UNIVERSITY OF BEDFORDSHIRE 1 Social Media: a new virtual civil society in Egypt? by Abdulaziz Sharbatly A thesis submitted to the University of Bedfordshire in partial fulfilment of the requirements for the degree of Doctor of Philosophy Research Institute for Media, Arts & Performance Journalism & Communications Department 2 AbstractAbstractAbstract This project seeks to trace the power of social media in serving as a virtual civil society in the Arab world, focusing on Egypt as a case study. This study aims to explore the role of social media in mobilising Egyptian activists across generations, and particularly in reaching out to people under the age of 35 who constitute around 50 per cent of the population. Studies preceding the 2011 uprising reported that young Egyptians were politically apathetic and were perceived as incapable of bringing about genuine political changes. Drawing on a range of methods and data collected from focus groups of young people under the age of 35, interviews with activists (across generations and gender), and via a descriptive web feature analysis, it is argued that online action has not been translated into offline activism. The role of trust in forming online networks is demonstrated, and how strong ties can play a pivotal role in spreading messages via social media sites. Activists relied on social media as a medium of visibility; for those who were not active in the political sphere, social media have been instrumental in raising their awareness about diverse political movements and educating them about the political process, after decades of political apathy under Mubarak’s regime. The most important benefit of using social media is the increased political knowledge and information available regarding the political situation in Egypt, despite many young people still confining their political activities to passive acts of ‘share’, ‘like’ or ‘post’ on social media. Activists have used social media to ensure visibility of their actions, not only nationally, but also regionally and internationally. There remains a strong need for offline organization and activism by using social media as a communication avenue, not necessarily as a catalyst for changing the political process. A number of problems associated with the use of such media in political deliberations concerning Egypt are highlighted, notwithstanding the positive effects of social media on the political socialisation of young Egyptians. One such problem is the lack of sustainability in online campaigns which should ideally 3 convert into offline collective action. It can be argued that a sustainable civil society and a truly diverse public sphere rests on more sustainable, offline action, which can indeed bring about significant changes in the Egyptian political sphere. 4 Declaration I declare that this thesis is my own unaided work. Despite the setbacks, conflicts, and violence that the Arab world has endured since the mass rebellions of early 2011, we can at least thank Egyptian heart surgeon turned television satirist Bassem Youssef for giving beleaguered democrats everywhere reason to smile. Even as prosecutors accused him of a host of “crimes”—including insulting the president and Islam itself—Youssef continued to lampoon the govern- ment. Taking a page from the previous regime’s playbook, prosecutors insisted that the courts were acting independently and that citizens rath- er than state officials had brought the charges. Invoking this ridiculous rationale, the police compelled Youssef to review tapes of his show in order to explain his jokes to his unamused interrogators. 1 Does this Kafkaesque tale leave any room for optimism? Specifically, the paper discusses the pivotal role of women in the democratic movements that swept the region three years ago and the challenges they faced in the process. The paper argues that the increased participation of women and their commendable struggle against gender-based injustices have not yet translated into greater freedoms or increased political participation. More critically, in a region dominated by a patriarchal mindset, violence against women has become a means to an end and a tool to exercise control over society. Korotayev Abstract The stability of socio-political systems and the risks of destabi- lisation in the process of political transformation are among the most im- portant issues of social development; the transition to democracy may pose a serious threat to the stability of a respective socio-political system. This article studies the issue of democratisation. It highlights the high economic and social costs of a rapid transition to democracy for countries unpre- pared for it—democracy resulting from revolutions or similar large-scale events. The authors believe that in a number of cases authoritarian regimes turn out to be more effective in economic and social terms than emerging democracies, especially those of a revolutionary type, which are often inca- pable of ensuring social order and may have a swing to authoritarianism. Effective authoritarian regimes can also be a suitable form of transition to an efficient and stable democracy. Using historical and contemporary examples, particularly the recent events in Egypt, the article investigates various correlations between revolutionary events and the possibility of es- tablishing democracy in a society. Theory and evidence from Egypt Tarek Masoud∗ Abstract Though Egyptian voters clearly evince a desire for Islamic law (however defined), public opinion research shows that they also want robust welfare states and significant redistri- bution. Though the application of Islamic law is the special province of Islamist parties, it is left-leaning, labor-based parties who are the primary champions of the economic poli- cies that Egyptians seem to desire. Why, then, do Egyptian voters select the former over the latter? This article argues that the answer lies not in the political unsophistication of voters, the subordination of economic interests to spiritual ones, or the bureaucratic and organizational shortcomings of leftist parties, but in the ways in which the social landscape shapes the opportunities of parties in newly democratized systems to reach potential vot- ers.
