    COMMUNITY CONSULTATION REPORT Upper Nile State SOUTH SUDAN Bureau for Community Security South Sudan Peace and Small Arms Control and Reconciliation Commission United Nations Development Programme Ministry of Foreign Affairs of the Netherlands The Bureau for Community Security and Small Arms Control under the Ministry of Interior is the Gov- ernment agency of South Sudan mandated to address the threats posed by the proliferation of small arms and community insecurity to peace and development. The South Sudan Peace and Reconciliation Commission is mandated to promote peaceful co-existence amongst the people of South Sudan and advises the Government on matters related to peace. The United Nations Development Programme in South Sudan, through the Community Security and Arms Control Project, supports the Bureau strengthen its capacity in the area of community security and arms control at the national, state and county levels.     WATER RESOURCES IN THE SUDAN NORTH-SOUTH PEACE PROCESS: PAST EXPERIENCE AND FUTURE TRENDS Salman M. A. Salman* 1. Introduction On 9 January 2005, the Government of the Republic of the Sudan and the Sudan People’s Liberation Movement/Sudan People’s Liberation Army (SPLM/SPLA or SPLM/A) signed, after lengthy and complex negotiations, the Comprehensive Peace Agreement (CPA).1 The negotiations process that led to the conclusion of the CPA started in 2002, and lasted for close to three years. During those years a series of separate protocols and agreements were incrementally and painstakingly negotiated, and gradually agreed upon. They were later consolidated and signed as the CPA. The conclusion of the CPA is, no doubt, a watershed and a defining moment in the history of the Sudan. It brought to an end a devastating civil war that started in August 1955, a few months before the Sudan became independent in January 1956, and it put in place radical political structures for the division of power and wealth between the two parts of the country.
