1. Pt Angkasa Pura 1 1. PT ANGKASA PURA 1 Sejarah PT Angkasa Pura I (Persero) – atau dikenal juga dengan Angkasa Pura Airports - sebagai pelopor pengusahaan kebandarudaraan secara komersial di Indonesia bermula sejak tahun 1962. Ketika itu Presiden RI Soekarno baru kembali dari Amerika Serikat. Beliau menegaskan keinginannya kepada Menteri Perhubungan dan Menteri Pekerjaan Umum agar lapangan terbang di Indonesia dapat setara dengan lapangan terbang di negara maju. Tanggal 15 November 1962 terbit Peraturan Pemerintah (PP) Nomor 33 Tahun 1962 tentang Pendirian Perusahaan Negara (PN) Angkasa Pura Kemayoran. Tugas pokoknya adalah untuk mengelola dan mengusahakan Pelabuhan Udara Kemayoran di Jakarta yang saat itu merupakan satu-satunya bandar udara internasional yang melayani penerbangan dari dan ke luar negeri selain penerbangan domestik. Setelah melalui masa transisi selama dua tahun, terhitung sejak 20 Februari 1964 PN Angkasa Pura Kemayoran resmi mengambil alih secara penuh aset dan operasional Pelabuhan Udara Kemayoran Jakarta dari Pemerintah RI. Tanggal 20 Februari 1964 itulah yang kemudian ditetapkan sebagai hari jadi perusahaan. Pada tanggal 17 Mei 1965, berdasarkan PP Nomor 21 tahun 1965 tentang Perubahan dan Tambahan PP Nomor 33 Tahun 1962, PN Angkasa Pura Kemayoran berubah nama menjadi PN Angkasa Pura, dengan maksud untuk lebih membuka kemungkinan mengelola bandar udara lain di wilayah Indonesia. Secara bertahap, Pelabuhan Udara Ngurah Rai (Denpasar), Pelabuhan Udara Halim Perdanakusumah (Jakarta), Pelabuhan Udara Polonia (Medan), Pelabuhan Udara Juanda (Surabaya), Pelabuhan Udara Sepinggan (Balikpapan), dan Pelabuhan Udara Hasanuddin (Ujungpandang) kemudian berada dalam pengelolaan PN Angkasa Pura. Selanjutnya, berdasarkan PP Nomor 37 tahun 1974, status badan hukum perusahaan diubah menjadi Perusahaan Umum (Perum). Dalam rangka pembagian wilayah pengelolaan bandar udara, berdasarkan PP Nomor 25 Tahun 1986 tanggal 19 Mei 1986, nama Perum Angkasa Pura diubah menjadi Perusahaan Umum Angkasa Pura I. Hal ini sejalan dengan dibentuknya Perum Angkasa Pura II yang sebelumnya bernama Perum Pelabuhan Udara Jakarta Cengkareng, secara khusus bertugas untuk mengelola Bandara Soekarno-Hatta Jakarta. Kemudian, berdasarkan PP Nomor 5 Tahun 1992, bentuk Perum diubah menjadi Perseroan Terbatas (PT) yang sahamnya dimiliki sepenuhnya oleh Negara Republik Indonesia sehingga namanya menjadi PT Angkasa Pura I (Persero). Saat ini, Angkasa Pura Airports mengelola 13 tiga belas) bandara di kawasan tengah dan timur Indonesia, yaitu: 1.Bandara I Gusti Ngurah Rai - Denpasar Bandara Ngurah Rai Bali merupakan Bandara terbesar yang dikelola oleh Angkasa Pura Airport. Amgkasa Pura Airport atau PT Angkasa Pura I (Persero) adalah BUMN yang bergerak dibidang Pengelolaan Jasa Kebandarudaraan. Angkasa Pura Airport mengelola 13 Bandar Udara yang tersebar di kawasan Tengah dan Timur Indonesia. Sebagai satu-satunya Bandara di Pulau Bali, menjadikan Bandara Ngurah Rai sebagai Pintu Gerbang utama menuju Wilayah Tengah dan Timur Indonesia.Bandara Ngurah Rai dibangun pada tahun 1930 oleh Departement Voor Verkeer en Waterstaats (semacam Departemen Pekerjaan Umum). Landas pacu berupa airstrip sepanjang 700m dari rumput di tengah ladang dan pekuburan di desa Tuban. Karena lokasinya berada di Desa tuban, masyarakat sekitar menamakan airstrip ini sebagai Pelabuhan Udara Tuban. Bidang Usaha Bandara Ngurah Rai PT Angkasa Pura I (Persero) Cabang Bandar Udara Internasional Ngurah Rai Bali adalah perusahaan penyedia jasa kebandarudaraan (airports services). Terbagi atas 2 bidang usaha yaitu Jasa Aeronautika dan Jasa Non-Aeronautika. Jasa Aeronautika adalah jasa layanan yang diberikan kepada perusahaan penerbangan dan penumpang, yang terdiri dari: Aircraft Parking adalah jasa penempatan dan penyimpanan pesawat udara. Pelayanan yang diberikan oleh PT Angkasa Pura I (Persero) Cabang Bandar Udara I Gusti Ngurah Rai Bali adalah dengan menyediakan tempat parkir pesawat (apron). Apron di Bandar Udara I Gusti Ngurah Rai dibagi menjadi 2 bagian yaitu: Apron Utara, seluas 300.200 M2. Memiliki daya tampung 37 parking stand yang diperuntukkan bagi