45. *Ms. Khalida Mansoor:

Will the Minister for Production be pleased to state whether it is a fact that the government has made a new plan to make Steel Mills, Karachi profitable during the year 2012-13; if so, the details thereof?

Minister for Production (Mr. Anwar Ali Cheema): The Government is striving hard to pull out Pakistan Steel Mills from losses and to make it profitable. In this regard CCOR in its meeting held on 28th June 2012 under the Chairmanship of Dr. Abdul Hafeez Shaikh resolved to revitalize and develop PSM into profitable entity.

In the afore said meeting Pakistan Steel Mills submitted a business plan based on 63% capacity utilization for the year 2012-13. It was agreed to plan/ achieve average capacity utilization of 50% to 55% for the year 2012-13, following a more flatter trajectory for revival. 47. *Ms. Tahira Aurangzeb:

Will the Minister for National Regulations and Services be pleased to state:

(a) the steps taken by the present government in order to provide medicines to the public on cheaper rates; and

(b) the achievements gained therefrom?

Minister for National Regulations and Services (Dr. Firdous Ashiq Awan): (a) The Federal Government regulates prices of medicines under Section 12 of the Drug, Act 1976 and has taken the following steps to provide medicines on cheaper rates:

(a) A Drugs Pricing Committee has been constituted in the Drug Regulatory Agency of Pakistan which has nominees from Pakistan Medical Associations and Consumer Groups in addition to representation of all provincial Health Authorities and Ministry of Finance to watch the interest of public.

(b) Drug Regulatory Agency encourages early launching of generic/me too drugs at much cheaper rates than the brand leaders. 3 (c) Price adjustments are allowed only on justified hardship cases keeping in view prices of raw materials, inflation rates and other such factors.

(b) Impact of the above steps taken by the present Government is given as under:

(a) Despite high inflation and increase in the prices of essential items of common use, prices of medicines have not increased proportionatly. As a matter of fact prices of many medicines have not increased during this period or have been increased nominally.

(b) Recently prices of 92 essential drugs (list attached) were increased arbitrarily by the Pharmaceutical Companies without approval of the Federal Government, which were reduced by the Drug Regulatory Agency of Pakistan to provide relief to the general public.

52. *Mrs. Seema Mohiuddin Jameeli:

Will the Minister for Works be pleased to state:

(a) the year-wise total number of government houses/flats constructed for government employees in during the last four years till date; and

(b) the names of firms that constructed said flats/houses alongwith the rates thereof?

Minister for Works (Mr. Liaqat Abbas Bhatti): (a) No government house/flat has been constructed for government employees in Islamabad during the last four years till date;

(b) Not applicable. 4

54. *Ms. Parveen Masood Bhatti:

Will the Minister for Religious Affairs be pleased to state:

(a) whether the transport arrangements for Hajj-2012 have been completed;

(b) if not, the steps taken to improve the said arrangements?

Minister for Religious Affairs (Syed Khursheed Ahmad Shah): (a) Yes.

(b) Not applicable.

55. *Malik Shakir Bashir Awan:

Will the Minister for Works be pleased to state:

(a) the year-wise development schemes assigned to Pak-PWD during the last four years alongwith the present status thereof; and

(b) whether it is a fact that a number of those schemes have not been completed so far; if so, the reasons thereof?

Minister for Works (Mr. Liaqat Abbas Bhatti): (a) Total 6216 schemes of PWP-I at a cost of Rs. 9171.525 million were approved during the last four years. Out of which 5417 schemes have been completed. Similarly total 14092 schemes of PWP-II at a cost of Rs. 47334.088 million were approved during the last four years. Out of which 12839 have been completed, Details are at Annex-A.

(b) About 90% schemes have been completed. However, completion of some schemes have been delayed due to late release of funds, change of site/location, non-availability of site, disputes among the residents and non re- validation of funds etc. which shall be completed as and when such bottlenecks are removed. 5 6

Will the Minister for National Regulations and Services be pleased to state the subjects assigned to the Ministry alongwith its performance since its establishment?

21. *Mrs. Shagufta Sadiq:

Will the Minister for Industries be pleased to state:

(a) whether it is a fact that other companies except Suzuki and Toyota are manufacturing the vehicles in the country; if so, the details thereof; and

(b) whether there is any proposal under consideration to set up new car manufacturing plants in the country; if so, when it will be implemented?

