    Special CWIHP Research Report The Victims at the Berlin Wall, 1961-1989 By Hans-Hermann Hertle/Maria Nooke August 2011 Forty-four years after the Berlin Wall was built and 15 years after the East German archives were opened, reliable data on the number of people killed at the Wall were still lacking. Depending on the sources, purpose, and date of the studies, the figures varied between 78 (Central Registry of State Judicial Administrations in Salzgitter), 86 (Berlin Public Prosecution Service), 92 (Berlin Police President), 122 (Central Investigation Office for Government and Unification Criminality), and more than 200 deaths (Working Group 13 August). The names of many of the victims, their biographies and the circumstances in which they died were widely unknown.1 This special CWIHP report summarizes the findings of a research project by the Center for Research on Contemporary History Potsdam and the Berlin Wall Memorial Site and Documentation Center which sought to establish the number and identities of the individuals who died at the Berlin Wall between 1961 and 1989 and to document their lives and deaths through historical and biographical research.2 Definition In order to provide reliable figures, the project had to begin by developing clear criteria and a definition of what individuals are to be considered victims at the Berlin Wall. We regard the “provable causal and spatial connection of a death with an attempted escape or a direct or indirect cause or lack of action by the ‘border organs’ in the border territory” as the critical factor. In simpler terms: the criteria are either an attempted escape or a temporal and spatial link between the death and the border regime.

    ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. While you were in high school, what was your interest in foreign affairs per se? I know you were talking politics with Mr. Frank Humphrey, Senator Hubert Humphrey's brother, at the Humphrey Drugstore in Huron, South Dakota, and all that, but how about foreign affairs? BINDENAGEL: I grew up in Huron, South Dakota and foreign affairs in South Dakota really focused on our home town politician Senator and Vice President Hubert H. Humphrey. Frank, Hubert Humphrey's brother, was our connection to Washington, DC, and the center of American politics. We followed Hubert's every move as Senator and Vice President; he of course was very active in foreign policy, and the issues that concerned South Dakota's farmers were important to us. Most of farmers' interests were in their wheat sales, and when we discussed what was happening with wheat you always had to talk about the Russians, who were buying South Dakota wheat.

Brooks © 2015 Rex Childers All Rights Reserved iii ABSTRACT Beth Griech-Polelle, Advisor The end of the Cold War and the manner in which it was “won” by the Allied nations ignited debate over the utility of military power as a source of American leadership in the new unipolar world. A popular theme arose, that a new form of state power, soft power, had the capacity to achieve America’s interests as it prepared to enter the 21st century. The idea that expensive and dangerous technologies could be replaced by investments in peaceful means of influence, wielded by America’s foreign policy professionals to foster a new cooperative spirit in the world, was naturally attractive. The United States could be relieved of much of its global military presence and reduce its military’s intrusions upon foreign people and their cultures. This dissertation challenges the assumption that the impact of military stationing in the Cold War was limited to hard power. In the case of the U.S. Army in Berlin, the unit and its members practiced civic, social, cultural, and political behaviors that meet the criteria of the post-Cold War branded term, soft power. In their daily interactions with Berliners, they exercised the full spectrum of foreign policy smart power tools, as Cold Warrior defenders of West Berlin and in compliance with U.S.

    Berliner Mauer und innerdeutsche Grenze Bestandsverzeichnis aus der Bibliothek der Bundesstiftung Aufarbeitung In der Nacht zum 13. August 1961 begann die Abriegelung der Grenze zu den Berliner Westsektoren durch das SED-Regime. Mit einem Großaufgebot an Einsatzkräften von Volks- und Grenzpolizei sowie Betriebskampfgruppen der SED wurden Verbindungs- straßen aufgerissen, Spanische Reiter und Stacheldrahtverhaue errichtet und der öffentliche Nahverkehr zwischen den beiden Stadtteilen dauerhaft unterbrochen. In den folgenden Tagen und Wochen wurden die provisorischen Stacheldrahtsperren unter scharfer Bewachung durch DDR-Grenzposten mit einer Mauer aus Hohlblock- steinen und Betonplatten ersetzt. Walter Ulbricht hatte sein Ziel erreicht. Der letzte noch offene Fluchtweg in den Westen war geschlossen und die bis dahin stetig wachsende Fluchtbewegung aus der DDR gestoppt. Die Berliner Mauer existierte über 28 Jahre lang und wurde zum Symbol für das menschenverachtende Regime in der DDR-Diktatur und zum Symbol der Deutschen Teilung und des Kalten Krieges. Die Mauer stand zudem für die Unerbittlichkeit eines Regimes, das auch vor Todesschüssen auf Flüchtlinge nicht zurückschreckte. These approaches have overlooked the reality that policymakers are bombarded with information and struggle to adduce actual signals from endless noise. Events are therefore more effective than any diplo- matic communication in shaping elites' perceptions. Moreover, while ostensibly \costless," private messages provide a more precise communication channel than public and \costly" pro- nouncements. Over 18,000 documents from the Berlin Crisis of 1958-1963 reflecting private statements, public statements, and White House evaluations of Soviet resolve are digitized and processed using statistical learning techniques to evaluate these claims. Results indicate that costly actions have greater influence on White House beliefs than either public or pri- vate statements; that public statements are noisier than private statements; and that private statements have a larger effect on evaluations of resolve than public statements. ∗Authors' e-mails: [email protected] and [email protected].
