TERMS OF REFERENCE

0. Background: The project is funded by the Italian Ministry of Foreign Affairs and will run from May 2009 to April 2012. It focuses on three valleys in Bosnia and Herzegovina (BiH): , and -. The objective is to create and promote environmental and sustainable tourism in the three valleys by supporting activities aimed at providing supplementary income for local communities. Local communities will be supported in identifying opportunities for conservation, tourism and income generation, while information on sustainable tourism in BiH will be provided to foreign tourists and tour operators. This position refers to the project component “Pilot initiatives to promote local economies based on the sustainable development of the natural resources of two protected areas” and it focuses on two areas: National Park (Drina Valley) and Nature Park (Neretva Valley).

1. Objectives :

1.1. Perform a socio-economic analysis of the tourists’ “willingness to pay” in/for two protected areas in Bosnia and Herzegovina (Hutovo Blato Nature Park and )

1.2. Build capacity and raise awareness locally on this form of socio-economic analysis.

2. Activities :

2.1. Work in close cooperation with the local WWF project coordinator

2.2. Create a questionnaire format and an approach to collect information from potential tourists on their willingness to pay in/for the two protected areas

2.3. Guide the process from a technical point of view

2.2. Organize and participate in training and consultation at the local level (10 workshop days planned for representatives of institutions, park authorities and communities), with the support of an interpreter

2.3. Participate in other activities or local meetings as needed

2.4. Undertake the socio-economic analysis of the “tourists’ willingness to pay”

2.5. Produce a final report in English

2.6. Liaise with international consultants working on related activities of the project, as needed

2.7. Provide regular activity reports to project coordinators

2.8. Contribute to the overall project evaluation as needed

2.9. Provide final feedback on project activities to project coordinators

3. Outputs :

3.1. Concept and work plan for tourist consultation and local workshops (timeline, contents and logistics of training and consultation workshops, questionnaire format, target local and international tourists, etc.) – by end of January 2010

3.2. Five days of workshop – by end of April 2010 ;

3.3. Five more days of workshop – between May and July 2010

(Note: five days of workshop can be one 5-day workshop, five 1-day workshops or any other combination provided each set of 5 days takes place during only one mission)

3.4. Tourist consultation and socio-economic analysis – by 15 March 2011

3.5. First draft of final report – by 1 April 2011

3.6. Final draft of final report – by 30 April 2011

3.7. Feedback to project coordinators – by 31 May 2011
