INTRODUCTION ForsomeMāorithefinalrestingplacefordepartedlovedonescanbeadecisionwroughtwithmuch deliberation.Manyfactorsareconsideredwhichmayincludewhakapapa,Wāhitipu,andmeetingthe wishesofthedepartedaswellasthoseoftheliving. As highlighted by recent report in national newspapers and TV news’ programmes, some Māori consideritisimportanttoreturntheirlovedonestothehomelandoftheirtūpuna.Otherwhānaumay carry the kawe mate/hari mate or the memory of the person to the places that are important and significanttotheirlovedoneandwhānau,aspartofthejourneyandpathwaytothefinalrestingplace. “Tukunamaihekapungaoneonekiauheitangi.” “Send me a handful of soil that I may weep over it.” TheabovepepehaisattributedtoaTeArawarangatiranamedManawaroa,whowasheldcaptiveby NgāiTuhoeforanumberofyearsatParimatePāintheUrewera. Manawaroasaidthispepehawhenhistimeofpassingwasnear,andhelongedtoreturntohisplace ofhisbirthintheTeArawarohe.Ifhewasunabletoreturnphysicallyhedeeplywishedtoholdits mauriinhishandsandreturnspiritually. FinalRestingPlace This document and the associated huiārohe highlights the issue of a final resting place for unprovenanced kōiwi tangata held at Te Papa, with specific reference to identifying a set of viable options.TePapaisseekingyourviewsastothebestviableoptionforafinalrestingplace. In part one the background and context of the repatriation of kōiwi tangata from international institutionsbacktoNewZealandisprovided. Inparttwothetermunprovenancedkōiwitangataisdefined.Furthermorethissectionhighlightssome underpinningprinciplesthatTePapaconsiderstobeimportantwhenconsideringtheissueofafinal restingplace.ItalsoindicatedtwooptionswhichhavebeenraisedinpreviousnationalWānangafor repatriation. 1.1KarangaAotearoa KarangaAotearoaisthegovernmentmandatedauthoritythatnegotiatestherepatriationofMāoriand ancestralremainsonbehalfofMāoriandMoriori. KarangaAotearoaisbasedattheNationalMuseumofNewZealandTePapaTongarewa(TePapa). Theintimateteamcomprisesoftworesearcherswhodetermineprovenanceandpreparerepatriation claims,amanagerwhonegotiatesandimplementsthereturnofköiwi/koimi 1tangata(ancestralhuman remains), and a coordinator who provides research and logistical support to the team. As the ProgrammeisbasedinTePapa,theresearchteamalsohasthesupportofotherspecialisedmuseum staff such as Māori curatorial and collection management staff, resident Māori elders, conservators, andcratemakers.

1.2NewZealandGovernmentandCabinetDecision InMay2003,CabinetagreedthatTePapashouldactonbehalfoftheGovernmentforthereturnof köiwi/koimi tangata. This decision included the approval of operational funding for the repatriation programme.Thefundingcoversresearch,repatriationtravel,freightandcrating,aswellasassociated expensesforinternationalanddomesticrepatriations.Itexplicitlydoesnot provideforthepurchaseof humanremains. KarangaAotearoaemanatesfromourgovernment’sstrongculturalandethicalbeliefsinthemeritof repatriationandawarenessoftheimportancerepatriationhasforMāoriandMoriori.

1.3EarlierRepatriationInitiatives Theimperativeforrepatriationofhumanremainscamefromtangatawhenua(MāoriandMoriori)and hasbeendevelopingfordecades.Fromtheearly1970s,thelateMauiPomarededicatedmuchofhis working life to international repatriation and the establishment of an appropriate wähi tapu (sacred repository)intheNationalMuseum.InhiscapacityastheNationalMuseumChairhebroughthome theremainsof37tūpuna(ancestors).

