Prof. Dr. Erdal AÇIKSES Sosyal Bilimler Enstitüsü Müdürü II ÖZET Doktora Tezi Enver Hoca Dönemi Arnavutluk (1945-1985) Ali ÖZKAN Fırat Üniversitesi Sosyal Bilimler Enstitüsü Tarih Ana Bilim Dalı Elazığ-2012, Sayfa: XX+509 Soğuk Savaş Döneminde Arnavutluk’un lideri olan Enver Hoca yalnız Balkanlar’da değil tüm Dünyada farklı yönleriyle gündeme gelmiştir. Ancak, iktidara geldikten sonra ölünceye kadar diktatörlük konumunu koruduğu görülmüştür. İlmi alanda ilgi çeken bir yaşantısı olduğu düşünülmesine rağmen, Enver Hoca’nın 40 yıllık diktatörlüğünün ve Arnavutluk İşçi Partisi’nin faaliyetlerinin istenilen seviyede incelenme imkânı bulunamamıştır. Böylece bu çalışmanın yapılması ihtiyacı doğmuştur. Enver Hoca; Sovyet lideri Josef Stalin’den daha fazla Stalinci olmuştur. Stalin’i bir ilah ve Marksist-Leninist İdeolojisini de bir yaşam tarzı olarak görmüştür. O’nun Arnavutluk’u bir “kapalı kutu” haline nasıl getirdiği maalesef hala ortaya çıkarılmamıştır. Ayrıca Enver Hoca Dönemi’nin Arnavutların Balkanlardaki rolü ile Arnavutluk’un yalnız komünist ülkeleriyle değil aynı zamanda Batı ülkeleri ve Türkiye ile olan ilişkileri de hâlâ karanlık kalmıştır. Bir yandan bazı Arnavut halkı O’nu hâlâ Arnavutların ulusal lideri İskenderbey’den sonra büyük bir kişi olarak görmekte iken, diğer bir kısım Arnavut halkı ise O’nu bir vatan haini ve Arnavutluk’un modernleşme yolunda en büyük engeli olduğuna inanmıştır. Bundan dolayı, Enver Hoca döneminin yeniden incelenmesi büyük bir önem arz etmiştir. Bu sebeple çalışmamızda; ilk iki bölümde Enver Hoca’nın İkinci Dünya Savaşı’nda ülkesine nasıl bağımsızlığı kazandırdığı, kısa zamanda iktidara gelişi ve III Arnavutluk İşçi Partisinin oluşturulması konuları göz önüne alınmıştır. Daha sonra Enver Hoca’nın iktidarda kalmak için muhaliflere karşı uyguladığı etkisizleştirme siyaseti ile diktatörlük yönleri de göz önüne serilmiştir. İlave olarak, Komünist ülkeleri ile Batılı ülkeler ve ayrıca Türkiye ile olan ilişkileri farklı yönleri ile detaylı olarak ele alınmıştır. Son olarak; Enver Hoca döneminin siyasi, sosyal, kültürel ve ekonomik yönleri, gelecekte Arnavutluk ile iyi ilişki kurmak isteyenlere yeni bir pencere açmak amacıyla detaylı olarak incelenmiştir. IV ABSTRACT Doctorate Thesis Albania Under Enver Hoxha (1945-1985) Ali ÖZKAN The University of Fırat The Institute of Social Science The Department of History Elazığ-2012, Page: XX+509 Enver Hoxha; the leader of Albania within Cold War Era; came into question in different aspects not only in Balkans but also all over the World. However, he was such a dictator that he kept his position from his first getting in power till his death. Although it was thought that he had an interesting life at science area, It was unable to investigate this leader’s mystery life during his 40 year dictatorship and his Albanian Worker Party’s activities at a desired level. Thus, it needs to begin this study. Enver Hoxha was more Stalinist than Sovyet leader Josef Stalin. He saw Stalin as God and Marksist-Leninist Ideology as his life style. It has not been discovered how he made Albania as a “closed box” yet. Additionally, the role of Albanian in Balkan Region under Enver Hoxha Era and it’s relationship with not only communist states but also western states and Turkey still stayed in dark. On one hand, some Albanian people have still seen him as a great leader after the Albanian national hero Iskender Bey, on the other hand some Albanian people believed that he was a traitor and the real obsctacle on the way of Albanian modernization. For that reason, it seems very important to research Enver Hoxha Period. In this study, it was sprawled in front of the eye how Enver Hoxha tried to gain his country’s independence during the Second World War, how he took the power in a very short time and how he created Albanian Worker Party in the first two chapter. V Later, the policy of Enver Hoxha against his oppositon on the continuation of his power and his brutal dictatorship placed in front of the eye. In addition to that, the relationship between Albania and Communist countries, Western Countries and also Turkey were examined in different aspects. Finally, the political, cultural, social, economical parts of Albania under Enver Hoxha period also examined in details for the sake of opening a new window to the one who wants to creat good relationship with Albania in future Key Words: Enver Hoxha, Albanian Worker Party, Dictator, Stalin, Mao, Tito. TIRAŽ: 500 PREDGOVOR Ovom knjigom želim objasniti neke od burnih događaja u mom rodnom kraju koji su bitno utjecali na formiranje nacionalne svijesti mojih sunarodnika i na njihov ekonomski i društveno-politički položaj poslije Drugog svjetskog rata. U narodu moga kraja duboko su urezana