Historical Statement:

Federal Hall National Memorial commemorates the momentous events leading up to and including the birth of the United States government. The original Federal Hall structure and site functioned as City Hall during British Colonial governance and functioned as the meeting place for the in 1756. During and following the Revolutionary war, the Congress of the Confederation met at the site from 1784 to 1789, when City Hall became Federal Hall, the first Capitol of the United States. Here, the Legislative, Executive and Judicial departments of the government were established. In 1790, the new Congress proposed acts that, after ratification by the states, became the Bill of Rights.

The 19th century brought the construction of a new building on the site of Federal Hall, consecutively housing the New York Customs House, Sub-Treasury, and . In the early 20th century, the building, while already functioning as a memorial for the public on days of remembrance, was transformed into a museum and in 1955 was declared a National Memorial.

Scope and Content Statement:

Collection materials relate directly to the site at 26 , the building, its location relative to and State, its location relative to the colonies, and to the notable individuals key to the history of the building. Archival material within the collection encompass the genres of correspondence, administrative records, currency, printmaking, documentary and fine art photography, lantern slides, architectural drawings, blueprints, unique artwork, magazines and periodicals, printed ephemera such as invitations and postcards, and pamphlets and books. Persons linked closely to the history of the site include , who was inaugurated there in 1789; Peter Zenger, whose trial concerning libel and freedom of speech was held there in 1735; and Ward, who designed the of George Washington which still stands on the steps of Federal Hall.

PROVENANCE NOTE

This collection comprises items assembled from materials located in the Manhattan Sites collections, now housed at , , New York. Multiple accessions of Federal Hall materials constitute this collection of archival items, containing a diverse scope of materials. Each item has been individually cataloged by the National Park Service.

All accessions postdate Federal Hall’s inclusion in the park system in 1955, yet in some cases items were collected prior to that date by the Federal Hall Memorial Associates. The methods of accession include gift, loan, purchase, and transfer from within the National Park Service. These accessions originated from individuals, societies, commercial businesses such as galleries, and other national parks (Acc. 269 originated in Morristown and Acc. 245 from Harpers ). Individual, private donors were in some cases also members of the Federal Hall Memorial Associates, as in the case of Gardner Osborn’s donations, Acc. #s 19, 20, 37, 43, 45, and 49. Details on accessions differ in depth of information to be found in the accession file. Some acquisitions purchased from private galleries included receipts. Acquisition files may reveal information on the authenticity of materials, such as Acc. 221 (the Ulster Gazette) which is noted to be a reprint, and inauthentic. A few accessions were purchased through funds, as in the case of the Zenger Memorial Fund, (Accession 2).

More information on gifts and loans accepted by the Federal Hall Memorial Associates may be researched in the Federal Hall Memorial Associates Administrative Records, box 6 folders 2, 3 (FEHA 1924). These are letters of acceptance, receipt and donation and which, in some cases, contain accompanying information about the artist. These acquisition records predate NPS accessioning so items have not been assigned either Accession or Catalog numbers.

HISTORICAL NOTE

Due to its prominence in the early stages of America’s founding, independence, and growth, Federal Hall was designated a National Historic Site by the Secretary of the Interior under the authority of the Historic Sites Act of 1935, on , 1939. It was re-designated a National Memorial by an on April 30, 1955.

The history of Federal Hall began with the Dutch City Hall of . In 1654, the building at 73 was renovated from a Dutch tavern known as City Tavern becoming the first City Hall of New York; the Stadt Huys, or Town Hall.1 In 1699 construction began on a new City Hall at Broad and Wall Streets. This was the first of three successive buildings at this corner, now the site of Federal Hall National Memorial. British City Hall remained in use and unchanged for over eighty years. City Hall was the site of several notable events during this time. The seminal Zenger libel suit (William Cosby vs. Lewis Morris), held in 1735, was the result of criticism of British William Cosby published by printer in his New York Weekly Journal. The trial established early concepts of freedom of speech and freedom of the press. Thirty years later, City Hall was the meeting place for representatives from the American colonies as they assembled for the first time independent of the British government, in protest of the Stamp Act’s taxation without representation (Oct. 7, 1765). After the American Revolutionary War, the city of New York was the seat of Congress under the Articles of Confederation from 1785-1788. City Hall housed the meetings of Congress in which the was enacted.2

In 1788, the original brick English Colonial City Hall at Broad and Wall Streets was remodeled by Pierre Charles L’Enfant in the Federal Style in expectation of the new Federal government settling in New York City. The renovated and re-named Federal Hall was the site of George Washington’s election and inauguration as the first President of the United States. From 1789 until 1790 Federal Hall was the new country’s first capitol building. The First met in this building, passing the Act on September 24, 1789 and the Bill of Rights the next day, the 25th of September 1789. After the seat of federal government was moved to , L’Enfant’s Federal Hall functioned as the center of city and state government until it was demolished in 1812.