1.4Wānanga In1998,TePapaheldawänanga(seminar)onthecareandmanagementofköiwi/koimitangatawith iwi(community)representatives.This wasfollowedup withanotherhosted by theMinistryofMāori Development(TePuniKökiri)in1999.Outcomesfromthesewänangastressed: • TheimportanceofinvolvingiwiMāoriandMorioriinrepatriation; • TheneedforanorganisationtoleadtherepatriationprocessandthatTePapaistheappropriate organisation; • The requirement for iwi Māori and Moriori to develop their own management practices for köiwi/koimitangataandtodeterminethefinalrestingplacesfortheköiwi/koimitangata; • Theneedforaninterimrepositoryforköiwi/koimitangata;and • TheneedfortheGovernmenttoplayafacilitationandfundingroleinrepatriation. Sincethesewänanga,threemorehavebeenheld,greatlyincreasingtheawarenessoftherepatriation programme as well as providing for iwi to add to the growing body of knowledge on the subject. Karanga Aotearoa will continue to facilitate local wänanga to assist with domestic returns and work towardssolutionsforthecareofunprovenancedköiwi/koimitangata.Forfurtherinformation,referto Hui a Rohe. KarangaAotearoaworkscloselywithiwibothduringandafterthenegotiationprocess.Ifprovenance isreliable,iwiareinformedabouttheoutcomesofnegotiationandtimingfortherepatriationoftheir ancestors.Representativesfromthedescendantcommunitiesareinvitedtobepartofthepöwhirior welcomehomeceremonyatTePapaontheirreturntoNewZealand.

1.5ResearchMethodology KarangaAotearoastaffcarriesoutprovenanceresearchusingavarietyofarchivalsources,including accessioninformation(thoughthisisalwaysinterpretedcautiously),collectordiariesanddocuments, auctionhouserecords,combinedwithtraditionaloralhistories,waiata,pätereetc.Theserecordsare mergedinaprocessofresearchtriangulationinanattempttoidentifycommonstrandsandconnecting points.Forsomeköiwi/koimitangatathisprocessisreasonablystraightforward,particularlyifreliable recordsexistaboutthecircumstancesofacquisition.

1.6InternationalRepatriations TheKarangaAotearoaRepatriationprogrammeinvitesinstitutionstorepatriateköiwi/koimitangataand Toi moko held in their institutions. Once an institution indicates they are willing to take the conversationfurther,theprogrammekeepsinregularcontactandthensubmitsarepatriationcasefor the governing body to consider. In some situations a repatriation agreement with an institution can takelessthen12months,however,inmostcircumstancesalongerperiodisrequired. Toi moko and köiwi/koimi tangata are returned from overseas institutions to Te Papa on an interim basisonly.NeitherToimokonorskeletalremainsareaccessionedaspartofTePapa’scollections andTePapahasapolicyprohibitingtheirexhibition.Rather,köiwi/koimitangataremaininTePapa’s dutifulcustodypendingreturntotheirattributedplaceoforigin.Thesinglegoalofrepatriationisnotto holdtheremainsatTePapaindefinitelybuttoreturnthemtotheircommunities.MāoriandMoriori believe that through this ultimate return to their domestic homelands the dead and their living descendantswillretrievetheirdignity. Te Papa receives repatriation agreements on a regular basis and is increasingly approached by internationalinstitutionsofferingtoreturnköiwi/koimitangata.Theselistsneedtobeviewedcautiously and indicatively, as they are updated almost monthly with new developments and negotiations. Karanga Aotearoa staff have found that the process of contact and negotiation with international institutionshasbrokeredarangeofothercuratorialmuseumopportunities.Repatriationcontacthas oftenopenedthedoortoexchangeprogrammes,sharingofcuratorialknowledgeandopportunitiesfor hostingstaffonresearchtrips. Todate,TePapahasrepatriatedancestralremainsandToimokofrom14countriesbringingbackto New Zealand close to 190 ancestors. We estimate that there are over 500 still awaiting their homecoming 2. 1.7DomesticRepatriations Returningköiwi/koimitangatatotheirplaceoforigininNewZealandistheculminationofmanymonths andsometimesmanyyearsofdedicatedresearchandnegotiationswithiwi. As part of the process of domestic repatriation we provide each iwi (tribe) with a research report containing provenance information such as, the köiwi/koimi tangata’s museological and collection history,archaeologicalrecordsandmaps,andrelatedmätaurangaMāori. This document helps to inform iwi and their membership of their relationship to the returning köiwi/koimitangata. DomesticrepatriationshavebeencarriedoutintheNorthIslandtoNgätiKurï,NgäiTai,TeTairäwhiti, Muaüpoko,NgätiApa,NgätiManiapoto,Whanganui,Moanaiwi(i.e.NgäiTeRangi,Ngäti RanginuiandNgätiPukenga),NgätiWhakaueandNgātiTeAta,IntheSouthIslandtheyhavebeen returnedtoNgäiTahuandRangitäneoWairau. TodatetheNationalMuseumandtheKarangaAotearoaRepatriationProgrammehavereturned82 ancestralremainstotheirpapakäinga(placeoforigin/homeland). Allarrangementsfor domestic repatriationsareledbyiwi.Iwideterminetheplace,timeanddetailsfor therepatriationandburialorfuneraryritesinvolved.Someiwihavechosentomaketheirownburial containers and collect their ancestors from Te Papa. Others have asked Te Papa to escort the ancestorshometotheirmarae.TePapa’sroleatthisstageoftherepatriationprocessissimplytobe supportiveofiwiwishes.

