March 31, 2017 Big step forward for permissive county authority to levy additional $5 motor vehicle license fee Thank you to CCAO members & partners for your awesome advocacy efforts! Thanks to the General Assembly approving the Transportation Budget Conference Committee Report, counties are a BIG step closer to being able to levy an additional $5 motor vehicle license fee to fund local road and bridge infrastructure. The Conference Committee, tasked with ironing out the differences between the Ohio House and Senate, on Monday picked the House-passed provision that gave a board of county commissioners or county council the permissive authority to pass a resolution enacting the fee, though subject to voter referendum. County commissioners, county executives and county council members along with their staff and CCAO’s policy team worked with a coalition of advocates, including the County Engineers Association of Ohio (CEAO), regional planning agencies and several business organizations, to support the proposed additional $5 motor vehicle license tag fee, which hasn’t been adjusted since 1987. Thank you to CCAO’s members and our partners for your advocacy efforts that made an enormous difference! Several elected officials along with county staff provided testimony and attended statehouse hearings. Moreover, many contacted lawmakers expressing support for a board of commissioners and council members to exercise funding decisions, subject to referendum, that reflect the needs of their counties. The measure is before the Governor for his consideration and is expected to take action on the bill soon. Details on other provisions in the bill and the Governor’s action will be reported in next week’s CCAO Statehouse Report. -

The prayer was offered by Rev. Rich Wyatt, Living Hope Church of the Nazarene, Bismarck. COMMUNICATION FROM SECRETARY OF STATE ALVIN A. JAEGER December 3, 2018 In accordance with Section 54-03-03 of the North Dakota Century Code, I certify the enclosed list is a true and correct record of members of the House of Representatives elected in the General Election held on November 6, 2018. The State Canvassing Board certified the results of the election on November 16, 2018. As specified in Section 16.1-15-45 of the North Dakota Century Code, Certificates of Election were then prepared by the Secretary of State and signed by the Governor, the Clerk of the Supreme Court (as the designated representative of the State Canvassing Board), and the Secretary of State. Each newly elected member of the Legislative Assembly was then issued their Certificate of Election (copies enclosed), as specified in Section 16.1-15-46 of the North Dakota Century Code. In addition, in accordance with Section 4, Article XI, of the North Dakota Constitution, an Oath of Office (or affirmation) form was provided to each Representative, with instructions to execute the Oath before a Notary Public and file it with the Secretary of State before he or she assumes the duties of their office. Rep. Guggisberg testified as a sponsor of this bill. I was on the interim committee for employee benefits and we received a summary report of what the bill proposes to take out. We heard testimony that it is a 500-page report and there are departments that are spending 400 hours on it. It appears the 61 st legislative assembly found some improper use of these funds in a certain department and decided to have them report. It has caused a lot of work for departments that were outside of that agency. To get these funds first of all, they have to create a rule that has to go through the rules committee. These funds are tracked during our audits, both fiscal and performance audits. It seems like it is doing the same work twice. Rep. WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber. The first section examines the location of the members of the Texas Senate and of the Texas House on the liberal-conservative dimension along which legislative politics takes place in Austin. In both chambers, every Republican is more conservative than every Democrat and every Democrat is more liberal than every Republican. There does, however, exist substantial ideological diversity within the respective Democratic and Republican delegations in each chamber. The second section explores the extent to which each senator and each representative was on the winning side of the non-lopsided final passage votes (FPVs) on which they voted. -