penerbangan berjadwal (reguler flight). Mampu melayani pesawat berbadan lebar (wide body) dengan type terbesar B747 seri 400; Apron Selatan, seluas 74.125 M2. Memiliki daya tampung 16 parking stand. Diperuntukkan bagi penerbangan tidak berjadwal (unscheduled flight) dan charter. Menampung pesawat berbadan kecil (narrow body). Passenger Processing, adalah jasa layanan penumpang. Pelayanan yang diberikan oleh PT Angkasa Pura I (Persero) Cabang Bandar Udara I Gusti Ngurah Rai Bali adalah dengan menyediakan gedung terminal penumpang berserta fasilitas penunjang lainnya seperti fasilitas check in, transit, boarding dan trolley. Gedung terminal penumpang dapat dibagi menjadi 2, yaitu: o Terminal Internasional, seluas 120.000 M2. Menampung 16 juta penumpang per tahun dan dilengkapi dengan 11 garbarata o Terminal Domestik, seluas 65.800 M2. Mampu menampung 9 juta penumpang per tahun dan dilengkapi dengan 3 garbarata. Jasa Non-Aeronautika, adalah jasa layanan pendukung kebutuhan perusahaan penerbangan dan penumpang. Dalam pemenuhannya PT Angkasa Pura I (Persero) Cabang Bandar Udara I Gusti Ngurah Rai Bali bekerja sama dengan mitra usaha. Bidang usaha ini dapat dibagi menjadi 6 bagian, antara lain: Food and Beverages, jasa layanan penyedia makanan dan minuman, baik di dalam maupun di luar terminal penumpang. Retail, layanan jasa penyedia perbelanjaan untuk kebutuhan penumpang (souvenir, buku, dll), termasuk di dalamnya duty free shops. Advertising, layanan jasa penyedia ruang iklan sebagai media promosi dan publikasi. Property, layanan jasa penyedia sewa ruang usaha (space), di lingkungan Bandar Udara I Gusti Ngurah Rai. Parkir Kendaraan, layanan jasa penyedia area parkir kendaraan penumpang maupun penjemput dan pengantar. Terdiri dari gedung parkir 5 lantai dengan kapasitas 1.600 unit kendaraan roda 4 dan lahan parkir yang mampu penampung 1.963 unit. Cargo Service, layanan pengelolaan pengiriman barang. Fasilitas Bandara Ngurah Rai Landasan Pacu Berukuran 45 M x 3.000 M dengan konstruksi perkerasan beton dan aspal, PCN 83/F/C/X/T, dapat digunakan pesawat kelas B 747-400 untuk menempuh jarak setara Denpasar – Tokyo tanpa pembatasan beban. Pelataran Parkir Pesawat Kapasitas Pelataran Parkir Pesawat adalah 7 posisi pesawat kelas B 747-400,6 posisi pesawat kelas A 320, dan 25 posisi untuk kelas B 737, (dalam waktu bersamaan). Helipad Untuk pendaratan helikopter, tersedia tiga buah helipad. Depot Pengisian Bahan Bakar Pesawat Udara (DPPU). Tersedia fasilitas DPPU dengan kapasitas simpan 6.540 kiloliter yang dioperasikan oleh Pertamina untuk pelayanan pengisian BBM bagi pesawat udara, baik dengan menggunakan hidran maupun kendaraan tanki, jenis bahan bakar avtur dan avigas. Unit Pertolongan Kecelakaan Tersedia Unit Pertolongan Kecelaka-an Penerbangan & Pemadam Kebakaran (PKP&PK) dengan peralatan yang lengkap sesuai dengan Katagori 9 menurut persyaratan ICAO. Penghargaan Yang Diperoleh Bandara Ngurah Rai : Penghargaan pelayanan publik dari departemen perhubungan tanggal 6 september 2005 Bumn terbaik 2005 kategori infrastruktur, konstruksi, perhubungan dan kawasan industri oleh investor (media investasi & keuangan) Bandara internasional terbaik di indonesia dari aspek keamanan & keselamatan tahun 2007 yang diberikan oleh departemen perhubungan republik indonesia. Peringkat satu dalam penyediaan dan pengelolaan toilet umum bersih tahun 2007 yang diberikan oleh menteri kebudayaan dan pariwisata sebagai bandar udara internasional terbersih. Penilaian unit pelayanan publik di lingkungan departemen perhubungan tahun 2007 Wajib pajak terbaik kabupaten badung tahun 2007 (best region tax-payer of badung regency year 2007) Penghargaan kecelakan nihil (zero accident) dalam melaksanakan program kesehatan dan keselamatan kerja tahun 2008 yang diberikan oleh departemen tenaga kerja & transmigrasi.     