FACT SHEET CANDIDATES-UPDATED 8.22.18 Serving Second Term Abdel-Fattah El Sisi: The incumbent president of Egypt, Sisi previously held the positions of defense minister and director of military intelligence. He has no party affiliation. Status: Sisi secured his reelection handedly, receiving 97.1 percent of all valid votes in the election. Sisi’s victory was met with praise throughout Egypt and by many of his counterparts internationally, with mixed messages sent by U.S. President Donald Trump’s administration. Per the constitution, Sisi appointed a new cabinet following his inauguration in June 2018, including new defense and interior ministers, seen as an attempt to further consolidate his control over the regime. Endorsements: According to the National Election Authority (NEA), Sisi received endorsements from 549 of the 595 representatives in the House of Represen- tatives, along with 161,707 public endorsements—11 percent of the total 1.35 million submitted. Several campaigns held rallies worldwide and claimed to have collected over 4.5 million signatures in support of his reelection; multiple members of the House of Representatives and party leaders from outside parliament hosted or attended. Campaign team: Sisi announced that Mahmoud Karem would serve as his campaign’s general coordinator and Bahaa al-Din Abu Shoqa as his legal represen- tative and spokesman. Karem is a career diplomat, having served as Egypt’s ambassador to Japan, the European Union, NATO, Belgium, and Luxembourg. Abu Shoqa is a prominent lawyer and son of the vice- chairman of the Wafd Party. Platform: Though he has not yet formally articulated a platform, Sisi announced his intention to run for president during the Story of a Nation event, in which he presented a “balance sheet” of his four years as president, giving insight into the issues of import to the president. -

UNIVERSITY OF BEDFORDSHIRE 1 Social Media: a new virtual civil society in Egypt? by Abdulaziz Sharbatly A thesis submitted to the University of Bedfordshire in partial fulfilment of the requirements for the degree of Doctor of Philosophy Research Institute for Media, Arts & Performance Journalism & Communications Department 2 AbstractAbstractAbstract This project seeks to trace the power of social media in serving as a virtual civil society in the Arab world, focusing on Egypt as a case study. This study aims to explore the role of social media in mobilising Egyptian activists across generations, and particularly in reaching out to people under the age of 35 who constitute around 50 per cent of the population. Studies preceding the 2011 uprising reported that young Egyptians were politically apathetic and were perceived as incapable of bringing about genuine political changes. Drawing on a range of methods and data collected from focus groups of young people under the age of 35, interviews with activists (across generations and gender), and via a descriptive web feature analysis, it is argued that online action has not been translated into offline activism. The role of trust in forming online networks is demonstrated, and how strong ties can play a pivotal role in spreading messages via social media sites. Activists relied on social media as a medium of visibility; for those who were not active in the political sphere, social media have been instrumental in raising their awareness about diverse political movements and educating them about the political process, after decades of political apathy under Mubarak’s regime. -
Epilogue: New Perspectives on Egypt's Democratization
EPILOGUE: NEW PERSPECTIVES ON EGYPT’S DEMOCRATIZATION INTRODUCTION This chapter explores Egypt’s democratization from fve different inter- related perspectives. First a review of the literature on democratic transi- tion, or ‘transitology,’1 is presented which details the non-linear nature of democratization processes. Secondly, a diagnosis of Egypt’s political system after El-Sisi ascended to power is offered. It is argued here that Egypt under both Morsi and El-Sisi has taken no steps towards democ- racy and hence after two successive revolutions, Egypt can be defned as a ‘destabilized hybrid regime’. The third part explores how Egypt can move from a ‘destabilized hybrid regime’ into a democratic state. Six factors that might affect Egypt democratization have been analyzed: socioeconomic factors; political parties; civil society; external support; state-religious relations; the rule of law and constitutionalism; and fnally (explored more fully in Chap. 7) civil–military relations. The fourth part explores how Egypt can learn from failed and unconsolidated (unfn- ished) democratic models from other areas of the world. Of the suc- cessful examples—some had the support of external parties such as the EU, NATO, and the US; some had active political parties; and others had healthy civil societies. However, Egypt had none of these. THE REVAMPED PARLIAMENTARY DICTATORSHIP AN ANALYSIS OF PARLIAMENTARY ELECTIONS IN EGYPT By Sofian Philip Naceur, Cairo 10. December 2015 The autumn 2015 parliamentary elections in Egypt cemented the restoration of the old ruling elite and paved the way for the return of former Mubarak stalwarts to politics. Whilst the reorganised forces allied to the regime dominate the new legislative chamber, the revolutionary left opposition remains marginalised. In December, after a seven-week election marathon, Egypt’s parliamentary election finally ended with an unsurprising result. Even the forces backing the regime and President Abdel Fattah el-Sisi had predicted a highly fragmented chamber would be the outcome. The official results confirm this prognosis. Regime- critical left-wing parties and the Islamist opposition hold only insignificant parliamentary power and the parties loyal to the regime are the winners of the election. 21 parties will take their seats in the House of Representatives, newly established under the 2014 constitution, which is the only remaining legislative chamber of the newly constituted parliament on the Nile River. The party-political landscape has – at least for the time being – broken away from the characteristic single-party rule under the country’s former dictator, Hosni Mubarak. Under his rule, the regime consisted solely of the National Democratic Party (Hizb Al-Watani, NDP), which dissolved in 2011. In the recent elections, in contrast, numerous parties allied to the regime won seats in the chamber and will now need time to establish sustainable structures with majority support. The three strongest parties – the pro-business Free Egyptians Party (Al Masryeen Al-Ahrar), the Nation’s Future Party, founded in 2014 (Mustaqbal Watan), and the liberal New Wafd Party (Hizb Al Wafd) – together hold 148 seats, with 17 further parties sharing 88 seats. -
