Settling Treaty Claims: The Formation of Policy on Treaty of Waitangi Claims in the Pioneering Years, 1988-1998 Therese Suzanne Crocker A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington 2016 ABSTRACT For the past quarter-century the New Zealand government has negotiated with Māori groupings to find ways of compensating for the Crown’s historical breaches of the Treaty of Waitangi. The negotiations take place between mandated claimant negotiators and officials who represent the executive arm of government; the resultant settlements are then endorsed by legislation that declares them to be ‘full and final’ resolutions of historical grievances. This thesis analyses the way New Zealand governments conceived, introduced and implemented policies to address the claims during the pioneering years 1988–1998. The foundational policies worked out in this decade bedded-in the Treaty claims settlement processes which are now nearing their end. Through examining official archives, the thesis finds that these processes initially emerged as policy-driven responses to a combination of factors, such as the broad context of the ‘Māori Renaissance’, social shifts in understanding the past, legal cases and political pressure from iwi. The thesis goes on to explore several years of experimental negotiations and policy formulation which culminated in the Crown’s presentation in 1994 of both a suite of draft policies intended to offer a comprehensive approach to the negotiations process and a notional quantum of $1 billion to settle all historical claims (the ‘fiscal envelope’). It demonstrates that while this package was introduced to shape and contain the emergent settlement mechanisms and their outcomes, policies continued to be modified in highly significant ways. -

Art’s Histories in Aotearoa New Zealand Jonathan Mane Wheoki This is the text of an illustrated paper presented at ‘Art History's History in Australia and New Zealand’, a joint symposium organised by the Australian Institute of Art History in the University of Melbourne and the Australian and New Zealand Association of Art Historians (AAANZ), held on 28 – 29 August 2010. Responding to a set of questions framed around the ‘state of art history in New Zealand’, this paper reviews the ‘invention’ of a nationalist art history and argues that there can be no coherent, integrated history of art in New Zealand that does not encompass the timeframe of the cultural production of New Zealand’s indigenous Māori, or that of the Pacific nations for which the country is a regional hub, or the burgeoning cultural diversity of an emerging Asia-Pacific nation. On 10 July 2010 I participated in a panel discussion ‘on the state of New Zealand art history.’ This timely event had been initiated by Tina Barton, director of the Adam Art Gallery in the University of Victoria, Wellington, who chaired the discussion among the twelve invited panellists. The host university’s department of art history and art gallery and the University of Canterbury’s art history programme were represented, as were the Museum of New Zealand Te Papa Tongarewa, the City Gallery, Wellington, the Govett-Brewster Art Gallery, New Plymouth, the Dunedin Public Art Gallery and the University of Auckland’s National Institute of Creative Arts and Industries. The University of Auckland’s department of art history1 and the University of Otago’s art history programme were unrepresented, unfortunately, but it is likely that key scholars had been targeted and were unable to attend. -

Its time parameters – 1853-71 – are the period of the provincial administration control of migration into New Zealand. The key research questions of this study are: Who migrated to New Zealand during this period and how did the migration affect their life chances? What were the social and economic effects of this migration, particularly on the poorer local families? How did these effects compare with other parish assisted migration in eastern England? Stoke by Nayland in 1851 appears to have been a relatively settled farming community dominated by a few wealthy landowners so emigrants were motivated more by the ‘pull’ of the areas they were moving to than by being ‘pushed’ by high levels of unhappiness ‘at home’. -

At Waitangi on February 6th, 1840, the Maori Chiefs ceded sovereignty to Queen Victoria. The Treaty House is now an historic museum. The coastal waters are renowned for thrilling deep-sea fishing for marlin, swordfish and other game fish. Light-tackle fishing for yellowtail provides year-round sport. Day 2: Paihia Paihia is great for relaxing or chilling on the beach. Perhaps visit the historic Waitangi Treaty Grounds where the Treaty of Waitangi was signed. Take a tour and view the magnificent war canoe, Maori meeting house and the Treaty House (allow 1-2 hours). Admission is NZ$25/adult or you can take a guided tour NZ$35. Cultural performances and hangi are available (Nov – Apr) and are additional. This afternoon visit historic and romantic Russell. Take a Russell mini tour or wander around the town by yourself. Russell Museum tells you the history of the town. Don't miss Christ Church - NZ's oldest church and Pompallier - NZ's Heritage Printery. If it is a nice day, take a walking track up to the Flagstaff Hill look out - magnificent views! (allow 1-3 Hours). Day 3: Cape Reinga and 90 Mile Beach (266 miles round-trip) Unfortunately you cannot take your rental vehicle on 90 Mile Beach, but you can drive up Hwy 1 to Cape Reinga, the most accessible northernmost tip of New Zealand, where the Tasman Sea and the Pacific Ocean meet. -

Pastoralist and Maoris FREDERICK WELD AT WHAREKAKA TRAVELLERS motoring into present-day Martinborough and taking time to observe the countryside traversed by the main road may pause to read an Historic Places Trust sign some ten kilometres south of the township. The placard marks the site of Wharekaka, the first sheep station to be established in the Wairarapa valley and the first of three properties belong- ing to one of the most successful pastoral partnerships in early New Zealand history. This article seeks to examine one of the least well docu- mented aspects of early pastoralism in the Wairarapa, the nature of rela- tions between the squatters and the local Maori people, the Ngati Kahungungu. by focussing in some detail on Frederick Weld's experiences and reactions during his first year in the valley. The study is important, first, for the insight it gives into a relatively neglected area of cultural contact in early New Zealand history. Second, the experiences and atti- tudes formulated during the first year in the valley help to explain the native policy pursued by Weld when minister of native affairs and premier, and the origin of the 'self-reliant' defence policy which marked his premiership in 1864-65. Weld was a most unlikely pioneer. Born into a prominent West Country Catholic family, twenty-year-old Frederick had arrived in Port Nicholson on St George's Day 1844 with a modest sum of gold sovereigns, and New Zealand Company land orders for one town and one hundred country acres in the settlement. In outward appearance this genteel and devout 'handsome blue-eyed aristocrat',1 with his long brown curling hair, slim build and history of delicate health, seemed singularly ill-fitted for the rigours of any kind of rough pioneering life. -

It tells a story concerning inter-racial, same-sex love, and the control of imagemaking. A. The past story, 1828-1836 is loosely based on the true story of New Zealand Missionary William Yate and his lover, Eruera Pare Hongi. It is mostly set in Northland, New Zealand, and focuses on the inland Waimate North Mission and surrounding Maori settlement. B. The present day story is a fictional account of Riki Te Awata and an English Photographer, Jeffrey Edison. It is mostly set in the community around a coastal marae and a derelict Southern Mission.1 Sophie Jerram November 2002 1 Unlike the Waimate Mission, this ‘Southern Mission’ is fictional. It was originally intended to be the Puriri mission, at the base of the Coromandel Peninsular, established by William Yate in 1834. Since the coastal mission I have set the film in is nothing like Puriri I have dropped the name. i EXT. PORT JACKSON 1836, DAY A painted image (of the John Gully School) of the historical port of Sydney fills the entire screen. It depicts a number of ships: whaling, convict and trade vessels. The land is busy with diverse groups of people conducting business: traders, convicts, prostitutes, clergymen.