Federal Hall National Memorial, located at 26 Wall Street, was originally designed as a Customs House, built to replace the inadequate, three-storey Customs House that had been built on the site of L’Enfant’s Federal Hall in 1813.3 In preparation for the construction of the new Customs House, the old Customs House was demolished in 1834, along with several nearby buildings.4 The Customs House was

constructed from 1834-1842, in part by a series of eminent architects and builders of the period, most notably the firm Town and Davis ( and ), Samuel Thompson, and John Frazee. Town and Davis are credited with the exterior design of the building, Samuel Thompson, the design of the interior, and John Frazee, with the interior details.

The process of choosing the architect for the new Customs House was initiated by Louis McLane, Secretary of the Treasury, who issued a contest for the design which was published in the January 1st 1833 Evening Post.5 The designs from the firm Town and Davis were chosen by McLane, accepted by Congress, and an announcement was published in the Evening Post in August of the same year.6 The Department of the Treasury was the final authority in the Custom House construction process. Turnover in the office of the Secretary of the Treasury during the project caused considerable construction delays. The Hon. William J. Duane replaced McLane in May of 1833. Duane was quickly replaced by Roger B. Taney that September. Levi Woodbury took on the post in July 1, 1834 and remained until 1841.

In 1834, Samuel Thomson, a prominent New York builder, was hired as Superintendent of construction, and excavation on the site began.7 However, in August of 1834, the Commissioners for the Building of the New Custom House (, Elisha Tibbits, and ) wrote to Sec. Woodbury to propose last minute changes to the Town and Davis plan. They argued that the excessive expense required to complete the design as planned compounded by its inappropriateness to the function of a custom house merited revision.8 Thomson was charged with making changes to the design’s interior. Alexander Davis vehemently criticized the Commissioners for the failure to carry out the design as it had been accepted by Congress in legislation.9 Superintendent Thomson was himself engaged in a lengthy dispute with the Commissioners and successive Secretaries Taney and Woodbury, most essentially concerning his pay and duties as Superintendent. These bitter disagreements led to Thomson’s resignation in late spring of 1835 and his repossession of all architectural plans to which he had contributed.10 John Frazee, the popular sculptor of portrait busts was appointed Superintendent in July 1835.11 Without Thomson’s plans for the revised interior, Frazee had no choice but to start over, beginning the arduous task of drawing new plans from the foundation that had been laid previous to his appointment. Despite the enormous difficulty of the task, Frazee saw the project through almost to completion only to be fired by Commissioner Bowne in the very last stages of work after years of infighting.12

At the time of its completion in 1842, the construction of the Custom House had cost above one million dollars and spanned eight years. For twenty years, the Custom House managed New York’s growing

import and export customs revenue until 1862 when it was moved to the New York Merchant’s Exchange at . The New York Sub-Treasury thereupon moved into 26 Wall Street. As the Sub-Treasury, the building was refitted to function as the government’s monetary depository where coins in or silver were received and paid out by clerks.13

On February 21st 1880, an act was passed in Congress charging the New York Chamber of Commerce to erect a statue that would serve as a monument to George Washington on the steps of the Sub- Treasury14. Royal Phelps, a prominent New York businessman, chaired the committee charged with managing the enterprise: The New York Chamber of Commerce Committee on the Erection of a Monument to Washington in Wall Street, formerly the site of the old Federal Hall, in which he was inaugurated as first President of the United States.15 The sculptor was commissioned with the project. Ward, born in Urbana, in 1830, had apprenticed in New York City and collaborated on the Washington in Union Square with his mentor, Henry K. Brown. Ward was a popular sculptor of outdoor works in bronze; his works are placed at , Federal Hall, in and Philadelphia.16 Ward’s finished statue of Washington, capturing the moment of his inauguration, was unveiled on November 25, 1883, on the centennial anniversary of the British evacuation of New York.

The Sub-Treasury system remained in use until December 1920 when the Appropriation Act reallocated the functions of the Sub-Treasury to the Federal Reserve. In 1924, the Federal Reserve moved to a new location. The building at 26 Wall Street now functioned as a Federal Office building, housing the Passport Division of the State Department, the Interstate Commerce Commission, the United States Coast Guard, Public Works Administration, and the Public Health Service.

