant role in the North Atlantic Treaty Organization’s Article V logistical plans or support of the “Out of Area” concept.

The policy the Government settled on, however, was to contribute to the war effort primarily by making use of the naval and air forces at its disposal. Meanwhile, the Army would be given a low priority, barely having reached a size of 4,000 by the end of the war. This thesis looks at the decisions and factors that influenced the creation, organisation and employment of the Norwegian Army-in-exile. The questions it seeks to answer is why the Army remained numerically small in size, why it was barely used in combat operations and whether this was a continuation of Norwegian defence policy in the interwar years.

These malfunctions robbed the Germans of tremendous success during the most critical period of the Second World War – the opening years during which Allied anti-submarine measures were at their poorest and German prospects for success concomitantly at their greatest. By the time the Germans finally succeeded in removing all of these problems and realized the true potential of the torpedo envisioned during the prewar years, Allied anti- submarine warfare tactics and especially technology had advanced to such a degree that it could not be overcome despite the best efforts of the U-bootwaffe.