PART2.UNPROVENANCEDKŌIWITANGATA 2.1Whatisunprovenancedkōiwitangata UnprovenancedkōiwitangataareMāorihumanremainswhichcomefromNewZealand,butthereis uncertaintyaboutwhichspecificrohe/takiwātheyoriginatefrom. ThesekōiwitangataarelocatedinTePapa’sWāhiTapu,andmayhavebeenlocatedintheMuseum foranumberofyears.Someofthekōiwitangatahavebeenrepatriatedfromoverseasinstitutionsand althoughthere iscertainty thattheyare MāoriandofNewZealand origin, unfortunatelythedetailed storyofexactlywheretheyoriginatefrominthecountryhasbeenlostwithtime. There are approximately 500 kōiwi tangata registered in Te Papa’s Wāhi Tapu, 166 of these kōiwi tangatadonothaveprovenance.Thisnumbermayincreaseasmorekōiwitangataarereceivedfrom overseas. TePapaisseekingafinalrestingplacefortheseunprovenancedkōiwitangata. 2.2Principlestounderpinfinalrestingplaceoptions TePapawouldliketoprovideasetofprincipleswhichmaybehelpfultoframe,consideranddiscuss finalrestingplaceoptions,theseareincludedbelow: a. Apermanentrestingplacewhichissafefromdevelopment; b. Arestingplacewhichmaybemanagedbytrustees/kaitiakitorepresentmanawhenua,iwiMāori andgovernment; c. AplacedesignatedaWāhiTapubyMāoriandthegovernment; d. AplacewhichisgovernedbyasetofWāhiTapuprinciples,guidelinesandaccessrights; e. Aplacewhichoffersenduringsecuritytothekōiwitangata;and f. Aplacewhichisofminimalcosttomaintain. 2.3Availableoptions As part of discussions during the National RepatriationWānanga held in 2004, 2005 and 2006, the kaupapaofafinalrestingplaceforunprovenancedkōiwitangatawasconsideredbytheparticipants. AtheJune2006Wānangaheldin,considerationwasgiventoa Putunga Kotahi. Thisissaid tobesimilartoamausoleumwherethekōiwitangatawillbeinterned. AlsoreceivedattheWānangawasatonofromNgātiKurilocatedintheTaitokerautoestablishafinal resting place for kōiwi tangata on their tribal territory near Te RerengaWairua, the specific block of landisTaputaputa. AtthetimetheDirectorMāoriStrategy,JamesTePuni,indicatedatthehuithatthiskaupapawouldbe takentoiwitodiscuss.Thereforethetwooptionstodateinclude: a. APutungaKotahiormausoleumbuiltinthatwillholdthekōiwitangata;and/or; b. ThetonofromNgātiKuritoburythekōiwitangataataWāhiTapu/urupānearTeRerengaWairua.