The steps of Federal Hall had been a popular site in New York for patriotic rallies and memorial celebrations, its historic past celebrated by many. In 1939, the New York World’s Fair opened to 206,000 people on April 30, the 150th anniversary of George Washington's inauguration as President. The Downtown District New York World’s Fair Committee proposed to the Secretary of the Interior that Federal Hall be used as a Central Information Bureau and Museum of Old New York. Federal Hall, as the site of Washington’s inauguration, was the ideal location to provide visitors to the World’s Fair with assistance as well as reiterate the historical context of the site itself.17 Once permission to use the structure had been obtained, interested persons, notably Gardner Osborn and George McAneny and other members of the downtown community began working to create a historical museum in Federal Hall. Working with the National Park Service (NPS), this advisory group drew up a plan for the renovation of the Sub-Treasury and developed a strategic plan. In February 1940, the group was

officially incorporated as the Federal Hall Memorial Associates, in a cooperative agreement with the Federal Government.18

In this agreement, FHMA was charged with the protection of Federal Hall as a historic site and the promotion of its historic significance. The Associates, in a twenty-year lease signed by Secretary of the Interior Harold L. Ickes, accepted responsibility for development of a museum within Federal Hall while recognizing the authority of the Secretary and NPS with regard to the building’s ownership by the Federal government and the preservation of its structure. The joint agreement required that the National Park Service allow FHMA to utilize the basement for the museum and to assist in the administration of Federal Hall as a historic site.

For twenty-one years the Federal Hall Memorial Associates developed programs that commemorated the founding of the Federal government. In 1961, the Secretary of the Interior and FHMA renegotiated their contract, extending it by another twenty years. In the new agreement, NPS was given full operating and interpretive responsibilities over the Federal Hall National Memorial. FHMA was given a more supportive role, assisting with events and advising on public programs, and they agreed to provide one million dollars to match the Federal government expenditures for development of Federal Hall.19

SCOPE AND CONTENT NOTE

Federal Hall National Memorial Cataloged Archival Items spans the period from the 1690s to the 1980s and contains material dated by the Julian calendar and the Gregorian calendar. The collection contains materials cataloged individually, collected under the authority of the Federal Hall Memorial Associates and the National Park Service. The collection comprises gifts, purchases, and transfers from within the National Park Service collected with the aim, outlined in the founding agreement between the Secretary of the Interior and the Federal Hall Memorial Associates, of “operating a national historical museum commemorating the founding of the Federal Government and related historical events.”20 The collection highlights sites, architecture, events, and individuals with direct or tangential relationships to the history of Federal Hall. Many of these items have been exhibited at Federal Hall at some time, and several are either framed or matted.

This collection offers an extensive array of visual and written documentation of the people, places, and events that shaped the new American nation. It contains a broad selection of collected or donated archival material in the genres of correspondence, administrative records, currency, fine art prints, documentary and fine art photography, lantern slides, architectural drawings, blueprints, unique artwork, magazines and periodicals, printed ephemera such as invitations and postcards and pamphlets and books.

Major themes found within the collection include print portraits of Washington, relics and memorabilia of the life of Washington (herein referred to as Washingtoniana, but known also as Washingtonia), public memorial events at Federal Hall, the and the early history of the United States, New York and the surrounding areas, Colonial City Hall, Federal Hall as the nation’s capitol, the construction of the Custom House, and the transformation of the building to the U. S. Sub-Treasury.

Through a variety of material genres the collection depicts George Washington’s boyhood and careers as a surveyor, General and Commander in Chief, providing a contrast of the man with the mythic figure. Mythic Washington is represented in the collection through relics, such as an envelope said to contain Washington’s hair. His larger-than-life persona is present in the engravings of Washington imagined as a Roman senator. Evidence of Washington’s life is shown through correspondence (one letter is in his own hand), and a dinner invitation written by a secretary. The New York Gazetteer from May 1789 reports on Washington’s inauguration; the New Jersey Journal from December 1799 reports on his death.

Materials highlight the achievements of the men directly involved in the Revolutionary and Post- Revolutionary endeavors for government. A series of portraits of leaders of the new American government capture the likenesses of these men; a selection of letters and documents bring their words to light. The letter written by Richard Henry Lee to the Governor of South Carolina warns against individual states conducting their own diplomatic affairs. This letter is accompanied by an aquatint portrait of Lee. In 1785, Lee writes as President of the , which was meeting at City

Hall (the old Federal Hall) in New York City. The first edition of the "Journal of the First Session of the Senate of the United States of America, begun and held at the city of New York, March 4, 1789 and in the thirteenth year of the independence of the said states" printed by Thomas Greenleaf records the election of George Washington as President of the United States, the establishment of the essential branches of government, and the proposal of twelve amendments to the Constitution. The first ten amendments that the states ratified became known as the Bill of Rights.

