“Annex-A” DISTRICT CHITRAL - GLOF / FLASH FLOOD

Damages / Losses

 Glacial Lake Outburst Flood occurred causing flash flooding to hit various parts of District Chitral at 0000hrs on 16th July 2015  Deaths – 03  Extensive damages to private / public property, infrastructure and agriculture  Sizable population is cut off due to road / bridge damages  Water & Sanitation destroyed in 26 areas of District Chitral  Houses Damaged – 151 FD, 38 PD.  Mosques Damaged / Destroyed – 3  Shops Damaged / Destroyed – 23  Hotels Damaged / Destroyed – 6  Colleges Damaged / Destroyed (Private) – 1  Bridges Destroyed / Damaged – 15  Roadways Destroyed / Damaged – 12  Reshun Powerhouse Damaged / Destroyed.  Areas Affected - 30 villages in NW side of Chitral from Drosh to Garam Chasma and North Eastern side of Chitral to Koragh, Mastuj and Torkhow  Roads Cleared – Intra village and link roads have been cleared  Main issue, 3x Areas remain cut off:- 1. Kalash Valley (25,000 persons) 2. Garam Chasma (60,000 persons) 3. Upper Chitral (200,000 persons)  If areas remain cut off, food shortages can’t be ruled out.

Relief Provided  Summary for Chief Minister Khyber Pakhtunkhwa has been moved for release of Rs. 140 million, following breakdown:- o C&W Chitral – Rs. 100 million o PHED Chitral – Rs. 30 million o Irrigation Chitral – Rs. 10 million o Once funds are released contractors will be mobilised to restore road / infrastructure linkages.

 Deputy Commissioner Chitral has been authorised to purchase and stock essential food items worth Rs. 1 million for distribution to affectees.  Currently Rs. 20 million is available in District Chitral Relief Fund.  PDMA Khyber Pakhtunkhwa has transported 1,000 Food Packs (40 tons) to District Chitral.  District Chitral currently has enough NFIs to cater for its needs.  2x C-130 Aircraft carrying 16 tons of Food Packs and 1 ton of Mineral Water from NDMA are to leave for District Chitral.  Pakistan Army has rescued 164 persons to date.  Pakistan Army Helicopters have distributed 3 tons relief goods to affectees.

“Annex-C” BALOCHISTAN FLASH FLOOD Damages / Losses

 On 19th July 2015 at 1600hrs heavy rainfall and windstorms created flash flood situation in District Zhob, Balochistan  Damages have to been reported on flood protection bunds, electrical poles, roads, etc.  Breaches were caused at various locations to bunds at Killa Hassanzai and Inaam Ghundi.  Bridges on D.I. Khan & Mir Ali Khel Roads damaged / destroyed.  Electrical Lines at Takai & Hassanzai area are down.  In District Khuzdar - In Shah Noorani area tehsil Dureji owing to flash floods in local Nullah four deaths occurred.  In District Lasbela - Flash flood occurred but no major damages reported.  Various private properties have been damaged.

GILGIT BALTISTAN FLASH FLOOD / GLOF

Losses / Damages

 Flash flooding has occurred in Districts Diamer, Astore, Gilgit, Hunza-Nagar, Ghizer and Ghanche.  Reports of a possible GLOF occurred in which affected 9 families. However no deaths have been reported.  Root cause of flash flooding was rains and rapid snow melt.  All affected Districts have reported damages to road infrastructure, water channels and power houses to varying degrees.  District Diamer, areas of Buner, Niat and Fairy Meadows remain cut off  District Hunza-Nagar, area of Hispar remains cut off  District Skardu, areas of Goma Pari (Kharmang) and Fuljo Naala (Shigar) remains cut off  District Ghanche, areas of Thalley, Hoshey and Kiris Paral remain cut off  District Ghanche, 6x Power Houses, 80x water channels and 3x bridges reported damaged.  248x households evacuated from 2x vulnerable villages in District Skardu

“Annex-E” PDMA SINDH PRECAUTIONARY MEASURES

1. PDMA Sindh Field Camp Office at Sukkur has been established.

2. Relief Goods like tents, de-watering pumps, mosquito nets, etc have been prepositioned to riverine Districts of Sindh including boats.

3. The riverine Districts of Sukkur and Larkana Division have been directed to set up the tent relief camps.

4. All relevant departments have been directed to ensure all preparatory measures are in place to overcome any untoward situation.

5. Monsoon / Rain Advisories are also disseminated to concerned districts on need basis.

6. The Provincial Emergency Operation Centre as well as District Emergency Operation Centres have been operationalized 24/7 w.e.f 15th July, 2015 for monitoring of Flood / Rain Situations.

NHA ROADS SITUATION REPORT

 Khyber Pakhtunkhwa N-5, N-45, N-50, N-55, N-80, N-90, & N-95 falling in Khyber Pakhtunkhwa are open for all types of traffic, except: i. Bridge near Barones between km 297+600 on N-45 has been repaired and traffic is plying.

 Northern Areas N-15, N-35 (KKH), S-2 and S-3 falling in Northern Areas despite rains all roads are open for all types of traffic, except: i. At km 48+700 on S-3, half-width road is open for traffic, machinery mobilized at site to cater for any eventuality. ii. Falling of electrical pole and mudflow occurred between Km. 78 – 81 on N35 from 1000 hrs to 1100 hrs due to which one-way traffic was moving during that hour. Now traffic is restored 100% full width.

 Gilgit-Baltistan N-15, N-35 (KKH) and S-1 falling in Gilgit-Baltistan are open for all types of traffic.

 Punjab N-5, N-75, and N-80 falling in Punjab North are open for all type of traffic. Following waterways / bridges have been cleared and no hindrance in flow of floodwater is being observed. These waterways were completely chocked but now operating very well without any hindrance after de-silting. These waterways / bays of bridges have been inspected by the team / committee constituted by Government of Punjab for pre-flood arrangements: i. Somoria Bridge on N-5 near Muridke at km. 1292 ii. Nala Nangal Sahdan on N-5 near Muridke at km. 1293 iii. Daik Nala Bridge on N-5 near Muridke at km. 1295-1296 iv. Pulkhoo Nala Bridge on N-5 at Wazirabad Bypass at km. 1365 N-5, N-5A, N-55 and N-70 falling in Punjab South are open for all types of traffic.

 Sindh N-5, N-20, N-55, N-65, N-455, M-8 falling in Sindh North are open for all types of traffic. It was reported that Guddu Barrage upstream was having medium level flood, 353,071 cusec, whereas, at Sukkur Barrage discharge was 283,212 cusec. N-5 KTHH, N-5, N-25, N-55, N-110, N-120, M-9 and M-10 falling in Sindh South are open for all types of traffic.

 Balochistan N-25, N-40, N-50, N-65 and N-70 falling in Balochistan North are open for all types of traffic. N-10 (Makran Coastal Highway) and N-25 falling Balochistan South are open for all types of traffic.

 Motorways (M-1, M-2 & M-3) M-1, M-2 & M-3 are open for all types of traffic. Discharge at Indus Bridge & Jindi Bridge on M-1 & Jhelum Bridge on M-2 is monitored.

NOTE: As reported by NHA field formation, contractor all along vulnerable points have been put on alert along with machinery to cater for any emergency.
