Our recent investigations of raised field agriculture demonstrate not only the technological expertise of the past cultures, but also that these systems could be re-used today to make high altitude lands more productive. In a region such as the Andes, where conditions of soil and climate greatly limit agricul- tural potential, technological methods to augment productivity have been increasingly necessary to important archaeological site support the growing populations of Quechua and Aymara farmers who live there today. The reuse of raised fields may be an economical and ecologically sound alternative to agricultural development based on expensive imported technology. This study investigates the formation’s national identity and demonstrates that it was indeed strongly ‘Welsh’ in more than name until 1918. New data on the social background of men and officers is added to that generated by earlier studies. The examination of the brigade’s actions on the Western Front challenges the widely held belief that there was an inherent problem with this and other bantam formations. The original make-up of the brigade is compared with its later forms when new and less efficient units were introduced.

The development of intensive farming and its social organization are attributed to either nascent states and centralized governments or the incremental work of local communities or kin-based groups. We address the social organization of raised field farming in one region of the Lake Titicaca Basin of the Andean altiplano, Bolivia. We evaluate past research in the Katari Valley, including our own, based on recent settlement survey, excava- tion, and a variety of analyses. Taking a long-term perspective covering 2500 years, we find that relations of production and rural organization changed greatly over time in relation to changing sociopolitical conditions. Local communities played dynamic roles in the development and organization of raised field farming, yet its intensification and ultimate recession were keyed to the consolidation and decline of the Tiwanaku state. We conclude that the top-down/bot- tom-up dichotomy is overdrawn. Local communities and their productive practices never operated in a political or eco- nomic vacuum but both shaped and were transfigured by regional processes of state formation, consolidation, and fragmentation.

DEROGATIONS: NOTIFICATIONS UNDER ARTICLE 4 (3) OF THE COVENANT 22 March 1983 (Dated 18 March 1983) First notification: The Government has declared the extension of the state of emergency in the provinces of Huanta, La Mar, Cangallo, Victor Fajardo y Huamanga, in the Department of Ayacucho, Andahuaylas in the Department of Apurímac, and Angaraes, Tayacaja and Acobamba in the Department of Huancavelica and for a period of 60 days from the date of the issue of the Supreme Decree No. 003-83-IN of 25 February 1983. Suspension of the constitutional guarantees provided for in paragraphs 7, 9, 10 and 20 (g) of article 2 of the Political Constitution of Peru, which relate to the inviolability of the home, liberty of movement in the national territory, the right of peaceful assembly and the right to liberty and security of person. In a communication received by the Secretary-General on 4 April 1983, the Government of Peru specified that the state of emergency extended by Supreme Decree No. 003-83-IN of 25 February 1983 was originally proclaimed by Supreme Decree No. 026-81-IN of 12 October 1981. It further specified that the provisions of the Covenant from which it was derogated by reason of the proclamation of the state of emergency were articles 9, 12, 17 and 21.

    Culture and Breastfeeding duration in Peru and Bolivia Juliano Assun¸c~ao∗ Soraya Rom´any June 24, 2019 Abstract In this paper, we study the effect of ethnic beliefs/preferences on breastfeeding practices in Peru and Bolivia. Comparing the breastfeeding practices of rural-to-urban migrants living in the same location by their ethnicity, we find Aymara mothers breastfeed longer than Quechua and Non-indigenous mothers. This is consistent with anthropological studies on Andean culture (Quechua and Aymara ethnic groups). The breastfeed- ing difference remains significant for urban children with an Aymara grandmother or Aymara great grandparents, and it increases with the presence of an additional child- bearing-age woman in the household. Furthermore, using geographic information and 1830's population statistics, we find that places with higher Indigenous-Spanish colony interaction are correlated with larger current breastfeeding differences. The evidence is based on the study of populations of immigrants and their descendants, who behave differently in a common economic and institutional context because of their inherited values and social beliefs (See Fern´andez(2010); Alesina and Giuliano(2015) for literature review). As recent examples we can mention the paper of Atkin(2016) on tastes and nutrition in India, and the paper of Christopoulou and Lillard(2015) on smoking behaviour in immigrants. The former attempts to quantify the effect of tastes on the family caloric intake. The latter addresses the importance of cultural dynamics on smoking, which is part of a group of economic behaviours that may be influenced by global cultural tendencies.
