U.S. Department of State Germany Country Report on Human Rights Practices for 1996 Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1997. GERMANY The Federal Republic of Germany is a constitutional parliamentary democracy with an independent judiciary; citizens periodically choose their representatives in free and fair multiparty elections. The head of the Federal Government, the Chancellor, is elected by the lower house of Parliament. The powers of the Chancellor and of the Parliament are set forth in the Basic Law (Constitution). The 16 states enjoy significant autonomy, especially as concerns law enforcement and the courts, education, the environment, and social assistance. Law enforcement is primarily a responsibility of state governments, and the police are organized at the state level. The jurisdiction of the Federal Criminal Office is limited to international organized crime, especially narcotics trafficking, weapons smuggling, and currency counterfeiting. Police forces in general are well trained, disciplined, and mindful of citizens' rights, although there were occasional instances of police abuse. Germany's highly advanced economy affords its residents a high standard of living. The economy has had difficulty pulling out of its 1993-94 recession, which followed a reunification boom in the early 1990's. -

Anti-Terrorist" Police Operation Ends in Scandal
CL 17 GERMANY "ANTI-TERRORIST" POLICE OPERATION ENDS IN SCANDAL A large scale operation of German security forces aiming at the arrest of two alleged members of the "Red Army Faction (RAF) is causing disarray and scandal in Germany. As we are writing this, both the German Interior Minister, Rudolf Seiters, and the Federal Prosecutor General, Alexander von Stahl, have resigned and the dissolution of the famed GSG-9, a special anti-terrorist unit comparable to the British SAS is discussed. "High noon" in Bad Kleinen Not even two weeks after the dramatic shoot-out that lead to the death of an alleged terrorist and a policeman, were the responsible authorities able or willing to present a tenable account of what really happened on Sunday, June 30 in the little East German town of Bad Kleinen. An uninterrupted flow of contradictory official statements and media revelations is constantly adding to the general disarray and the German weekly "Der Spiegel" is already predicting a "state crisis". So far, only the following facts appear to be established: On June 30, two alleged members of the "RAF", Wolfgang Grams and Birgit Hogefeld, met in a restaurant near the train station of Klein-Baden in the east German region of Mecklenburg. According to some sources, a third man called "Klaus", - possibly an under-cover agent took part in the meeting as well. When Grams and Hogefeld left the restaurant, they ran strait into a police trap. More than 50 police officers belonging to the GSG-9, the BKA (Federal Office of Criminal Investigation) and another special unit, the "Grenzschutz-Sicherungsgruppe Bonn", had encircled the site. -

In the work of Pina Bausch, everyday body behavior is not just a matter of style; her dance develops content with a proper writing, inviting the spectator to experience a poetic reality. For this purpose, the article initially presents a historical line of Tanztheater, its attributes and interrelationships, closing with the specific characteristics of four works of the choreographer, created in the period comprising the initial two decades (1974-1989) of her fruitful production, and which were watched live by the author of the text. Worum geht es, wenn nach so langer Zeit noch einmal Verbrechen unter die Lupe genommen werden, die in manchen Fällen zwar immer noch ihrer strafrechtlichen Aufklärung harren, politisch aber längst bedeutungslos geworden sind? Oder zugespitzter gefragt: Was macht eigentlich die vom Kapitel RAF noch immer anhaltende Irritationskraft aus? Und worin sollte die Aufgabe bestehen, dieses besser als bisher zu begreifen? Spätestens seit den Terroranschlägen vom 11. September 2001 ist der Terror ja zu einer furchterregenden Konstante des politischen Le- bens geworden. Was an Schreckensmeldungen früher eher punktuell auftrat, das ist seither zu einem regelrechten Kontinuum geworden. -
Tanztheater, Pina Bausch and the Ongoing Influence of Her Legacy

Postgraduate Choreography in The Place Introducction Pina Bausch and the Tanztheater Wuppertal have been fundamental in the inter- national establishment of Tanztheater as a new and independent dance genre, and their impact is evident and vibrant in the current contemporary dance scene. To support this statement I will first unfold the history of modern dance in Germany, from Rudolf Laban and the German expressive dance movement of the 1920’s, to the creations of Kurt Jooss and finally the formation of Tanztheater Wuppertal in 1973. I will then study Bausch’s life and work, and reveal the essential and unique characteristics of her style, to ultimately prove the ongoing influence of her legacy, looking at one of the final pieces of the 2013 London based choreographic competition The Place Prize. LA RENOVACIÓN DE LA DANZA CONTEMPORÁNEA EN ALEMANIA: GOYAY DON QUIJOTE BAILAN LA ESCENA POLÍTICA DEL SIGLO XX Oscar Cornago «Ballet kannt kámpfen» Johann Kresnik Esta declaración —«El ballet puede luchar»—, enunciada por Johann Kresnik a comienzos de los años setenta y repetida en numerosas ocasiones por él mismo, parece adquirir una nueva actualidad en una época de descrédito de las ideologías. El desarrollo de una estética comprometida con una política de izquierdas y eficaz en su proceso de comunicación artística se ha ido convirtiendo en un difícil reto a medida que transcurría el siglo xx y las poéticas basadas en la mímesis realista denunciaban sus límites al tiempo que los grandes discursos ide- ológicos, sociales y éticos parecían hacer aguas. Este movimiento de crisis ideológica y artística, que conoció sus primeros síntomas graves en las vanguardias históricas, se aceleró de forma, irreversible durante los años sesenta, para sufrir el golpe más patente, a modo ya de consta- tación histórica puntual, con la caída del bloque comunista. Los escenarios más progresistas de la antigua República Democrática Alemana, como en el resto del panorama artístico del mundo comunista, no solo habían tenido que afrontar un mayor o menor grado de oposición política, dependiendo de los casos, sino sobre todo la continua y cada vez más difícil tarea de hallar una estrategia artística que permitiese la expresión de una sensibilidad individual y social profundamente transformada en las últimas décadas sin traicionar por ello una ideología his- tóricamente cuestionada. La actividad cultural del Berlín del Este, por su peculiar situación his- tórica a caballo entre los dos sistemas, es quizá uno de los escenarios artísticos idóneos para el análisis de las respuestas ante las apresuradas transformaciones de las que recientemente se han celebrado su décimo aniversario. -
