Selim (1566-1574) zamanında yaşamış olan Alâî bin Muhibbî eş-Şirâzî’nin Lala Mustafa Paşa’ya sunulmak üzere yazdığı “Düstûru’l- Vüzerâ” isimli risalesi ele alınmıştır. Eser, İslam siyaset düşüncesi tarihinin temel kaynaklarından biri olan siyâsetnâme türünde olması sebebiyle önemlidir. Çalışmada siyâsetnâmeler hakkında genel bir bilgi verildikten sonra Alâî bin Muhibbî eş- Şirâzî’nin “Düstûru’l-Vüzerâ” isimli eserinin tenkidli metni meydana getirilmiş ve tahlili gerçekleştirilmiştir. ii ABSTRACT Text and analysis of the book of government named Dustûru’l-Vuzerâ by Alâî bin Muhibbî al-Shirazi Emrah DOKUZLU This study discusses Dustûru’l-Vuzerâ, a book written by Alâî bin Muhibbî al- Shirazi to be presented to Lala Mustafa Pasha in the era of Ottoman Sultan II. Selim (1566-1574). The masterpiece counts as one of the major sources of History of Islamic Political Thought. After giving general information on books of government, edition critique of Dustûru’l-Vuzerâ the text of al- Shirazi has been been made and analyzed. iii ÖNSÖZ Altı asır boyunca varlığını devam ettirmiş olan Osmanlı Devleti farklı din ve milletlerden müteşşekil insanları bir arada yaşatmış ve bu hakimiyeti süresince muhtelif siyasi yapı ve tecrübelere sahip olmuştur. Bu kadar uzun süre varlığını devam ettirmesinin ardında yatan paradigmayı anlamaya çalışmak bize Osmanlı siyaset düşüncesine, daha geniş bir perspektifle, İslam siyaset düşüncesine bakmayı gerektirir. İslam siyaset düşüncesi, İslam ilim geleneğinde neşet eden bir çok ilmi ve neşredilen eserleri ilgilendirir. Bu bağlamda siyâsetnâmeler, İslam siyaset düşüncesinin temel kaynaklarından birini teşkil etmektedir. İslam siyaset düşüncesi tarihinin keşfedilmesine katkı sağlayacağını ümit ettiğimiz bu tezde Osmanlı sultanı II. Selim (1566-1574) zamanında yaşamış olan Alâî bin Muhibbî eş-Şirâzî’nin Lala Mustafa Paşa’ya sunulmak üzere yazdığı “Düstûru’l-Vüzerâ” isimli eserin tenkidli metnini meydana getirerek, eseri siyasetnâme özellikleri yönüyle tahlil etmeye çalıştık. Çalışmamız iki bölümden oluşmaktadır. İlk bölümde yazar ve eserin nüshaları hakkında bilgi verilmiş, eser muhteva ve siyasetnâme nitelikleri açısından incelenerek tahlil edilmiştir. İkinci bölümde ise Düstûru’l-Vüzerâ nüshalarının tavsifi yapılmış ve metnin kuruluşunda izlediğimiz metod açıklanmıştır. Ayrıca bu bölüm Düstûru’l-Vüzerâ’nın tenkidli metnini içermektedir.     EARLY WORKS OF THE ARCHITECT SINAN Assoc. Prof. Dr. APTULLAH KURAN (Translated by Prof. David A. Garwood) Sinan ibni Abdülmennan, after nineteen years of distinguished service as a Janissary in the Ottoman Army of Süleyman the Mag- nificent, went on to a long career as architect, during which the large number of his works won for him the name of a builder and artist of genius whose name is writ large in the history of world arch- itecture. Being a Janissary, Sinan was taken in his childhood or youth as a levy into the military corps. The registers of children taken in these levies were by the Aga of the Janissaries but they have not survived, having either been burned or perhaps destroyed along with everything else pertaining to the Janissaries, during the Vak'a-i Hayriye, the abolition of the Corps in the time of Mahmud II. For this reason, neither the date of Sinan's birth, nor his christian name, nor those of his parents are known. Although we have no certain knowledge of the architect Sinan's childhood, there are some clues. In the Tezkiret ül-Ebniye ("Book of Imperial Buildings") and the Tezkiret ül-Bünyan ("Book of Build- ings") written down by his close friend the poet Nakka~~ Mustafa Sa'i at Sinan's dictation, in the Tablet ül-M~'marin ("Masterpieces of Architecture") compiled by Asari on the basis of SaTs works, and in Sinan's own deeds of bequest, we encounter certain facts which shed light on the matter. For example, in the yerse part of the Risale-i Tezkiret ül-Ebniye, we read : "I was of the levy of Selim, the Son of Bayazid Khan, the Lord of the Universe.." 2 and in the prose part, "I came as recruit in the time of the sovereignty of the august successor to the deceased Sword of the Sovereignty of Islam Sultan Bayazid This article was compiled from the Introductory Chapter of a book on the Architect Sinan written by the author, the first volume of which is expected to appear in 1974.

The secretary who wrote it now pre- sents it to his patron while the two of them sit beside the sarcophagus of Jalal al-Din Rumi in the presence of Mevlevi musicians and semazens: Fol. 34. Muṣṭafā ʿAlî remettant son ouvrage à Muṣṭafâ Pâshâ (H. 0,325 x L. 0,198). La présentation a lieu à une réunion de der- viches mevlevîs. Lala Mustafa Paşa was already dead when the book was written, and it could not have been presented to him in this way. Furthermore, Stchoukine had not read the account of the incident that the book itself contains.3 The pilgrimage to Konya and its shrines oc- curred not after the campaign but before it.     The North Caucasus in the Second Half of the Sixteenth Century: Imperial Entanglements and Shifting Loyalties by Murat Yasar A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Near and Middle Eastern Civilizations University of Toronto © Murat Yasar 2011 The North Caucasus in the Second Half of the Sixteenth Century: Imperial Entanglements and Shifting Loyalties Murat Yasar Doctor of Philosophy Near and Middle Eastern Civilizations University of Toronto 2011 Abstract The present dissertation seeks to present and analyze the hitherto poorly understood first encounter between the Ottoman Empire and the Tsardom of Muscovy in the North Caucasus from the Muscovites’ annexation of the nearby Khanate of Astrakhan in 1556 and subsequent penetration into this region, to their expulsion from it by the Ottomans in 1605. The study relies on both Ottoman and Muscovite sources, both documentary and narrative, as well as archival and published. The main archival documentary sources are the Ottoman mühimme defters (registers of orders issued by the Imperial Council [Divan-i Hümayun]) and the Muscovite posol’skie knigi (registers of diplomatic documentation, including ambassadorial reports, diplomatic correspondence, and other documents administered by the Ambassadorial Office [Posol’skii Prikaz]). The main narrative sources are sixteenth-century Ottoman and Muscovite chronicles. On the basis of the Ottoman and Muscovite documentary sources it is possible to determine what Ottoman and Muscovite policies in the North Caucasus were, to what degree they were well- formulated, and how they evolved during the aforementioned time period. It becomes clear that ii Ottoman and Muscovite policies in the Pontic-Caspian steppes and specifically in the North Caucasus had some superficial similarities, but were in essence fundamentally different.