Minister for Industries (Ch. Pervaiz Ellahi): (a) Yes, Honda Atlas Cars (Pakistan) Ltd., is manufacturing cars in the country in addition to Suzuki and Toyota. The details of Honda Atlas Cars (Pakistan) Ltd., are enclosed as Annex-I.

(b) There is no such proposal under consideration to establish a new car manufacturing plant in the country in the near future. 7 8

22. *Ms. Shireen Arshad Khan:

Will the Minister for Textile Industry be pleased to state:

(a) whether it is a fact that a large number of Power Looms and sizing sectors have been closed in the country during the last five years; if so, the reasons thereof; and

(b) the total number of employees of the said sectors who have been rendered jobless therefrom?

Minister for Textile Industry (Makhdoom Shahabuddin): (a) Textiles sector represents longest agro-manufacturing value chain starting from seed, natural fiber, synthetic fiber, yarn, greige fabric, processed fabric, garments, made-ups and high value added brands. The textiles industry setup in our country is dependent on exports as approximately 80% of the goods produced are exported in one form or another. Due to international slow down and domestic macro issues including energy crisis it has been reported by association concerned that in last five years approximately around 40,000 power looms of different sizes i.e. 44, 52, 114 and 120 inches have been closed. It has also been reported by the Association concerned that 12% of units closed have diverted to other textiles subsector including embroidery. Further, due to closing of power looms the upstream sizing industry also closed down which again becomes operational on working of power looms.

(b) Although exact number of employees cannot be determined as majority of power loom is in cottage industry and self owned and is not documented being in the informal sector. However, it is estimated that around 30,000 labourers are affected during non-operational period. It is also estimated that 17% of labor has now been working for other textiles sectors including embroidery

23. *Ms. Tahira Aurangzeb:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that two Power Plants for the generation of electricity are being installed at Tharparkar; 9 (b) if so, the annual quantum of electricity to be generated therefrom alongwith the time by which the generation of electricity will be started therefrom?

Will the Minister for Water and Power be pleased to state whether it is possible to end the load shedding of electricity in the country; if so, the steps taken in this regard so far?

Reply not received. 25. *Ms. Khalida Mansoor:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Norway has offered to generate electricity from the sea waves; if so, the details thereof; and

(b) the time by which the electricity will be generated therefrom?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) & (b) There is no such proposal submitted before Ministry of Water and Power.

26. *Ms. Nighat Parveen Mir:

Will the Minister for Housing be pleased to state:

(a) whether it is a fact that there is a shortage of Government residential accommodations for Federal Government employees in the country and particularly in Islamabad;

(b) if so, the steps taken by the Government to meet the said shortage during the year 2012-13?

Minister for Housing (Sardar Talib Hassan Nakai): (a) Yes, it is a fact that there is shortage of housing units for allotment to Federal Government 10 employees in the country. There are a total of 29000 official residential accommodations as against a total number of 465,000 Federal Government Employees.

(b) (I) The Federal Cabinet imposed ban on new construction of official residences for the federal government employees on 13-3-1995. Therefore, no further construction of government owned acconunodation at Islamabad could be carried out.

(II) Planning Division started a plan to monetize the official accmmmodation facility by providing market rents instead of official accommodation in the year 2012. However, that scheme has also not materialized so far. 27. *Sheikh Salahuddin:

Will the Minister for Religious Affairs be pleased to state: (a) the steps being taken to control corruption in the Ministry; and (b) the achievements gained therefrom during the year 2012?

Minister for Religious Affairs (Syed Khursheed Ahmad Shah): (a) The Ministry ensures transparency and observance of rules/policy and procedure in disposal of official work. SOPs have been developed and posted on the web site for general information. The web site of the Ministry is regularly updated for dissemination of information. In Hajj policy 2012, the applications were declared successful on first come first serve basis. The procurement of material, equipment and services were made strictly in accordance with PPRA rules and guidelines. Policy issues were thoroughly discussed in broad based committees having representation of all stakeholders. A multi level administrative structure is functioning to check and monitor the functioning of the ministry.

(b) Due to above measures, Hajj operation 2012 is being completed successfully and no negative report has been received about Hajj Operation.

