Attire is Business for sessions. NLGA complies with ADA ‐ let NLGA know in advance of needs. Meals are listed so meeting attendees may plan for their own dietary needs. No special meals are ordered.

ACCESS: For security purposes, NO INDIVIDUAL is allowed access to any room, meal, reception, event, or shared mode of transportation without a badge, without exception. Registration is the only way to generate a badge. Sessions are open to registered attendees. Closed sessions are marked private. Press & IGA access are noted below. All attendees must pre‐register online, and registration closes July 18, 2017. All attendees will show photo ID at the registration desk when picking up their badge. Badges may only be picked up by the person whose name is on the badge and only during registration hours. There will be no on‐site registration or substitution.

SECURITY OFFICERS: State Patrol officers are asked to complete complimentary online registration. All officers are asked to wear the NGSA or state pin.

PRESS ACCESS: Daytime sessions are open to press, except if otherwise marked. Meals, evening events, and events outside the hotel are not open to press. Press must pre‐register. At registration, press must show photo ID and press credentials. Press will wear NLGA badges and work from designated areas.

IGA ACCESS: A registration in the intergovernmental category is a Daytime pass. NO evening event or event outside the hotel is open to an intergovernmental registrant.

Lt. Governor Rebecca Kleefisch (WI) will detail several specific items being done in Wisconsin to develop workforce skills for reentry populations in an economy of inclusion. Next, Lt. Governor Cyrus Habib (WA) will discuss specific ways to ensure accessibility to higher education both from his own Braille to Yale experience and through his AP Access Fund effort. Finally, Lt. Governor Hampton (KY) will detail the key steps to creating and executing the 1st Lieutenant Governor’s Entrepreneurship Challenge (LGEC) garnering more than 100 teams of students grades 9‐12 competing for $80,000 in prizes and college scholarships.  Lt. 11:10 – Noon NLGA Panel: State Strategies in International Affairs Hilton, Crockett Speakers will all be NLGA members. Lt. Governor Byron Mallott (AK) will provide five strategies (best practices) in international affairs learned from his work on international energy and land agreements and an unexpected visit from the President of China. Then, Lt. Governor John Sanchez (NM) will speak to greeting and meeting foreign leaders visiting the state, and to current issues with . Finally, Lt. Governor Carlos Lopez Cantera (FL) will tell his link to Cuba and Florida’s approach to Cuba, being the U.S. state closest to Cuba.

Nancy Wyman, CT (D) All NLGA members are encouraged to attend the committee hearing because All members are asked to present all questions and any amendments in advance of the NLGA meeting or, at latest, in this committee meeting. Upon final passage from this committee, should a resolution pass, the resolution is heard for final passage on Friday morning by the entire body. While resolutions can be questioned and amended at that time, it the practice and preference of members to field all questions and amendments in advance of the NLGA meeting or in this committee hearing. 9:30 – 10:20 am NLGA Panel: State Strategies in Public Health & Public Safety Hilton, Crockett Lt. Governor (LA) will detail his top “Lessons Learned” in emergency response. He led Plaquemines Parish thru five hurricanes and the BP oil rig explosion and is point on the continuing recovery of 20+ parishes hit by flooding. Then, Lt. Governor (MD) will discuss declaring a ‘state of emergency’ for the heroin and opioid epidemic. Finally, Lt. Governor Todd Lamb (OK) will discuss creating his own E‐Foundation and overview its ‘Enduring freedom’ pillar and work to rectify issues plaguing the military.

Governor Karen Polito will detail Community Compacts ‐ voluntary, mutual agreements between the state and individual cities or regions where both parties agree to jointly implement at least one best practice select from a variety of areas. Then, Lt. Governor Evelyn Sanguinetti will discuss how and why she identifies and publishes an annual compendium of local government service sharing models. Finally, Lt.