From a selection of maps of New York and the surrounding area there are several that are particularly noteworthy, such as a survey by mid-19th publisher Matthew Dripps. The Plat of the Seven Ranges of Townships, engraved by W. Barker, was the result of the 1785 Thomas Hutchins survey, and is a testament to the methods of expansion that Congress used to populate the western region. The survey shows plots of land, each a mile square, intended for public auction. A highlight of the collection, the Plan of the City of Washington published in London in 1795, is a copy of the map made by , assistant to Pierre Charles L’Enfant. In 1792, Congress, after rejecting L’Enfant’s plan for the city of Washington, asked Ellicott to complete the survey and plan. Ellicott revised L’Enfant’s map, and it was accepted by Congress.21

Documentation of the historic structure of Federal Hall is present in a variety of media genres. The prints in the collection comprise representations of the original Dutch City Hall, L’Enfant’s Federal Hall, the Custom House, and the Sub-Treasury. The engraving Federal Hall, the Seat of Congress by Doolittle after a drawing by Pierre Lacour [1790] portrays Chancellor of the State of New York, Robert Livingston, administering the to George Washington on the balcony of Federal Hall on April 30, 1789. Frank Leslie's Illustrated Newspaper shows a money-counting scene from the interior of the Sub- Treasury.

The collection includes etchings of plans by Alexander Jackson Davis, one of the architects who contributed to the Custom House. An early contributor to the plans of the Customs house, the firm of Town and Davis submitted a plan with an exposed that was not carried out in construction. This print also illustrates the influence of Greek Revival style in the design of the building’s façade. The bulk of the architectural drawings in the collection consist of project drawings from Federal Hall’s current location during the time it functioned as the Sub-Treasury, dated 1900 to 1930.

The collection makes clear the importance of Federal Hall as a memorial site. Public memorial events held at Federal Hall include late 19th but mostly 20th century gatherings on the front steps facing Wall Street. Materials reflecting these events include lithographs and engravings, photographs, printed ephemera in the form of tickets, and published materials such as periodicals and books. the sculpture and architect ’s plan for the pedestal. The presentation of this work to the public, referred to as the unveiling, is recorded in an invitation addressed to Ward, a photograph of the event by Rockwood studios and an illustration of this photo printed in Harper’s Weekly.

An insightful comparison within the collection is the caricature of Benjamin Harrison from Puck magazine and the photograph of him speaking at the Centennial Celebration of the Inauguration of President Washington at Federal Hall. The satirical nature of the cartoon can be contrasted with the documentary evidence of the photograph and the program from the event.

In addition to the abovementioned Ellicott’s Plan of Washington, several works within the collection merit attention. One original drawing by Pierre L’Enfant is included in the collection, a plan of the banquet that followed the "Grand Federal Procession," a parade organized in support of the forthcoming ratification of the U.S. Constitution by New York on July 26, 1788. Several engravings of Washington have been noted by William Spohn Baker: a full-length portrait of Washington, in uniform published by Carington Bowles in 1785, an undated (circa 1800-1812) portrait bust with biographical text by P. Roberts, and a 1796 full length portrait in uniform by T. Cheesman.22

Arrangement: This series of cataloged letters is listed by date and stored according to size. Titles represent a description of the item, including correspondents involved. Transcripts have been dated to reflect the content of the transcription, not the date the transcription was made.

Scope and Content: This series contains various articles of correspondence including professional and personal correspondence. Correspondence to and from representatives of the Continental Congress, the First U. S. Congress, and others involved in the early American government may be of note to researchers. Notable correspondents include George Washington, , John Jay, Richard Henry Lee, Samuel Osgood, Charles Thompson, and John Quincy Adams Ward.

Several letters in the collection reveal details about the functioning of government between the years after the Revolution and before the ratification of the Constitution. FEHA 113, a letter written by Continental Congress president Richard Henry Lee to Benjamin Guerard, the Governor of South Carolina, warns against the publishing of letters concerning diplomatic matters by foreign ministers in Paris. A specific worry is the exposure of the States’ “precarious state” of “credit abroad.” In FEHA 1527 Nathan Dane writes to Governor of , John Hancock, informing Hancock of the “Act of Congress passed yesterday for putting the Constitution into operation.” In that letter, dated September 13, 1788, Dane also discloses that the majority has agreed that New York should be the new government’s “federal town.”

FEHA 1533, a letter which encapsulates the importance of the state of New York to the future of the United States, Samuel Osgood writes to Samuel Jones and Melancton Smith, Anti-Federalist representatives to Congress from New York in May 1789. Osgood acknowledges the representatives’ difficult decision of whether to vote in support of New York’s ratification of the Constitution. Within the text, Osgood reminds them of the imminent loss to New York if the constitution is not accepted without an amendment requiring the central government to relocate: “if New York holds out Congress will have to move out. It is intimately connected with the rejection of the plan.” Further on he writes: “I know very well your situation is extremely delicate—I cannot help you out of it—I believe you wish for a good Federal Government.”

