Sooner Is Better: Covert Action to Prevent Realignment by Cullen Gifford Nutt September 2019 ABSTRACT Why do states intervene covertly in some places and not others? This is a pressing question for theorists and policymakers because covert action is widespread, costly, and consequential. I argue that states wield it—whether by supporting political parties, arming dissidents, sponsoring coups, or assassinating leaders—when they fear that a target is at risk of shifting its alignment toward the state that the intervener considers most threatening. Covert action is a rational response to the threat of realignment. Interveners correctly recognize a window of opportunity: Owing to its circumscribed nature, covert action is more likely to be effective before realignment than after. This means that acting sooner is better. I test this argument in case studies of covert action decision-making by the United States in Indonesia, Iraq, and Portugal. I then conduct a test of the theory’s power in a medium-N analysis of 97 cases of serious consideration of such action by the United States during the Cold War. Interveners, I suggest, do not employ covert action as a result of bias on the part of intelligence agencies. Nor do they use it to add to their power. Rather, states act covertly when they fear international realignment. 1 Chapter 1: Introduction 1. By Max Lane* EXECUTIVE SUMMARY This year marks the 50th anniversary of the events of 30 September, 1965 and its aftermath. Amidst heightened discussion of the matter, President Widodo, on behalf of his government, stated that there would be no state expression of being sorry for the large scale massacres of 1965. He attended conventional activities on the anniversary consistent with the long-term narrative originating from the period of Suharto’s New Order. At the same time, there are signs of a gradual but steady erosion of the hegemony of the old narrative and an opening up of discussion. This is not driven by deliberate government policy, although some government decisions have facilitated the emergence of a generation for whom the hegemonic narrative holds less weight. The processes weakening the old hegemony have also been fostered by: a) Increased academic openness on the history of the period, both in and outside of Indonesia. b) More activity by lawyers, activists, researchers as well as former political prisoners demanding state recognition of human rights violations in 1965 and afterwards. c) A general attitude to educational processes no longer dominated by indoctrination concerns. 1 ISSUE: 2015 NO.66 ISSN 2335-6677 Hegemony may be slowly ending, but it is not clear what will replace it. *Max Lane is Visiting Senior Fellow with the Indonesia Studies Programme at ISEAS- Yusof Ishak Institute, and has written hundreds of articles on Indonesia for magazines and newspapers. -

Philosophy of life that stands on the foundation of nationalism and patriotism that is then color every movement, behavior as well as the epic struggle deeds they do, for the grounding the ideals of independence. Along with that, especially in the context of the independence of the nation, teaching in the form of ideas and ideals that appear to be important life values for the next generation. Besides an attempt to take the essence of the teaching given, also related to the effort to continue to foster national values and love of the homeland as the ethical foundation in terms of bringing the nation to the gates of progress. One in a series of well-known national leader is Haji Abdul Malik Karim Amrullah (Hamka); a statesman who thinks that nation- alism and patriotism as part of the faith (religion). Through a sociolog- ical theory of knowledge Mannheim has found that important teaching presented Hamka in relation to the life of the nation that is their re- sponsibility that must be realized that every citizen. Responsibilities shall include nationality, homeland, all of which according to Hamka in line with the main principles of Islam, namely amar ma’ruf nahi munkar. -

1 BAB I PENDAHULUAN 1.1 Latar Belakang Penelitian Kolonialisme dan imperialisme di Indonesia merupakan masa-masa yang kelam bagi bangsa Indonesia. Kependudukan Belanda (1602-1942) maupun kependudukan Jepang (1942-1945) di Indonesia membuat negara Indonesia menjadi negara yang tidak mandiri justru tergantung kepada kebijakan-kebijakan Pemerintah Belanda maupun Pemerintah Jepang. Kenyataan yang harus dihadapi rakyat Indonesia pada masa itu ialah berjuang dengan berbagai cara baik secara fisik maupun non fisik untuk merebut kemerdekaan Indonesia dari tangan penjajah. Perjuangan bangsa Indonesia melawan penjajah pada abad ke-19 lebih banyak dilakukan dengan cara perlawanan fisik, dan perlawanan yang dilakukan lebih bersifat kedaerahan. Namun pada abad ke-20 setelah bangsa Indonesia menyadari pentingnya nasionalisme terdapat bentuk baru dalam merebut kemerdekaan Indonesia ialah dengan cara bersikap kooperatif maupun non- kooperatif, baik kepada Belanda maupun Jepang demi meraih kemerdekaan dengan menempuh jalan damai tanpa adanya kekerasan. Nasionalisme di Indonesia tidak dapat dipastikan kapan kemunculannya, namun kesadaran nasional dapat ditandai dalam sejarah Indonesia setelah berdirinya organisasi nasional yaitu Boedi Oetomo pada 20 Mei 1908. Organisasi Boedi Oetomo mendorong anggota-anggotanya untuk tetap berjuang meraih cita-cita agar martabat kaum pribumi tidak direndahkan oleh para penjajah. Seperti pernyataan yang dikutip dari J.Th. Petrus Blumberger (dalam Kahin, 1995, hlm. 84) mengenai kebijakan awal dari Boedi Oetomo berbunyi “Kaum muda seharusnya tetap menjadi motor yang mendorong ke arah kemajuan; kaum tua menjadi pengemudi yang dengan keahliannya mengemudi, tahu betul bagaimana menghindari batu-batu karang berbahaya agar kapal bisa selamat sampai ke pelabuhan”. Pada tanggal 17 Agustus 1945 perjuangan rakyat Indonesia melawan kolonialisme dan imperialisme akhirnya berujung kepada kemerdekaan bangsa Indonesia. -

