Moved by Councillor King Seconded by Councillor Bennett THAT in accordance with Ministerial Order M192, the Town of Osoyoos Committee of the Whole meeting be closed to the public due to the inability to meet physical distancing recommendations made under the Public Health Act in Council Chambers located at 8707 Main Street;

AND THAT to ensure openness, transparency, accessibility, and accountability, the Town of Osoyoos' Committee of the Whole meetings will be recorded, live- streamed and published on the Town's website. CARRIED

E. PETITIONS AND DELGATIONS 1. Osoyoos Pickleball Club - Presentation from Brian Bagnall and Stephen Kushner

• Osoyoos Pickleball Association Inc (OPAI) is comprised of Pickleball enthusiasts from Osoyoos to Okanagan Falls. They have three asks of Council: 1) Requesting that an Interim Indoor Facility be available to use as they are lacking sufficient number of courts for the number of people who would like to play; 2) Asking Council to commit to having a permanent location for Indoor Pickleball and would like a letter of intent for an agreement; 3) Requesting financial assistance to help move this project forward. • Director Davis requested that Mr. Bagnall provide further information that provides OPAI's timeline and budget for their proposal.

F. STAFF REPORTS 1. Odour Concerns - Wastewater System - Report from Director of Operational Services - COM-2237

Director Brounstein provided Council with an update on the Odour Concerns in the community. Director Brounstein stated that staff are working on a 20 year Master Plan for the Waste Water Lagoons for treatment options. This plan will be brought to Council once completed for review and discussion.

The Community Service Grants Policy (FIN-001) is intended to financially assist non-profit organizations and community groups who are active in the community and who provide a service to the Town of Osoyoos. The grant program closed on February 26, 2021 and staff is bringing a recommendation forward for Councils consideration. Requests can be submitted for one-time special event requests, community development, rental of facilities, insurance costs and travel for sports events.

OVERVIEW

The review committee is made up of the Director of Community Services, Councilor King and Councilor Bennett. We received 25 grant applications and more than $102,000 in requests. Staff has attached an excel spreadsheet with more detailed information. The total budget for the grant program is set at $61,000. This budget includes $2,000 for sports teams and individuals who may travel to provincials or higher. We reviewed the applications and short listed all relevant requests. Once the potential list was identified we reviewed the criteria to make sure they were still eligible. At that point we allocated as much funding as we can to all deserving applicants. The applicants are listed below.

This recommendation leaves a balance of $300 in grant funding and $2,000 in sports funding. The sports funding is available throughout the year until the funds are used.

BACKGROUND

The Town’s property tax due date has been historically July 2nd, established under Section 234 (General tax collection scheme) of the Community Charter with a 10% penalty added July 3rd. In 2020, due to the uncertainty of COVID and it impacts, Council established the 2020 Property Tax Due date as September 30, 2020 under Section 235 (Alternative municipal tax collection scheme) of the Community Charter.

OVERVIEW

The property tax due date was changed in 2020 from July 2nd to September 30th due to COVID and the uncertainty of the impacts on our residents.

Municipalities that changed their due dates and penalty structures in 2020 have for the most part reverted back to the way they were prior to Covid, with the exception to Oliver splitting the late payment penalty.

My recommendation is that we change our tax due date and penalty back to July 2nd but have the late payment penalty as 5% July 3rd and 5% September 1st.
