WE are disappointed to hear that the report by the United Nations police commissioner Steven Fanning, is to be kept 'secret'. We believe that it is in the interests of aU for the contents to be made public and not merely shared between the South African Administrator General and UN Special Representative. We believe that the process 'free and fair' should be adhered to in all respects. Therefore it is only right that the voting public be informed as much as possible of the outcomes of UN investigations into any form of irregularity. That, after aU, is tbeir role. These incidents will be reported, when they occur, in the loclli press in one form or another. There will be conflicting views. T~re has to be a mediator, and the UN have taken upon tbemselves tbis role. So tbey must carry it out. If intimidation exists, it must be exposed. The Namibian therefore joins tbe request for an independent commission of inquiry into the circumstances leading to tbe start of tbe war. Tbe Department of National Education bas been consistently accused of a 'bantu-education' approacb, and the news of lasbings meted out to female pupils can only furtber damage its already tarnisbed reputation. Tbe Department sbould immediately institute an inquiry into the incident and take action against those teachers indulging in these sort of actions against pupils. We are also surprised at the attitude of the Scbool Committee, whicb reportedly upheld the decision to cane a male pupil, giving him the choice to take the lasbings or leave tbe school.