Dated from 1880-1883, a thorough correspondence related to the planning and construction of the John Quincy Adams Ward statue of George Washington at Federal Hall may interest researchers of Federal Hall’s architectural history. Detailed correspondence between the committee of the New York Chamber of Commerce and Ward begins with the original March 11, 1881 proposal sent to Ward from James Renwick Jr., the architect of St. Patrick’s Cathedral. Correspondence between Royal Phelps and Ward reflects the working relationship between the committee and the artist. Several letters pertain to the

choosing of a live model for the sculpture. Correspondence with Richard M. These transcriptions are also cataloged, though some contain mis-transcriptions such as the identification of “Roger Phelps.” There are some transcripts for which the originals are absent (FEHA 1641).

Scope and Content: This series contains various handwritten, printed, and reprinted documents including lists, resolutions, certificates, dinner invitation, bank shares, military appointments, certificates of retirement, hand-written receipts, a pocket ledger, items that are at once both documentary and artifactual, i.e. items accompanied by identifying statements, such as the note identifying the contents of an envelope as the flag from the battle of Lake Champlain (FEHA 1717), and two envelopes (FEHA 1720, 1719) each said to contain locks of George Washington’s and Martha Washington’s hair.

FEHA 144 may be of interest to researchers of John Jay and the new government’s interaction with Native American peoples. The resolution from the Council of Revisions, April 3, 1790 is signed by John Jay as Chief Justice of the Supreme Court, enacting several bills, including “An act for the relief of Joseph Mabee and others entitled to the right of pre-emption of lands in the Oneida reservation.”

Also included are several contractual documents relating to the construction of John Quincy Adams Ward’s statue of George Washington on the steps of Federal Hall, including the architect Richard Hunt’s specifications for the pedestal.

Series III: Currency, 1773 – 1899 (bulk 1770s-)

Arrangement: Notes of currency in this series are stored according to size and organized by date of issuance. For each note the issuer, denomination and printer are listed.

Scope and Content: Series III contains paper currency the bulk of which is dated from the Revolutionary War. Notes are issued by the Continental Congress and by individual colonies, the bulk issued by the Continental Congress. One example of a state bank note issued after 1800 is included in the collection.

Continental- and colony-issued notes in this collection range in denomination from five pence to eighty dollars and carry a variety of Latin maxims and legends, coupled with metaphorical illustrations. FEHA 732, a Half a Dollar note, is notable for its linked ring design created by Benjamin Franklin.23 Each of the thirteen rings represents one of the colonies; the rings encircle the motto “American Congress/We are One.”

Another element designed to prevent counterfeiting was the practice of having each issue and denomination signed by one, two or three individuals, in red or black ink. FEHA 1711, a Pennsylvania issue, is the earliest note in the collection, and the only note in the collection signed by three signers. On the reverse is the famous warning, “To Counterfeit is Death.”

In the earlier issuances of continental currency the colonies referred to themselves on the notes as “The United Colonies” (FEHA 128); however, in the later issuances, the heading was changed to read “The United States” (FEHA 729). FEHA 128 is also earliest example in the collection of Benjamin Franklin’s nature prints, prints of leaves of various plants used as an anti-counterfeiting measure specific to each note denomination and issue.24 For the May 9, 1776 issue of the Two Dollar note the leaf is of two filbert and one raspberry leaves.25

The paper on which many notes were printed contains mica flakes and blue fibers. Currency printers Hall and Sellers, Timothy Green and Frederick Green are represented within the collection.

Scope and Content: Copying processes represented in this series include blueprints, diazotypes, and photomechanical prints. Drawings include ink and pencil sketches on coated linen. Drawings in this series include manuscript and copy plans for renovations, specifically detailed images of interior and exterior, and plans including elevations and sections.

Plans span multiple renovations from Federal Hall’s current location and reproductions of plans of L’Enfant’s redesign in the 18th century. The bulk of the series comprises drawings for the current building during the time it was occupied by the Sub-Treasury and the Federal Reserve offices, the earliest from 1868, the latest from 1930.

The earliest plan found in the series is FEHA 25, the 1778 sketch of the banquet Pierre L’Enfant was commissioned to design following the "Grand Federal Procession," a parade organized in support of the forthcoming ratification of the U. S. Constitution by New York on July 26, 1788. The radiating design was made up of tables each 440 feet long, representing the ten states that had previously ratified the constitution.26

An excellent example of the original plans for the Custom House by Town and Davis is the etching (FEHA 821), which compares the Greek revival-style plan with the exposed dome to the Parthenon.