Conclusion: Convergent Paths In November 1945, the President of the Republic of Vietnam, Hồ Chí Minh, sent a letter addressed to ‘the President of the Republic of Indonesia’, proposing that a joint declaration of solidarity to be made by Indonesia and Vietnam in the form of a ‘Preparatory Commission Struggling for a Federation of the Free Peoples of Southern Asia’. The letter, entrusted to an American journalist named Harold Isaacs, did not reach President Soekarno.1 It was handed to Vice-President Mohammad Hatta, who then passed it on to Prime Minister Sutan Sjahrir. Sjahrir discussed the offer with Soedjatmoko Koko, the interpreter to foreign correspon- dents of the Republican government, but told him that he would not reply and preferred just to ignore the letter. Sjahrir indifference sprang from his conviction that the situation in Indonesia and Vietnam were very different. The Indonesian nationalists were up against the Dutch, who were ‘a weak colonial power and could be defeated quickly.’ Hồ Chí Minh had to contend with the French, who could and would resist him for a long time. Furthermore, he looked askance at the fact that the DRV government depended on support from the communists, which was not the case in Indonesia. In conclusion, Sjahrir argued, ‘If we ally ourselves with Hồ Chí Minh, we shall weaken ourselves and delay Independence.’2 The story of the missed opportunity for cooperation between Vietnam and Indonesia3 as a result of Sjahrir’s ‘betrayal of the greater Asian revolution’,as 1Harold Robert Isaacs is the author of No Peace for Asia, which has been cited widely in this dissertation. -

FAILURE OF BILATERAL DIPLOMACY ON IRIAN BARAT (PAPUA) DISPUTE (1950-1954) Siswanto Center for Political Studies, The Indonesian Institute of Sciences, Jakarta E-mail: [email protected] Abstract Fundamentally, Irian Barat (Papua) dispute between The Netherlands –Indonesia was a territorial conflict or an overlapping claim. The Netherlands as the former colonialist did not want to leave Irian Barat (Papua) or remained still in the region, meanwhile Indonesia as the former colony denied the Netherlands status quo policy in Irian Barat (Papua). Potential dispute of the Irian Barat (Papua) was begun in the Round Table Conference (RTC) 1949. There was a point of agreement in RTC which regulates status quo on Irian Barat (Papua) and it was approved by Head of Indonesia Delegation, Mohammad Hatta and Van Maarseven, Head of the Netherlands Delegation. As a mandate of the RTC in 1950s there was a diplomacy on Irian Barat (Papua) in Jakarta and Den Haag. Upon the diplomacy, there were two negotiations held by diplomats of both countries, yet it never reached a result. As a consequence, in 1954 Indonesia Government decided to stop the negotiation and searched for other ways as a solution for the dispute. At the present time, Jakarta-Papua relationship is relatively better and it is based on a special autonomy, which gives great authority to the Local Government of Papua. Though Adam Malik was by no means the only politician to hold high office under both Guided Democracy and the New Order, he was by far the most distinguished and successful. Others were political hacks with no true political coloring, or representatives of specialized con stituencies not involved directly in the conflict between Sukarno and the army; but Malik had been a central figure in the formulation of Guided Democracy and a close counsellor of Sukarno. Moreover, having chosen against that leader in the crisis following the coup of October 1965, he was not thereby completely discredited in the eyes of his former colleagues. For many of his old leftist associates he remained a patron: a leader who would still receive and could occasionally aid them, who could still speak their language, if only in private, and who still—in spite of his evident wealth, Western admirers, and service to a counter-revolutionary regime—seemed to embody what remained of the Generation of ’45, the fading memories of a radical and optimistic youth. To survive so successfully, a man must either be most simple and consistent, or quite the opposite. No one could accuse Adam Malik of transparency, yet there was a consistency about the image he cultivated. From early youth he appeared as a radical nationalist, a man of the left; and however unsympathetic the regime to that viewpoint he never allowed the pursuit of ambition completely to cloud that picture.