28. *Mrs. Nisar Tanveer:

Will the Minister for Water and Power be pleased to state:

(a) the ratio of energy of all sources added in the national grid as on March 17th, 2008; 11 (b) the ratio of energy of all sources added in the national grid as on September 15th, 2012;

(c) the Programmes/projects of electricity/energy production which were in progress on March, 2008 alongwith the specification and present status thereof;

(d) the Programmes/projects of electricity launched since March 17, 2008 till date alongwith the specification and present status thereof; and

(e) the year and project-wise amount spent on the electricity projects since March, 2008 till date?

29. *Ms. Shahnaz Saleem:

Will the Minister for Water and Power be pleased to state: (a) whether there is any proposal under consideration of the Government to generate the electricity from Hydel Power Projects with Streams Water in the country; and

(b) whether it is a fact that the Programmes chalked out for Hydel Power Projects during the year 2011-12 have not been started so far; if so, the reasons thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) WAPDA has prepared a master plan to generate the electricity from Hydel Power Projects with Streams Water in the country. Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration to establish BEPCO due to overload on MEPCO;

(b) if so, when it will be implemented alongwith the steps being taken by the Government in this regard so far?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) & (b) At present no such proposal is under consideration.

31. *Dr. Araish Kumar:

Will the Minister for Water and Power be pleased to state: (a) whether circular debt and losses of power sector are increasing the tariff of electricity for general consumers; if so, the percentage of such debt and losses which add the electricity tariff for general consumers;

(b) whether such tariff of electricity is violating the rights of the consumers; if so, the justification to charge such tariff; and

(c) the steps being taken to control such practice in future?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) (b) & (c) Tariff of electricity is determined by NEPRA circular debt and losses do not affect to increase the consumer tariffs because NEPRA does not allow any increase in those parameter in the subsequent tariff determination

32. *Sheikh Muhammad Tariq Rasheed:

Will the Minister for Water and Power be pleased to state:

(a) the detail of violations of Treaty made by the since October, 1999 till date; and

(b) the steps taken by the Government upon such violations during the last four years till date? 14 Minister for Water and Power (Ch. Ahmed Mukhtar): (a) Since October 1999 till date India has committed the following violations:—

(1) Violation of design criteria in case of Baglihar Hydroelectric Plant (HEP) on .

(2) In 2006, start of construction without informing Pakistan of 44 MW Chutak HEP on Suru River, a tributary of the Indus. (3) In August 2008, India started initial filling of dead storage of Baglihar HEP without consultation with Pakistan.

(4) India’s design which involved diversion of wasters of Kishenganga River to Jhelum Basin would adversely affect environment and hydroelectric uses downstream of in AJK was without consideration of the relevant Treaty provisions.

(5) In general, India’s designs of hydroelectric plants do not meet the requirements of design criteria as specified in the Treaty.

(b) Steps taken by the Government of Pakistan upon violations by India during the last four years:

(1) In case of Baglihar, Pakistan took up the case with Neutral Expert who determined that Pakistan’s objections were valid in 3 out of 4 design parameters on which Pakistan had objected. Crest level of spillway was decided in India’s favour; the decision of NE on spillway clearly ignored the relevant Treaty provisions.

(2) Regarding start of construction of Chutak HEP, Pakistan Commissioner for Indus Waters took up the matter with India at the highest level and India provided the design of the project in November 2007.

(3) Pakistan strongly protested on initial filling of Baglihar Plant without involving Pakistan and after discussions in many meetings and site visits India assured Pakistan that it will be careful in future in such cases.

(4) Regarding Kishenganga Pakistan has challenged diversion of water to Indian Occupied and substantiated that the design would adversely impact the environment and hydel power generation in Pakistan which is in violation of the Treaty provisions. Proceedings 15 of the case have been completed and decision awaited by February/ March next year.

(5) Pakistan has taken up the matter with India in case of Miyar HEP (3x40=120 MW) and Lower Kalani HEP (2x24=48 MW) on Chenab River. Review of design of Ratle HEP (4x205)(1 x30)=850 MW) is in progress and Pakistan’s objections on design would be sent to India shortly.

33. *Dr. Nahid Shahid Ali:

Will the Minister for Water and Power be pleased to state: ‘

(a) whether it is a fact that the compensations have not been given to the affectees of so far; if so, the reasons thereof; and

(b) whether there is any proposal under consideration of the Government to give compensations to those affectees; if so, when it will be implemented; if not, the reasons thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) During the construction of Tarbela Dam Project, land measuring 82100 acres was acquired wherein 120 number villages were affected by displacing 96000 persons. Due compensation was paid to all affectees as per policy procedure of the Government of Pakistan accordingly, five No. townships/hamlets were established to resettle the affectees, moreover, alternate land was provided to the entitled affectees. Similarly for the remaining affectees who could not be compensated due to non availability of schedule land, government of Pakistan constituted Tarbela Dam Commission to resolve the legacy issue attached as Annex-A.