Included in the series are a set of historical elevations of the Old Town Hall (Old Federal Hall) circa 1789 drawn by William Hindley (FEHA 824, 825, 826, 854). These were created in the 1930s from research by Hindley into Federal Hall’s architectural history.

A planning sketch for the sculpture of George Washington (FEHA 1583) is included in this series as drawn by John Quincy Adams Ward. The drawing shows the plan and dimensions of Ward’s Washington statue in perspective and provides the dimensions for the pedestal.

Scope and Content: This series is comprised of intaglio, relief, planographic and photomechanical prints from the 18th to the 20th centuries. These collected materials illustrate Federal Hall’s centrality to the founding of the United States. Items included in this series represent the various structures of Federal Hall, the popularized likenesses of George Washington, revolutionary battles, historical events, portraits of the United States’ early leaders, the City of New York, and maps of early America and France.

Subseries A: Items include visual representation of the iterations of Federal Hall: Dutch City Hall, Old City Hall, L’Enfant’s Federal Hall, the Custom House and the Sub-Treasury. The earliest print in the collection (FEHA 152) is a 1789 copper engraving of the L’Enfant redesign of City Hall published in Massachusetts Magazine, newly renamed Federal Hall in light of its new position as capitol of the United States. A highlight of this subseries is the 1790 engraving of Federal Hall by Amos Doolittle after Pierre Lacour (FEHA 1514), showing the inauguration of George Washington. This print captures the iconic symmetry in L’Enfant’s Federal design. In the mid 1800’s Washington Irving published the five volume Washington Irving's Life of George Washington, 1774-1807. Life of George Washington followed Irving’s popular book, A History of New York. Life of George Washington included illustrations by Irving’s pseudonym, Diedrich Knickerbocker; several of these prints, taken from the volume, are included in the collection (FEHA 763, FEHA 1561). Subseries B: Formal portraits of George Washington. These vary in method of printing process, type of portrait (bust, standing) and in the facets of Washington’s career: General, President, Mason, civilian, surveyor. The most famous commissioned portraits that occur in this collection are those by Gilbert Stuart, Charles Willson Peale, John Trumbull, and Pierre Du Simitiere. Several prints are included that have appropriated the likeness of Washington from by Houdon and Canova. Notable engravers include Le Mire, Holloway, Cheesman, Nutter, Ridley, Roberts, Fittler, and Bertini. Notable publishers include J. Hinton and Carington Bowles.

William Spohn Baker’s 1880 catalog of engraved portraits of Washington has been much referenced in the researching of this series. Baker classified engravings first by the artist who painted Washington’s likeness from life, then according to the engraver who copied the original. The engraver or lithographer is noted in each instance, and the publisher in cases in which neither are known. Where easily identified, the original painters have been recorded. Undoubtedly, within the series there are several fictitious portraits, portraits made in the absence of a sitter. These are left to the researcher to identify.

Subseries C: Includes representations of George Washington that are not classified as classic portraits. These include historical events, locations, memorials, imagined scenarios, and group portraits in situ. Also included are locations such as the Presidential mansion and Mount Vernon. One of the finest examples in the collection is “Commemoration of Washington,” engraved by J. J. Barralet (two copies, FEHA 842 and FEHA 843). This hand-colored 1802 stipple engraving of Washington ascending to heaven shows Washington rising from the tomb surrounded by clouds, supported by Time and Immortality, the latter pointing upwards. Figures representing Faith, Hope, and Charity stand in the background. In the foreground at right, a Native American stands in reverence, head bowed, and at left, Lady Liberty watches with the emblems of war at her feet. On Washington’s tomb, the inscription reads: "Sacred to the Memory of Washington. Ob 14 Dec. AD 1799 AEt 68."

Subseries D: Includes portraits of notable individuals essential to the story of American independence and the establishment of the American government: John Jay, Charles Thomson, Andrew Hamilton, Alexander Hamilton, James Madison, Samuel Osgood, Mrs. John Jay, Martha Washington, General Baron Johann De Kalb, Oliver Wolcott, and Nathan Dane. FEHA 140, the portrait of John Jay engraved by J. B. Forrest, is after a sculpture by John Frazee, who saw to the completion of the Custom House.

There are several instances of prints in the collection for which there are two or more similar works. The engraving of Charles Thomson, Secretary of the Continental Congress, by after Pierre Du Simitière, reflects the international market for works regarding the American Revolution. The engraving was made after a drawing created in Philadelphia, and was engraved and published in Paris. FEHA 36, the second Charles Thomson engraving in the collection, is likewise after Pierre Du Simitière, yet engraved by B. B. Ellis and published in London in May 1783 by R. Wilkinson.

