INSS includes the Center for Strategic Research, Center for Complex Operations, Center for the Study of Chinese Military Affairs, Center for Technology and National Security Policy, Center for Transatlantic Security Studies, and Conflict Records Research Center. The military and civilian analysts and staff who comprise INSS and its subcomponents execute their mission by conducting research and analysis, publishing, and participating in conferences, policy support, and outreach. The mission of INSS is to conduct strategic studies for the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and the Unified Combatant Commands in support of the academic programs at NDU and to perform outreach to other U.S. Government agencies and the broader national security community. The Commission made a number of recommendations, one of which was to replace the current position of Director of Central Intelligence (DCI) with a National Intelligence Director (NID) who would oversee national intelligence centers on specific subjects of interest — including a National Counterterrorism Center (NCTC) — across the U.S. government, manage the national intelligence program; oversee the agencies that contribute to it; and have hiring, firing, and budgetary authority over the IC’s 15 agencies. Although the Commission recommended that the director be located in the Executive Office of the President, the Commission Vice Chairman in testimony before Congress on September 7, 2004, withdrew that portion of the recommendation in light of concerns that the NID would be subject to undue influence. -

Benjaminson Master of Arts Department of History March 2018 Title: The Soviet Critique of a Liberator’s Art and a Poet’s Outcry: Zinovii Tolkachev, Pavel Antokol’skii and the Anti-Cosmopolitan Persecutions of the Late Stalinist Period This thesis investigates Stalin’s post-WW2 anti-cosmopolitan campaign by comparing the lives of two Soviet-Jewish artists. Zinovii Tolkachev was a Ukrainian artist and Pavel Antokol’skii a Moscow poetry professor. Tolkachev drew both Jewish and Socialist themes, while Antokol’skii created no Jewish motifs until his son was killed in combat and he encountered Nazi concentration camps; Tolkachev was at the liberation of Majdanek and Auschwitz. -

Our traditional focus has been on the problems and prospects of democracy in developing and postcommunist countries. In the introduction to the group of essays in our October 2016 issue entitled “The Specter Haunting Europe,” we explained why we felt we had to redirect some of our attention to the growing vulnerability of democracy in the West, and promised that we would not refrain from examining the United States as well. This is an especially delicate task for us because our parent organization, the National Endowment for Democracy, is a reso- lutely bipartisan institution that seeks to steer clear of the controversies of U.S. domestic politics. We hope we have succeeded in avoiding the pitfalls of partisanship; but in an era when the trends that are weakening liberal democracy are increasingly global, an editorial version of “Ameri- can isolationism” no longer seemed a defensible policy. -

More speCifiCally, how and why do AmeriCan presidential administrations (and the offiCials in those administrations) fail in some cases and sucCeed in others in enaCting ConfliCt resolution and genocide preventative measures? This thesis will focus on why offiCials in the two Obama administration sometimes used ambitious means of humanitarian intervention to prevent or mitigate genocide and other mass atrocities, as in the Cases of Libya and the Yazidis in Iraq, and sometimes took only limited steps to aChieve humanitarian goals, as in the case of the Syrian Civil War and Syrian refugees. And halfbrother Busho Ibrahim was the Deputy Minister of Justice. 1956 Takes part in an unsuccessful coup to overthrow King Faisal II and Prime Minister Nuri asSaid.1957 Hussein formally joins the Baath Socialist Party.July 14, 1958 King Faisal is killed in a coup led by Abdul Karim Kassem.October 1959 Hussein and others attack the motorcade of Abdul Karim Kassem. The assassination attempt fails and most of the attackers are killed. Hussein escapes and flees to Syria. It provides a brief overview of the rise of anti-Muslim and anti-Islam sentiment known as “Islamophobia”, and it investigates claims that American Muslims cannot be trusted to be loyal to the United States because of their religion. This research examines American Muslim perspectives on national security discourse regarding terrorism and radicalization, both domestic and foreign, after 9/11. The article argues that it is important to highlight developments, both progressive and conservative, in Muslim communities in the United States over the last 12 years that belie suspicions of widespread anti-American sentiment among Muslims or questions about the loyalty of American Muslims. The article concludes with a discussion of important shifts from a Muslim identity politics that disassociated from American identity and ‘American exceptionalism’ to a position of integration and cultural assimilation. -