Tarbela Dam Commission invited applications /requests through press and thereby received 4000 applications for allotment of alternate land and 7000 applications for allotment of plots. The Commission recommended 1744 applications out of 4000 for alternate land and declared a shortage 225 plots for affectees, eligible for provision of residential plots. The commission recommended Bajna site and due payment was made to DOR Mansehra for further payment to the land owners. 16

The provincial government of the then Khyber Paktunkhwa announced cash compensation package at the rate of Rs. 107,500/- per family for the entitled affectees and were paid through District Officer (R & E) Haripur and Manshera accordingly attached as Annex-B.

(b) Foregoing background clearly indicates that the issues / related to Tarbela Dam affectees have already been dealt with at highest level. However, those who could not avail genuine compensation due to some reason, were given due consideration and settled with an acceptable/reasonable package. Presently there is no proposal under consideration to give compensation to the affectees as no affectee is remaining from compensation as per record and policy of the Government. 34. *Mr. Muhammad Riaz Malik:

Will the Minister for Water and Power be pleased to state:

(a) the total amount received by Pakistan from USAID for construction of Gomel Zam Dam so far; and

(b) the head-wise utilization of said amount?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) An amount of US$ 55.089 million has been received from USAID against allocated funds of US $ 80 million.

(b) The head-wise utilization is as under:—

Will the Minister for Water and Power be pleased to state whether it is a fact that new water reservoirs have been constructed to store the 17

rain and flood water in the country during the last four years till date; if so, the details thereof?

Minister for Water and Power (Ch. 36. *Mrs. Seema Mohiuddin Jameeli:

Will the Minister for Production be pleased to state whether all of the factories working under the Ministry are making production according to its full capacity; if so, the details of production of those factories separately?

Minister for Production (Mr. Anwar Ali Cheema): Following factories/ units are working under the administrative control of Ministry of Production:

1. Pakistan Steel Mills Karachi

2. Heavy Mechanical Complex (Pvt) Ltd, Taxila

3. Pakistan Industrial Development Corporation

4. State Engineering Corporation

i. Heavy Electrical Complex (HEC), Haripur

ii. Pakistan Machine Tool Factory (PMTF), Karachi 18 iii. Pakistan Engineering Company (PECO), Lahore.

However, none of the above mentioned Factories / Units is working on full capacity.

37. *Malik Shakir Bashir Awan:

Will the Minister for Industries be pleased to state whether it is a fact that the prices of imported vehicles have been increased during the year 2012-13; if so, the reasons thereof?

Minister for Industries (Ch. Pervaiz Ellahi): • Yes, the prices of locally manufactured vehicles have been increased as follows:

i. Car: Increase in the range of Rs. 10,000/- to Rs 211,000/-. Details are at Annex-I.

ii. Tractors: Increase in the range of Rs. 31,500/- Rs 87,000/-. Details are at Annex –II.

• As regards the prices of imported vehicles, it is stated that under the new definition of the age of used vehicle, which would be calculated from 1st January subsequent to year of registration, the prices of vehicles would increase due to lesser effective depreciation. Effective depreciation would decrease due to changes made in Customs General Order (CGO) by Federal Board of Revenue (FBR) for calculating the age of used cars.

• The reasons for increase in prices have been reported as :

i. Depreciation of Pak Rupees vis-a-vis Japanese Yen and US Dollar.

ii. Rise in input costs including energy, raw-material and human resource. 19 20 21 38. *Ms. Shaheen Ishfaq:

Will the Minister for Water and Power be pleased to state:

(a) the names of under construction Dams to be completed in the country during the year 2012-13; and

(b) the quantum of water and electricity to be obtained therefrom?

Minister for Water and Power (Ch. 39. *Mr. Salahuddin:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that South Korea intend to extend its cooperation in the projects of Water and Power in the country;

(b) if so, the details thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) & (b) Yes, South Korea is cooperating with Pakistan in the projects of Water and Power. Requisite details of Power Projects being implemented with Cooperation of Korean Companies is given as under:—

• A company namely “Star Hydropower Ltd”, owned by South Korean companies (K-Water & Daewii), is implementing a 147 MW Patrind Hydropower Project on River Kunhar in AJ&K/KP (Pakistan) under Power Policy 2002. Construction for the project has started and is expected to be completed by December 2016.