Subseries E: This subseries comprises representations of New York from the Dutch settlements to the streets of Manhattan in the 1930’s. These items show views of New York City, the harbor and the surrounding country, New York City buildings, and a New York City fire company. FEHA 1565, a colored aquatint from 1840, is a panorama of New York drawn from the perspective of the North River, showing various neighborhoods of the period in the distance: Clinton Market, Washington Market, Shad Fishing, Battery, British Queen, Narrows, and Staten Island. FEHA 1538 and FEHA 838 show the Merchants’ Exchange located at 55 Wall Street, before and after the fire of December 16, 1835. Representations of the Royal Exchange are also included (FEHA 131, FEHA 147).

Subseries F: Engravings in this subseries include depictions of buildings and key events from the Revolutionary War and early United States history.

Subseries G: 18th and 19th century maps of the United States and France. Types include wall maps, surveys, city plans, land tracts, military engagements, and city maps. Included are several surveys of note, including “The City of New York Extending Northward to Fiftieth St” (FEHA 1557), surveyed by John F. Harrison and published by Matthew Dripps, which shows Manhattan wards, streets, lots, businesses and landmarks contemporary to 1850’s Manhattan. Another map included in the collection is a testament to the methods of expansion that Congress used to populate the western region: FEHA 1526, “The Plat of the Seven Ranges of Townships” engraved by W. Barker was the result of the 1785 Thomas Hutchins survey. The survey shows plots of land, each a mile square, intended for public auction. FEHA 1564, a land map of area owned by I. B. Church, was created for the purpose of selling acreage to settlers in the years following the American Revolution. The map shows the state of New York, with an inset showing Church's land in scale. The map includes the terms of sale, as it was not only a map but also an advertising device: "This tract of land contains 100,000 acres and is situated on the Geneseo River; 30 miles south of Hertford, 20 east of the Allegheny River, 8 north of the Pennsylvania line, and 16 of the navigable waters of the Susquehanna.”

A highlight of the series is one of the earliest published large maps of Washington, D. C. FEHA 56 is a hand-colored engraving of the City of Washington as conceived by Pierre Charles L'Enfant and surveyed and formalized by Andrew Ellicott, published in London in 1795. The map shows the city bordered by the Potomac, the Eastern Branch, and Rock Creek with illustrations of the Reedy Branch and the Tiber Creek. Each city block is numbered, and a few government buildings including the “Capitol” and the “President’s House” are labeled. The proposed landscape design for the Mall is shown with a line of trees bordering each side. Also included are notes concerning irrigation and the diversion of the Reedy Branch and the Tiber Creek. Plots have been drawn for the neighborhood of George Town, although the

blocks are unnumbered. River depths are noted and the bridges at Georgetown and Capital Street are present.

Scope and Content: This series comprises photographic prints and lantern slides dated 1880 to 1989, with some undated items. Materials relate to both Federal Hall National Memorial and National Monument. The bulk of the series provides visual documentation of Federal Hall as a site of public memorial while also exhibiting Federal Hall’s relation to the leaders of the revolution and early government, the greater New York area and history. Images include reproductions of paintings, events and groups at Federal Hall, architectural photography, architectural drawings and illustration, artifacts, historical illustrations, and portraits.

Subseries A: Photographic print processes include silver gelatin, albumen, cabinet cards, arotypes, stereographs, a photographic album of cabinet cards, and a photo-composite.

Two early stereographs (FEHA 130, FEHA 151) document the broad expanse of Federal Hall’s front steps before John Quincy Adams Ward’s monumental statue of George Washington was installed in November 1883. FEHA 1690 captures a moment of excitement in Federal Hall’s history, the unveiling of John Quincy Adams Ward’s statue of George Washington on the centennial of Evacuation Day. The Centennial of George Washington’s Inauguration is thoroughly documented in the collection. All the

speakers of the day are captured including Rev. Richard S. Storrs, Chauncey M. Depew, Clarence W. Bowen, the Most Rev. Michael Augustine Corrigan and President Benjamin Harrison (FEHA 948).

Several photographs from 1939 show the September 18th Constitution Day ceremonies held on the front steps of Federal Hall and a wreath-laying at the tomb of Alexander Hamilton organized by the Sons of the American Revolution. Laurens M. Hamilton, the president of the New York Chapter, and a great- great-grandson of Alexander Hamilton, is pictured placing the wreath on the grave (FEHA 1686).

In an image from the mid 20th century, a black and white silver gelatin photograph by the Magnum photographer, Inge Morath, captures the patriotism of a post-war family visiting Federal Hall and the statue of Washington (FEHA 1674).

