APPROVED DECISIONS OF THE MEETING OF HERITAGE WESTERN CAPE, BUILT ENVIRONMENT AND LANDSCAPE PERMIT COMMITTEE (BELCom) Held on Tuesday, 27 August 2019 in the 1st Floor Boardroom at the Offices of the Department of Cultural Affairs and Sport, Protea Assurance Building, Greenmarket Square, Cape Town scheduled for 09:00 MATTERS DISCUSSED 11 PROVINCIAL HERITAGE SITES: SECTION 27 PERMIT APPLICATIONS 11.1 Proposed Additions and Alterations at Erf 65106, 5 Ascot Road, Kenilworth: MA HM/ CAPE TOWN METROPOLITAN/KENILWORTH/ERF 65106 Case No: 19040407HB0507E DISCUSSION: Amongst other things, the following was discussed: • The Committee and the Applicant discussed the previous meeting’s decision of BELCom on 26 June 2019 and site report, in order to clarify the issues raised. The site report is to be forwarded to the Applicant immediately to assist with clarifying the Committee’s previous minuted response. WD 11.2 Proposed Rezoning from Residential 1 to General Residential in order to Develop a Guest House on Erf 4784, Paarl: MA HM / PAARL / ERF 4784 Case No: 18080107SB0831E RECORD OF DECISION: The Committee resolved to approve the application as a substantial improvement on previous proposals on condition that: 1. A veranda roof is to be added above the proposed first floor walkway. 2. The upstand gable in Section 2 is to be amended to depict a full gable. With the above conditions, heritage resources will no longer be negatively impacted. Revised drawings, including all the elevations are to be submitted to HOMs for approval. SB Approved BELCom Decisions_27 August 2019 1 11.3 Proposed Additions and Alterations, Erf 28173, 2 Dixon Road, Observatory: NM HM/ OBSERVATORY/ ERF 28173 Case No: 19043001HB0522E RECORD OF DECISION: 1. The heritage report by the consultant is endorsed by the Committee. 2. The Committee agrees that this document will form the basis for a heritage agreement to be entered into between the Applicant and Heritage Western Cape in line with Heritage Western Cape’s policy. This agreement is subject to the appointment by the Applicant of a historical archaeologist to be on the site and to monitor all subsurface groundwork. The stop works order in effect at present will be lifted on the signing of the heritage agreement. 3. The Committee approves the proposed work on condition that the recommendations as outlined in the executive summary of the report titled NHRA S. 34 Heritage Application: Coornhoop, Erf 28173, Mowbray, Cape Town and dated 29 April 2019 are followed and implemented. LB 11.4 Proposed Additions and Alterations to Erf 1260, Devonshire House, Ryneveld Street, Stellenbosch: NM HM/STELLENBOSCH/ERF 1260 Case No: 19070107AS0507E RECORD OF DECISION: The Committee resolved to approve the application on condition that: 1. A monitoring brief is conducted by a suitably experienced architect with heritage expertise who will be required to submit a close-out report within 60 days of practical completion. 2. The monitoring brief must include addressing the detailing of the box gutter, column cladding and re-used existing footings for new steel columns directly adjacent to the heritage resource. AS 12. STRUCTURES OLDER THAN 60 YEARS: SECTION 34 PERMIT FOR TOTAL DEMOLITION 12.1 Proposed Total Demolition of Erf 55361, 27 Bishoplea Road, Claremont: MA HM/CLAREMONT/ERF55361 Case No: 19020101SB0627E FURTHER REQUIREMENTS: 1. The Committee resolved to support the demolition of the building subject to the further requirements below. Approved BELCom Decisions_27 August 2019 2 2. The building has insufficient significance to warrant retention. However, the Bishoplea area forms part of a wider precinct of generally recognized special qualities as confirmed in the site inspection report. 3. For the above reasons, the Committee requires that a study be undertaken to determine if there are sufficient identifiable heritage attributes/ character patterns which must be taken into consideration when designing replacement buildings. 