This decrease is mainly due to industrial actions that occurred in 2018 (May, October, December). ATFM delay increased by 3.5% from a daily average of 260 minutes in 2017 to 269 minutes in 2018. Weather was the main delay cause affecting operations particularly in June (16.7% of weather delay) and March (12.4% of weather delay). Wind direction leading to sub-optimal runway configuration generated 77% of weather delay. Network Manager Actions in 2018 Strategic Information Reporting and Enhanced Information Exchange: Brussels airport is actively contributing to the regular strategic information reporting process. The Network Manager appreciatess their continued contribution in the pre-tactical / tactical events and diversion capabilities information exchange process. Airport Capacity and Performance (ACAP): The study for Skeyes (former Belgocontrol) is ongoing. Furthermore, an assessment on the Runway Selection procedure (PRS) has been agreed. Airport Collaborative Decision Making (A-CDM): A-CDM fully Implemented. No major development planned. This is due, in part, to the appearance of airport capacity (ATC) related delay (9% of total delay). Airport capacity related delay increased from an average 1.03 minutes per flight in 2017 to 1.12 in 2018 and were the main delay cause. Paphos airport was regulated between May and October, mostly on Wednesdays (44.7% of total ATFM delay), Saturdays (43.2% of total ATFM delay) and Sundays (11.2% of total ATFM delay) when traffic demand was the highest. Network Manager Actions in 2018 Strategic Information Reporting and Enhanced Information Exchange: Paphos airport is not yet participating to the regular information reporting process. The Network Manager is constantly evaluating the scope of information and airports participating. An invitation to Paphos to join the process will be sent if necessary. Airport Capacity and Performance (ACAP): No actions in 2018. Airport Collaborative Decision Making (A-CDM): No actions in 2018. The main delay cause was airport capacity (ATC), which decreased from an average of 0.73 minutes in 2017 to 0.60 in 2018. Special events related delay increased from an average of 0.10 minutes per flight in 2017 to 0.34 in 2018. The Red Bull air race (April) and the yachting festival (September) generated respectively 11% and 12% of the total ATFM delay at the airport in 2018. Network Manager Actions in 2018 Strategic Information Reporting and Enhanced Information Exchange: Cannes airport is not yet participating in the regular information reporting process. The Network Manager is constantly evaluating the scope of information and airports participating. An invitation to Cannes to join the process will be sent if necessary. Airport Capacity and Performance (ACAP): No actions in 2018. Airport Collaborative Decision Making (A-CDM): No actions in 2018. FRANCE - PARIS ORLY - ORY/LFPO Limited information available – Airport is not participating in the regular Network Manager reporting process IFR Mvts per year (* 1000) Yearly ATFM arrival delay by cause of delay (* 1000) 280 240 Airport 240 Weather 200 Airport Events 200 160 Airport NM/CODA Disruptions 160 covered flights Airport 120 Capacity NM only 120 flights Airport Disruptions 80 (ATC) 80 Airport Staffing (ATC) 40 40 Airport Capacity (ATC) 0 0 2014 2015 2016 2017 2018 2014 2015 2016 2017 2018 Arrival Punctuality Departure Punctuality 100% 100% 80% 80% >15 min >15 min behind behind scheduled scheduled 60% arr time 60% dep time Within +/- Within +/- 15 min of 15 min of scheduled scheduled arr time dep time 40% >15 min 40% >15 min ahead of ahead of scheduled scheduled arr time dep time 20% 20% 0% 0% 2014 2015 2016 2017 2018 2014 2015 2016 2017 2018 © EUROCONTROL 2019- www.eurocontrol.int/CODA © EUROCONTROL 2019- www.eurocontrol.int/CODA 2018 Performance Assessment Paris Orly traffic and yearly ATFM delay remained stable compared to 2017. Airport capacity (46.2% of total ATFM delay) and weather (41.9% of total ATFM delay) remained the main delay causes. Two major infrastructure works started in 2017 impacted the airport until April 2018: a taxiway reconstruction and the tower cab renovation. Additional taxiway works were undertaken from September onwards. The taxiway and tower cab works combined generated 62,452 minutes of delay, representing 42% of the total airport ATFM delay in 2018. Adverse weather particularly impacted airport operations in February (26% of total weather delay) and November (31% of total weather delay). Though to a lesser extent than in 2017, Airport operations were again impacted by industrial actions (3% of total delay). Bastille day celebrations only had a minor impact on operations. Network Manager Actions in 2018 Strategic Information Reporting and Enhanced Information Exchange: Paris Orly airport is not participating in the regular information reporting process.