dva događaja. Jedan je osvajanje Gusinjsko-plavskog kraja od crnogorske vojske 1912, a drugi se odnosi na razdoblje od 1919. do 1945. Njima se objašnjava dolazak jednog puka srpske vojske, koji je poslije proboja Solunskog fronta nastupao vardarskom dolinom i od Skoplja i Kosovske Mitrovice uputio se prema Crnoj Gori. Pritom se prema Podgorici kretao preko Gusinjsko-plavske krajine, nakon čega je došlo do pobune Bošnjaka i Albanaca, te pokušaja uspostavljanja nove vlasti, a zatim do formiranja dviju vasojevićkih brigada - Donja i Gornja vasojevićka - koje su se kao paravojne jedinice pridružile srpskoj vojsci i djelovale pod rukovodstvom centralne Crnogorske uprave u Podgorici. Tom su prilikom u Plavu i Gusinju formirane i dvije vojne jedinice - dva bataljona - najprije kao komitske jedinice, koje su u početku djelovale u sastavu komitskog pokreta u Crnoj Gori. Strahovalo se da se uspostavljanjem njihove vlasti ne nametnu policijske vlasti, koje su tokom 1912-1913. počinile teške zločine (masovno strijeljanje – prema nekim podacima ubijeno je preko 8.000 Bošnjaka i Albanaca, a došlo je i do nasilnog pokrštavanja oko 12.500 ljudi).

O artigo percorre as relações entre a Igreja ortodoxa albanesa e o Estado comunista guiado pela Hoxha, em especial nos anos pós-Segunda Guerra Mundial. Entre as instituições religiosas albanesas e o governo comunista houve um longo período de coexistência, que durou até 1967, ano de proclamação da "revolucionalização": desde então a República Popular da Albânia se tornou o primeiro estado ateu do mundo e a profissão de qualquer culto foi vetada. Nos anos precedentes, porém, os vértices da Igreja ortodoxa se tornaram um verdadeiro instrumento político e diplomático a serviço do Partido Comunista albanês. Abstract: The question of recognition of the existence of a community of Orthodox faithful of ethnicity albanese through the history of balcanic State from its independence in 1912.     E-ISSN 2281-4612 Academic Journal of Interdisciplinary Studies Vol 5 No 2 ISSN 2281-3993 MCSER Publishing, Rome-Italy July 2016 Institutional Political Developments from the Assembly of Durres to the Congress of Lushnja Eldi Sherifi PhD candidate, Faculty of Law, University of Tirana Doi:10.5901/ajis.2016.v5n2p187 Abstract There are several historical studies on the Congress of Durrës and Congress of Lushnja, but in my opinion further studies should be conducted on the history of political institutions and their political organizing operators as well as their inhibitors. On July 29, 1913 the Great powers declared Albania a Hereditary and Sovereign Autonomous Principality. At the Peace Conference in 1919, Clemenceau and Lloyd defended the thesis of "inability of Albanians to Self Government" and offered the solution of sharing the governance responsibility between Yugoslavia and Italy to implement the Secret Treaty of London on 26 April 1915. The Congress of Durres was held after the conclusion of the First World War. It was led by Mehmet Konica and Myfit Libohova. Delegates elected the interim government and the delegation for representing Albania at the Peace Conference in Paris. The Congress of Lushnja came as an illuminating meteor in the dark and hopeless institutional environment. Its development destroyed the anti-Albanian political intrigues. After they toppled the government of Durres by voting against it, the congress delegates established all the powers of the state, according to the principles of Montesquieu. Through several transparent procedures they established "National Council", "Supreme Council" and the Cabinet. The evidence and acts sources of law served as the legal basis.

ROME’S LAST EFFORTS TOWARDS THE UNION OF ORTHODOX ALBANIANS (1929-1946) INES ANGJELI MURZAKU* INTRODUCTION It would probably be improper to study the history of the Albanian Greek Catholic Church in unity with Rome in isolation from a concurrent move- ment, that is, the struggle to establish an Albanian Autocephalous Church. The two movements have something in common: they were both animated by the desire of the Albanian people for national identity. Indeed, Albania is not an isolated case scenario in ecclesiastical history. Analogous developments have taken place in other Eastern European countries; the case of Bulgaria is the classical example. The move of the Bulgarian Orthodoxy toward Rome was largely inspired by the wish to restore their national identity after cen- turies of coercion, not only by the Turks but also from the Greeks.1 In nine- teenth-century Bulgaria, when the struggle for autocephaly was gaining momentum, several influential Bulgarian Orthodox faithful in Constantino- ple began to contemplate union with Rome as a solution to their national problems.