4. This study must be undertaken by a suitably experienced architect/urban designer with heritage expertise. SB 12.2 Proposed Total Demolition, dwelling off Bains Kloof, Erf 15350, Wellington: NM HM/WELLINGTON/ERF 15350 Case no: 19070309SB0704E RECORD OF DECISION: The Committee resolved to approve the application of total demolition, as the loss of context has reduced the heritage significance of the building. SB 12.3 Proposed Total Demolition, Erf 2146, 2 Deer Park, Vredehoek: NM HM/CAPE TOWN METROPOLITAN/VREDEHOEK/ERF 2146 Case No: 18110508HB1107E RECORD OF DECISION: The Committee resolved to approve the revised proposals as indicated on 2 Deer Park Drive Vredehoek dated August 2019 by MLB Architecture Urban design as meeting previous heritage related requirements. SB 12.4 Proposed Total Demolition and Replacement, Erf 23, 17 Acacia Way, Pinelands: NM HM/ CAPE TOWN METROPOLITAN/ PINELANDS/ ERF 23 Case No: 19052901LB0529E RECORD OF DECISION: The Committee resolved to approve the total demolition of the existing building as not impacting negatively on heritage resources. WD 12.6 Proposed Partial Demolition of Erf 27414, 368A Main Road, Observatory: NM HM/ OBSERVATORY / ERF 27414 Case No: 19073113SB0807E FURTHER REQUIREMENTS: The Committee resolved to undertake a site inspection. SB 12.7 Proposed Total Demolition, Erf 16324, 9 Hopkins Street, Salt River: NM HM/ CAPE TOWN METROPOLITAN/ SALT RIVER/ ERF 16324 Case No: 19070314WD0731E RECORD OF DECISION: The Committee resolved to undertake a site inspection. WD 13 STRUCTURES OLDER THAN 60 YEARS: SECTION 34 PERMIT FOR PARTIAL DEMOLITION/ALTERATIONS 13.1 Proposed Additions and Alterations on Erf 289, 19 De Smit Street, De Waterkant: NM HM/CAPE TOWN METROPOLITAN/DE WATERKANT/ERF 289 Case No: 19072601TZ0726E RECORD OF DECISION: The Committee resolved to approve the application as indicated on drawingsDS1-100 REVISION C & DS1-101 REVISION A as not impacting negatively on heritage resources. TZ Approved BELCom Decisions_27 August 2019 4 13.2 Proposed Alteration and Additions of 3 Kruger Street, Franschhoek: NM HM/FRANSCHHOEK/ERF 886 Case No: 19062404SB0704E RECORD OF DECISION: The Committee resolved to approve the application as indicated on drawings number 016.1821.15, 2016.1821.15, 2016.1821.15 dated 9-04-2019 by DesignMen Architects as not impacting negatively on heritage resources. SB 13.3 Proposed Additions and Alterations, Erf 65133, 18 Goldbourne Road, Kenilworth: NM HM/ CAPE TOWN METROPOLITAN/ KENILWORTH/ ERF 65133 Case No: 19050905LB0510E FURTHER REQUIREMENTS: 1. The Committee is concerned that the proposals in their current form do not address key aspects regarding the site as an Arts and Crafts ensemble by a recognized architectural master. 2. The Committee is of the view that a revised landscaping proposal should be informed by the building component of the heritage resource. LB 13.4 Proposed Additions and Alterations at Erf 39600, 10 and 12 Suid Street, Paarl: NM HM/CAPE WINELANDS/DRAKENSTEIN /PAARL/ERF 39600 Case No: 19062702LB0628E RECORD OF DECISION: The Committee resolved to approve the application as indicated on drawings option 1, Drawing No C – 03.1, Rev A dated 2019/05/30 subject to certain detailing being: 1. Eaves details to be ‘clipped back’ as per the historical house type; 2. Diamond windows at the stoep side walls to be retained, being typical of the character of this form of early 20th Century house. LB Approved BELCom Decisions_27 August 2019 5 13.5 Proposed Alteration and Addition at Portion 3 of Farm 13, Farm Nooitgedagt, Oudtshoorn: NM HM/EDEN/OUDTSHOORN/SHAMMAH VALLEY/PTN 13 OF FARM 30 Case No: 19021907HB0603E FURTHER REQUIREMENTS: The Committee is of the opinion that the architect requires the assistance of a suitably qualified and experienced architect with heritage expertise to establish the significance, opportunities and constraints of the heritage resource, which includes the werf and its elements. The analysis must include heritage indicators to guide proposed interventions. SB 13.6 Proposed Additions and Alterations, Erf 111771 - 65 Third Avenue, Harfield Village, Claremont: NM HM/ CAPE TOWN METROPOLITAN/ HARFIELD VILLAGE/ ERF 111771 Case No: 19062104WD0708E RECORD OF DECISION: The Committee resolved not to approve the application on the basis that a new garage will disrupt the streetscape in terms of street interface within an area identified as a special area and therefore negatively impact heritage significance. WD 13.7 Proposed Landscaping and Extension of the existing House on Erf 2298, Noordhoek: NM HM/NOORDHOEK/ERF 2298 Case No: 19073111SB0802E RECORD OF DECISION: The Committee resolved to approve the application as the proposals do not negatively affect heritage resources.