• Additionally, a Korean Company has also shown interest in developing another private sector hydropower project, i.e. 100 MW Gulpur HPP on in AJ&K and is currently involved in finalizing the process.

• The Contract Agreement for procurement of Transmission Line material financed by Korea Eximbank for 220 KV Ghazi Road Grid —————————————————————————————— *Additional. 23 Station Lahore was signed with M/s DAEWOO International Corporation Korea on 25-11-2009 with the contract price K/Won 26,400 million whereas the EDCF loan for procurement of Transmission Line material was K/Won 17,903 million, which was only sufficient for 70% material. However, Korea Eximbank has now arranged Supplementary Loan for the deficit amount of K/Won 8497 million equivalent to US$ 7.2 million for the rest 30% material. In this regard, a Contract Agreement is being signed between Korea Eximbank & NTDC.

• South Korean firm M/s SAMBU SARCO is the main contractor for the civil works contract (Lot-2 & 3.1) of Golen Gol Hydro Power Project (106 MW) in Chitral, Khyber Paktunkhwa.

Moreover, South Korean firms have also shown interest in development of Hydro Power Projects in Pakistan under PPP Mode.

40. *Dr. Muhammad Ayub Sheikh:

Will the Minister for Industries be pleased to state:

(a) whether it is a fact that prices of the Small Vehicles have been increased in the country;

(b) if so, the steps being taken by the Government to reduce prices of those vehicles?

Minister for Industries (Ch. Pervaiz Ellahi): (a) Yes, the prices of the small vehicles being manufactured in the country have been increased by Rs. 20,000/- to Rs 25,000/-. Details are at Annex-I.

(b) All automobile manufacturers are in the private sector as such prices are governed by market mechanism only and government has no role in fixing prices. (a) whether it is a fact that the Indus River System Authority (IRSA) demanded other than allocated amount recently to meet their expenditures;

(b) if so, the details alongwith the reasons thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) Indus River System Authority (IRSA) claimed supplementary demand of Rs. 6.427 million as the sanction budget of Rs 26.460 million was insufficient to meet its routine expenditure during previous financial year 2011-12. 4

(b) To make IRSA financially self-sufficient, the Council of Common Interest (CCI) on 1st June, 2011 authorized IRSA to collect levy on utilization of water for irrigation from provinces and for hydro power generation from WAPDA and Pakistan Atomic Energy Commission (PAEC).

On receipt of levy of Rs. 53.595 million from WAPDA in February 2012, the budget allocated from Federal Government has been surrendered. The request of supplementary grant was withdrawn.

IRSA will earn about Rs. 120 million annually from these resources and will not require budget from Government.

During the current financial year 2012-13, no funds has been demanded by IRSA.

Will the Minister for Housing be pleased to state the names and designations of persons whom houses were allotted so far from General Waiting List and out of turn basis on the recommendations of present Minister and Minister of State, separately?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) The transformer of 25 KVA installed at Village Lunda, Tehsil Oghi, District Mansehra has not become overloaded.

(b) There is no proposal to replace the said transformer with 50 KVA. The loading position of said 25 KVA transformer is given below:

1. Capacity of transformer = 25 KVA 2. Date of installation = 15-07-2011 3. Transformer No. = 4846 4. Loading position = Red Yellow Blue 17 19 22 5. Total No. of connection = 24 No. (Single phase) 6. Date of Checking = 05-09-2012 (1900 Hours).

From the above loading position of 25 KVA transformer, it is quite evident that it is running under load and hence there is no need for its up-gradation/ replacement.

Rather the transformer is installed at exact location of (Masjid Mohallah) and proper distance from the houses as per WAPDA specifications.

Minister for Religious Affairs (Syed Khursheed Ahmed Shah): The Pakistani Hujjaj are sent for performance of Hajj every year under ‘His Highness Sheikh Zayed Bin Sultan Al Nahyan Foundation’ known as UAE Scheme and no other country except UAE sponsors the Pakistani, nationals for performance of Hajj.

Only Pakistani nationals, based in Pakistan, are considered for selection under the said scheme. 14 17. Mrs. Nisar Tanveer:
