PERFORMANCE WORK STATEMENT

FIRE/SECURITY ALARM MONITORING AND MAINTENANCE For National Historic Sites/National Monuments/National Memorials

I. BACKGROUND The contractor shall provide to the , hereafter referred to as NPS, alarm monitoring service and all associated maintenance repairs at the facilities listed below.

Park Locations and Historical Information:

Castle Clinton is one story Castle with administrative offices within the walls. The Castle was originally built to defend New York Harbor. At the time of the , Castle Clinton later served as the City’s immigrant processing center. In 1941 it was remodeled and housed the Aquarium. It now serves as a museum. Tickets to the and are also sold at Castle Clinton.

Federal Hall is approximately 75,000 Square Feet; the building has six (6) floors, including three (3) Floors of public space and three (3) floors of non-public space. Located on the corner of Wall and Broad Streets, Federal Hall was the meeting place of the first

1 and the Site where took his as the first President of the United States on , 1789. The present building served for many years as the U.S. Customs House and later to become the New-York Sub Treasury. The building is currently a museum and open to the public, it also houses administrative personnel.

The Overlook Pavilion is the Grants Tomb National Memorial Visitor Center located across the street from Grant’s Tomb on the west side (southbound) of Riverside Drive. The Pavilion was built 1909 for use as a restroom facility by New York City (NYC) Parks and Recreation. The National Park Service acquired the Pavilion from NYC Parks and Recreation and rehabilitated the Pavilion for use as a visitor contact station, bookstore, offices, exhibit gallery and restroom facility. The Pavilion is 3,200 square feet a one level structure with 2 entrances and 13 windows.

Hamilton Grange was the only house known to be owned by . It is a three (3) level wood framed house with a basement. Two floors of public space one floor of offices and basement for mechanical systems. Built in 1802 Hamilton called it his sweet project. The home was originally built in a very dense wooded area in upper . The area became inhabited years later and the house was moved out of the way to accommodate the city’s street grid planed for Harlem. Hamilton lived there only for two years when he was shot by Aaron Burr in a duel and died in 1804. His wife went on to live in the house for over thirty years.

5. Theodore Roosevelt Birthplace National Historic Site (THRB) 28 E. 28th Street New York, N.Y. 10003 PH: 212-260-1616 FAX: 212-677-3587

Theodore Roosevelt Birthplace NHS: The building has four (4) floors of public space and one floor non-public space. It is built on the site, a reconstructed house, where Theodore Roosevelt lived the first 14 years of his life. The building is now a museum. Magnetic contacts and motion detectors throughout the building secure the building.

II. SCOPE

2 The contractor shall provide to the National Park Service, hereafter referred to as NPS, alarm monitoring services and all associated maintenance repairs at the facilities listed below. The Contractor and sub-contractors shall be NYC certified to work on the below systems, and all associated equipment and have no less than 5 years’ experience. All equipment and locations shall be confirmed by the contractor during the pre-bid site visit.

● Castle Clinton National Monument: Custom designed alarm control panel, similar to the Honeywell VISTA-128BPT/VISTA Turbo Series; Ademco Vista 100.

● Federal Hall National Memorial: Custom designed alarm control panel, similar to the Honeywell VISTA-128BPT/VISTA Turbo Series (Vista 50/Vista 128) and an Edwards System Technology, Inc. (EST) Model # EST-3X Fire Alarm system. This system is tied to an elevator, with alarm sensors on windows throughout the building.

● General Grant National Memorial: Custom designed alarm control panel, similar to the similar to the Honeywell VISTA-128BPT/VISTA Turbo Series.

● Hamilton Grange National Memorial: Custom designed alarm control panel, similar to the Honeywell VISTA-128BPT/VISTA Turbo Series and an Edwards Technology ES 2 Fire Alarm system.

● Theodore Roosevelt Birthplace National Historic Site: Honeywell VISTA- 128BPT/VISTA Turbo Series burglar and NFW 2-100 fire system with wireless sensors but no cameras. The burglar system consists of motion and break sensors. Radio communicator signal GSNV4G radio.

Fixed Price Line Items – See attached price schedule All services related to monitoring fire and burglar systems at the above-mentioned sites which includes all required Annual NYC inspections per NFPA codes.

III. TASKS

a. The contractor shall coordinate a kick-off meeting with the NPS within 7 days of award to ensure all monitoring services are in place and there is no lapse in coverage. The contractor is liable for any damages as a result of a lapse in coverage.

b. The contractor shall provide Central Office Monitoring 24 hours a day, 7 days a week on all of the existing fire/intrusion wired and wireless systems, covering all windows, doors, skylights, control panels and any associated equipment including all five locations listed in this PWS.

c. The contractor shall provide Alarms Service Investigator (ASI) response 24 hours a day, 7 days a week. Upon alarm activation, the contractor shall immediately communicate those signals to designated NPS personnel, New York City (NYC)

3 Police and Fire Department telephonically and through existing commercial paging devices, and conduct exterior investigation within 30 minutes. See attached price schedule – Time and Materials

d. The contractor shall respond to service calls within 48 hours of the request. Contractor shall respond to Emergency Service calls immediately regardless of the time of day. Repairs shall be performed on a 24/7 basis (weekends and holidays included) as requested by the NPS. See attached price schedule – Time and Materials.

e. The Contractor shall coordinate with NPS and/or vendors, as requested by the CO, to provide information and services related to programs and equipment within this contract.

f. The contractor shall provide all consumable parts, components, supplies required to maintain the equipment in service at all five sites. “Consumable” parts are defined as having a typical service life of less than one year for each park site. The contractor shall provide warranty on all replacement parts for a period of not less than one year and replace such parts failing during this period at no additional costs to NPS.

g. The contractor shall provide labor, tools, equipment, materials and supervision necessary for maintenance, repairs and continued monitoring of fire and security alarm systems, to include the existing fire/intrusion wired and wireless systems, covering all windows, doors, skylights, control panels and any associated equipment included at all five locations.

h. The contractor shall provide required NYC inspections to including but not limited to: annual fire alarm testing, annual testing of central monitoring station, and annual sensitivity testing on all smoke and heat detectors. The contractor shall provide written documentation, detailing each component and sub-component inspected. Documented inspections/reports shall be delivered within three (3) weeks of date of inspection.

i. The contractor shall perform annual survey of all alarm systems equipment covered by the contract and provide the Park Deputy Superintendent with a written report, including any noted functional or code compliance deficiencies.

IV. Task Not Covered under the Scope of Work

A. New construction of existing equipment. Rebuilding or replacement of alarm systems’ major components (components lasting more than one year and exceeding $300.00), such as alarm panel, alarm panel components or alarm panel programming, etc.

B. Repair of damage caused by fire, flood or other disaster or by negligence or misuse of alarm systems equipment by NPS employee other than the contractor.

V. PERSONNEL

1. Alarm service investigator shall be New York City (NYC) certified. 2. Contractor and subcontractors shall have all applicable certifications and trainings needed to properly maintain and service fire and burglar alarm equipment. 3. Contractor is expected to conform to all applicable requirements including, but not limited to, the National Fire Protection Association (NFPA), applicable Life Safety Codes and the National Electrical Code (NEC).

VI. WORKING HOURS AND CONDITIONS

A. The contractor shall contact the Deputy Superintendent or Facility Manager prior to any on-site work. To prevent unnecessary disruption of NPS operations, the Contractor shall coordinate with the Deputy Superintendent or designee at each facility all planned equipment shutdowns and all work to be performed outside normal business hours.

B. The contractors shall follow CDC guidance for COVID-19 restrictions and contractor will be expected to follow park-specific guidance.

C. Maintenance/repair work must be performed during normal business hours between 7:00 a.m. to 3:30 p.m.

D. The contractor must maintain a continuous telephone service where it can be reached twenty-four (24) hours a day and seven (7) days a week (weekends and Holidays included).

E. The contractor shall notify the facility manager(s) at each site at least one week in advance of the scheduled inspection.

VII. DELIVERABLES

A. The contractor shall provide the Park Deputy Superintendent with a written report for Annual survey of all alarm systems equipment to include any noted functional or code compliance deficiencies. This report shall be delivered to the Park Deputy Superintendent no later than the last day of January each year.

B. The contractor shall maintain a record of service visit tickets signed by the facility manager on the day of any maintenance or repair service performed.

C. The contractor shall program alarm codes individually assigned to NPS employees into the in contract burglar panels.

5 D. The contractor shall provide detailed weekly activity reports for all sites to the Contract Technical Representative and shall include but not limited to user entry and exit, type of event/operator actions, signal, area, zone(s) affected, zone description(s), and comments.

VIII. GOVERNMENT-FURNISHED PROPERTY

A. The Government will provide two (2) phone lines/numbers to fire alarm panels at each site listed.

B. The Government will provide one (1) phone line/number to intrusion (burglar) alarm panels at each site listed.

C. The Government will provide a contact list with names and telephone numbers of NPS points of contacts.

D. The Government will provide a list of alarm codes individually assigned to NPS employees/users with access to each of the sites listed in the PWS.

X. PERIOD OF PERFORMANCE

Five years to include a one-year base period from 1 August 2021 to 31 July 2022, and four one- year option periods maybe exercised NPS’ discretion.
