WD 11.2 Proposed Rezoning from Residential 1 to General Residential in order to Develop a Guest House on Erf 4784, Paarl: MA HM / PAARL / ERF 4784 Case No: 18080107SB0831E RECORD OF DECISION: The Committee resolved to approve the application as a substantial improvement on previous proposals on condition that: 1. A veranda roof is to be added above the proposed first floor walkway. 2. The upstand gable in Section 2 is to be amended to depict a full gable. With the above conditions, heritage resources will no longer be negatively impacted. Revised drawings, including all the elevations are to be submitted to HOMs for approval. The first frontier: An assessment of the pre-colonial and proto-historical significance of the Two Rivers Urban Park site, Cape Town, Western Cape Province. Prepared for: Atwell & Associates November 2015 Prepared by Liesbet Schietecatte Tim Hart ACO Associates Unit D17, Prime Park Mocke Rd Diep River 7800 Phone 0217064104 Fax 0866037195 [email protected] 1 Summary In the absence to date of physical evidence with respect to the archaeology of the Two River Urban Park Land’s early history, the general archaeology of pastoralism, environmental factors and primary sources are used to synthesis an understanding on the role this area played in the early history of the Cape. There were Khokhoi groups on the Cape Peninsula and Table Bay who made a living on the relatively limited resources that Peninsula had to offer, while there were more powerful groups to the north who occasionally came to Table Bay during the summer months. Due to the Peninsula’s unfavourable geology, its carrying capacity was limited. It was isolated by the sterile sands of the Cape Flats, however the Liesbeek and Black River valleys formed a verdant strip of good grazing land that stretched from the Salt River Mouth to Wynberg Hill. When Van Riebeek began to cultivate this land circa 1658, relations with the local Khoikhoi pastoralists took a turn for the worse. Tensions lead to the construction of a cattle control barrier formed in part by the eastern bank of the Liesbeek and the eastern border of freeburgher farms. In places a pole fence was built reinforced by cultivated hedges and thorn bush barricades, while a number of small forts and outposts kept watch over the movements of Khoikhoi. -

Starting in the new millennium from small serendipitous events, the Onder-Bokkeveld Project grew into one of VASSA’s major recording and research activities of the decade. The team comprised a multi-disciplinary group of enthusiastic volunteers well capable of recovering both the tangible and intangible heritage of the group of remarkable farms in the vicinity of Nieuwoudtville in the Northern Cape. Activities included not only weekend field trips but also planning meetings, a newsletter, archival research, many interviews and the assembly of an archive. As the Project developed our enthusiasm perhaps led us to somewhat overreach what was practicable under the circumstances. We began to visualise additional avenues of research that would require funding and commitments of time greater than some members were able to spare. Some of our hopes were therefore not reached, yet the project has assembled a substantial archive and, though the team has shrunk, the number of publications has continued to grow (see list at end of paper).