Subseries B: This series of lantern slides from the 19th and 20th century includes material related to both Federal Hall and Castle Clinton. Related images can be found in the Castle Clinton National Monument Cataloged Archival Items Collection. Images include mid-19th century prints of Castle Garden, photographs of the aquarium demolition and underpass circa 1950.

Also included are color identified and unidentified portrait paintings from the 19th and 20th centuries. A group of hand-painted glass positives illustrate varied content, from Native American dress and arrowheads to a steamship. Slides relating to the structure of Federal Hall are thought to be copies of prints located in the Federal Hall Memorial Associates Administrative Records.

Scope and Content: This series comprises various types of ephemera. The bulk of the materials represented includes invitations, RSVPS, envelopes, event tickets, and press tickets. Other items included in the series are postcards, programs, souvenirs, menus, calendars, handbooks, and a scrapbook. The series represents important events at Federal Hall such as the unveiling of the John Quincy Adams Ward statue of George Washington on the steps in front of the building (FEHA 1592), the 1889 Centennial of the inauguration of George Washington as President, and the 1932 celebrations held at Federal Hall for the Bicentennial of George Washington’s birth.

Tickets from the 1889 Centennial of the inauguration of George Washington as President evidence the extravagance of city-wide memorial celebrations. Tickets in the collection for the event are dated April 17-May 8. The tickets used for Centennial events are notable for their vividly colored card stock and fine printing.

Scope and Content: This series contains handmade visual representations of Federal Hall, George Washington, and events central to Federal Hall and the formation of American government. Works are in graphite, watercolor, pen and ink and cut paper.

Highlights of the series include three pencil sketches by John Quincy Adams Ward of the George Washington statue. These early plans show Washington’s arms in several positions, and the sculpture with and without a support (FEHA 1572, 1573, 1574). FEHA 807 is an excellent example of the early 20th century illustrator Dan Smith. The piece, gouache on board, shows a pensive George Washington surrounded by a montage of scenes from American history.

Books published before the ratification of the constitution include the influential writings of the Anti- Federalists Richard Henry Lee and Melancton Smith (FEHA 127, FEHA 738). The series also chronicles the seminal decisions of the incipient government, with published journals of the First Session of the Senate, (FEHA 1513) and the second session of Congress (FEHA 1530) when Federal Hall was the Capitol of the new United States. Included are several historic broadsides: George Washington’s death announcement (FEHA 847), and the Bank Restriction Barometer (FEHA 1744).

Scope and Content: This series of newspapers, magazines, and clippings of articles and illustrations from various printed publications dates from 1733 to 1937. The periodicals found in this series document several key events in the history of Federal Hall: the Zenger trial, Washington’s inauguration, the building of the Custom house, the transition to the U. S. Sub-Treasury, and the centennial and bicentennial of Washington’s inauguration.

The earliest periodicals in this series are the New-York Weekly Journals including the Sentiments of Cato. Published by John Peter Zenger, these criticisms against Governor Cosby resulted in Zenger’s trial for seditious libel held at the original Federal Hall during the period when it functioned as City Hall. In FEHA 8, in the issue dated February 18th 1733 the author Lewis Morris, using the pseudonym Cato, defends the importance of free speech arguing that truth is a defense against claims of libel, “That men ought to speak well of their Gouvernours, is true, while their Gouvernours deserve to be well Spoken of, but to do publick Mischief without Hearing of it is only the Prerogative and Felicity of Tyranny a free People will be shewing that they are so, by their Freedom of Speech.” In FEHA 9, the issue dated February 23th, Cato introduces the concept of truth as a defense against a charge of libel, writing, "The exposing therefore of Publick Wickedness, as it is a Duty which every Man owes to the Truth and his Country, can never be a Libel in the Nature of Things.” An additional issue of the New-York Journal, item FEHA 10 and the Zenger publication dedicated exclusively to trial coverage, FEHA 12, provide greater context for the historical event.

Chronicling the earliest moments of the new government, FEHA 819 is the New-York Daily Gazette account of George Washington’s inauguration as the United States’ first president on the balcony of Federal Hall, then the nation’s capitol. The newspaper illustrations in the collection show the prevalence of illustration in the late 19th century newsprint. Ballou's Pictorial Drawing-Room Companion includes an illustration of the newly finished Custom House (FEHA 52, FEHA 53). Illustrations from issues of Harper’s Weekly and Frank Leslie's Illustrated Newspaper show the monumental task of money- counting in the U.S. Sub-Treasury. Representing contemporary Federal Hall, several clippings from May 1989 provide photographs and descriptions of the Bicentennial Celebration of the Inauguration of President Washington, this time honored by President George Herbert Walker Bush.
