DISCUSSION: Amongst other things, the following was discussed: • The Committee and the Applicant discussed the previous meeting’s decision of BELCom on 26 June 2019 and site report, in order to clarify the issues raised. RECORD OF DECISION: 1. The heritage report by the consultant is endorsed by the Committee. 2. The Committee agrees that this document will form the basis for a heritage agreement to be entered into between the Applicant and Heritage Western Cape in line with Heritage Western Cape’s policy. This agreement is subject to the appointment by the Applicant of a historical archaeologist to be on the site and to monitor all subsurface groundwork. The stop works order in effect at present will be lifted on the signing of the heritage agreement. 3. For the above reasons, the Committee requires that a study be undertaken to determine if there are sufficient identifiable heritage attributes/ character patterns which must be taken into consideration when designing replacement buildings. 4. This study must be undertaken by a suitably experienced architect/urban designer with heritage expertise.

COMMENT: 1. The transformation of the area would benefit from good urban design input. 2. The urban design input needs to include a co-ordinated plan for the area. 3. The above would benefit from heritage urban design input 4. The applicant could look at VPUU (Violence Prevention through Urban Upgrading) projects for ideas in which impacts of crime can be reduced through appropriate built interventions. 5. The nature of the public/private interface needs to be carefully considered taking the nature of the current traditional street interface into account, while recognizing that the area does have a crime problem. 6. The area is regarded as appropriate for densification and therefore there are no concerns in principle with the inclusion of a multi-storey development behind the existing terrace. 7. The single storey envelopes of the existing terrace could be increased to double storey provided that this were done in a manner that incorporates the traditional use of veranda elements, pitched roofs and ‘bookend’ massing of units at the end extremities of the terrace.
