The Norwegian Merchant Fleet c cial S ien o ce s S Lysgard and Tenden, Arts Social Sci J 2019, 10:3 d J n o a u r s n t a r l A Arts and Social Sciences Journal ISSN: 2151-6200 Review Article Open Access The Norwegian Merchant Fleet - The Small State’s Multi Tool for Future Crisis Asbjorn Lysgard* and Ole Christian Tenden Department of Military Strategy and Operations, Norwegian Defence Staff and Command College, Norwegian Defence University College, Norway Abstract In a complex world with humanitarian crises, natural disasters, migration, terrorism, and piracy, Norway has an obligation to protect and assist both its own citizens and international partners all over the globe within its limited means. Norway’s merchant fleet forward presence, the unique legal framework between the Norwegian Government and the Norwegian Ship owners Association, and the international networks of maritime clusters can enable rapid logistical support for an expeditionary force in a hasty crisis response or limited contingency operation. Discussion: The Kingdom of Norway has long-held seafarer traditions and has managed one of the world’s most substantial commercial fleets for centuries. In the world wars, Norway had the world’s third biggest commercial fleet. When invaded by Germany, the Norwegian Government requisitioned all Norwegian ships and established the Norwegian Shipping and Trade Mission. The world wars led to a close cooperation between the Norwegian Government and the Norwegian Ship owners, which continues today. The merchant ships play a significant role in the North Atlantic Treaty Organization’s Article V logistical plans or support of the “Out of Area” concept. Shipping is and will continue to be one of the most effective ways to move cargo around the world. As of 2017, Norway has the 5th largest and the most modern commercial fleet in the world. The complex security environment will need flexible maritime resources. Eighty-two percent of the world’s population will be settled close to the sea in the future - a future of increased natural disasters, violent extremist organizations, terrorism, piracy, population growth, and food shortage. The Norwegian foreign policy has longstanding traditions to render assistance in crises. The forward postured Norwegian merchant ships and the ship owners´ close cooperation with the Norwegian Government generates a possibility to rapidly support rapidly evolving crises. The Norwegian crisis management system must incorporate the Norwegian Shipping Association in plans, training, and exercises. A crisis may be resolved unilaterally, bilaterally, or as part of a coalition. The commercial ships and their networks can be an asset to support in an operation, whether military or non-military, such as humanitarian crises. Norway needs to prepare today to be ready for the next crisis connected to the sea or coastal areas. Conclusion: This paper proposes the Norwegian Government to prepare for the future security environment by including the Norwegian Ship owners Association in the crisis management organizations in training and operations to utilize the forward postured ships in rapid, evolving crises. The forward postured ships bring speed, maneuverability, flexibility, and sustainability to Norwegian international efforts and crisis response. Norwegian politicians and decision-makers need to prioritize the merchant fleet and incorporate the unique relationship among the Norwegian Government, the Norwegian Ship owners Association, and insurance into planning exercises and training to set the national crisis organization up for future success. C O N C E P T P A P E R S E R I E S /2 0 1 9 Bridging the Atlantic A Norwegian Contribution to US Sealift Åse Gilje Østensen and Ståle Ulriksen There is currently considerable concern with US capacity to muster the acquired number of sealift vessels needed to swiftly deploy forces overseas. Norway for its part has a large, modern, and versatile merchant fleet that could be militarily useful in case of NATO operations to reinforce Europe. This brief suggest a bilateral agreement be signed between Norway and the US that obliges Norway to muster a significant number of Norwegian-controlled ships to support transatlantic US sealift operations. Norway, along with most other European NATO member states, relies on US reinforcements for its national security. These reinforcements arrive by sea. Therefore, an agreement such as the one suggested in this brief serves the security interests of the US, Norway, and the rest of the European NATO states. REVITALIZING TRANSATLANTIC MARITIME SECURITY The research project “Revitalizing Transatlantic Maritime Security: Filling Capability Gaps with the Norwegian Commercial Shipping Sector” intends to bring forward creative ideas on how to fill logistical gaps by leveraging private -public partnerships with merchant fleet operators. The project is a collaboration between Center for New American Security, Norwegian Institiute of International Affairs and the Royal Norwegian Naval Academy. The project is funded by a research grant provided by the Norwegian Ministry of Defence. • The Forgotten Army
The Forgotten Army The Norwegian Army-in-exile 1940-1945 Malik Christoffer Olsen Spring 2020 Master's thesis in Peace and Conflict Studies, Department of Archeology, Conservation and History, University of Oslo Word Count: 33590 All of us who, by the game of destiny, would become the main actors during the war years will someday be brought before the court of history. This verdict of history is unlikely to be the same as the one we are inclined to render today. The picture of what has happened in these years is incomplete and will continue to be so, but out of all this obscurity rises today and will always rise the image of men who had their own time’s and will have the future’s esteem and love. — Otto Ruge at the funeral of Carl Gustav Fleischer, 23 October 19451 1 “General Fleischers siste ferd”, Arbeiderbladet, 24 October 1945 (my translation). 1 Summary Having been forced to leave Norway in early June 1940, Norwegian authorities decided to continue the fight against the Germans from the UK. The policy the Government settled on, however, was to contribute to the war effort primarily by making use of the naval and air forces at its disposal. Meanwhile, the Army would be given a low priority, barely having reached a size of 4,000 by the end of the war. This thesis looks at the decisions and factors that influenced the creation, organisation and employment of the Norwegian Army-in-exile. The questions it seeks to answer is why the Army remained numerically small in size, why it was barely used in combat operations and whether this was a continuation of Norwegian defence policy in the interwar years.

Elite Images and Foreign Policy Outcomes A Study of Norway PHILIP M. BURGESS $6.25 Elite Images and Foreign Policy Outcomes A Study of Norway BY PHILIP M. BURGESS In the past two decades, the application of the combined skills of various disciplines to the study of those forces that exert a decisive influence in the formulation of foreign pol icy has brought increased recognition of the role of social-psychological factors in the decision-making process. To date, however, the significance of the "strategic image" held by any nation's governing elite, by which it selectively defines and evaluates the coun try's international position as a determinant of its foreign policy, has been almost totally neglected. By concentrating attention specifically on the strategic images held by successive Nor wegian leaders in the 1940's, and by tracing the evolution of the security concept that, in 1949, resulted in Norway's decision to renounce its neutrality and to join the North Atlantic Alliance, Mr. Burgess is able to demonstrate conclusively that an under standing of the security image held by the Norwegian authoritative elite serves to ex plain on what basis the makers of foreign- policy decisions found options confronting them either acceptable or unacceptable. He finds, furthermore, that the failure of the attempt in 1949 to establish a joint Scandi navian defense system, in response to shared societal and political goals clearly working in favor of common policies and programs, is directly attributable to a fundamental dis parity in the security concepts of the nego tiating parties that effectively prevented their concluding a mutually acceptable defense pact.