ANALISA HARAPAN DAN PERSEPSI PENUMPANG TERHADAP KUALITAS MAKANAN YANG DISEDIAKAN OLEH MASKAPAI PENERBANGAN DOMESTIK DI INDONESIA Christine Tantrisna dan Kanya Prawitasari Alumnus Program Manajemen Perhotelan, Fakultas Ekonomi Universitas Kristen Petra Surabaya Abstrak: Penumpang pesawat terbang memiliki harapan tertentu terhadap maskapai penerbangan yang digunakan, salah satunya dari segi kualitas makanan yang disediakan selama penerbangan. Apa yang penumpang terima belum tentu sesuai dengan apa yang diharapkan. Penelitian ini mengukur perbedaan harapan dan persepsi penumpang terhadap kualitas makanan berdasarkan 7 variabel yaitu: warna, penampilan, bentuk, tekstur, aroma, tingkat kematangan, dan rasa. Hasil penelitian menunjukkan bahwa ada gap yang signifikan antara harapan dan persepsi. Kata kunci: harapan, persepsi, kualitas makanan, maskapai penerbangan domestik, indonesia. Abstract: Passengers have certain expectations about the airline they use; one of them is about food quality served during flight. What passengers get is not always suitable with what they expect. This research examines the difference between expectation and perception of food quality by seven variables, namely: color, performance, shape, texture, aroma, degree of doneness, and taste. The result shows that there is a significant gap between expectation and perception. Keywords: expectation, perception, food quality, domestic airlines, indonesia. Sebagai bisnis yang bergerak di sektor jasa atau bahwa kualitas makanan memegang peranan penting layanan, bisnis penerbangan menyediakan beberapa dalam mempengaruhi mereka dalam memilih fasilitas bagi para penumpang dimana salah satunya maskapai penerbangan. Ditambah lagi, 39% respon- adalah fasilitas pemberian makanan dan minuman den mengatakan bahwa mereka mengharapkan saat penerbangan atau yang biasa disebut inflight kualitas makanan yang lebih baik ketika kompetisi catering. Layanan inflight catering telah dimulai mulai muncul di rute tertentu.

    BAB III ANALISIS DESKRIPTIF 3.1 DATA UMUM 3.1.1 SEJARAH PT GAPURA ANGKASA Tuntutan kegiatan operasional pada dunia kedirgantaraan yang mengharuskan maskapai penerbangan agar dapat memberikan pelayanan operasional secara cepat, tepat, dan akurat tanpa mengabaikan prosedur keselamatan semakin jelas terlihat pada era modern seperti sekarang ini. Demikian juga yang dirasakan oleh PT Garuda Indonesia selaku maskapai penerbangan nasional milik Republik Indonesia, dimana selama ini maskapai tersebut menangani secara tunggal proses operasional kegiatan penerbangan yang ada yakni mulai dari keberangkatan pesawat (pre flight) hingga kedatangan pesawat (post flight) tanpa adanya keterlibatan pihak perantara yang bertindak sebagai jasa penunjang pelayanan kegiatan operasional darat (ground handling). Atas dasar hal tersebutlah mengapa kemudian PT Gapura Angkasa selaku perusahaan ground handling yang menangani secara khusus maskapai penerbangan Garuda Indonesia didirikan. PT Gapura Angkasa sendiri berdiri pada tanggal 26 Januari 1998 dengan nama perusahaan pada saat awal berdiri yakni Gapura, dimana dalam pendiriannya perusahaan ini di modali oleh tiga perusahaan BUMN yakni PT Garuda Indonesia (Persero) Tbk, PT Angkasa Pura I (Persero), serta PT Angkasa Pura II (Persero). Kerjasama antara ketiga perusahaan milik negara tersebut mengacu pada Keputusan Menteri Keuangan dengan Nomor SR 04/MK/016/1996 dan juga 23 akta no.32 tanggal 26 Januari tahun 1998. Identitas PT Gapura Angkasa sebagai perusahaan ground handling bagi maskapai penerbangan nasional nomor wahid tersebut juga dipertegas dengan mayoritas kepemilikan saham PT Garuda Indonesia di PT Gapura Angkasa yang jumlahnya mencapai 1.263.360 (Satu Juta Dua Ratus Enam Puluh Tiga Ribu Tiga Ratus Enam Puluh) atau dengan prosentase saham persero sebesar 58,75 % mulai tanggal 9 Desember 2014.

Changes on policies in Indonesian aviation were contributed to the present day market. This historical overview will examine the ‘oligopoly policy’ with only five airlines and the deregulation process that began in 1999. The research then analyses the demand for domestic air travel. Exponential Moving Average Growth were using to analysing data to forecasting the number of passenger from year 2007 to 2015 in yearly basis. Demand is then analysed on three separate airline routes in Indonesia they are Jakarta-Medan, Jakarta-Surabaya, and Jakarta-Pontianak. In the same time, however, it negatively impacts the aviation business itself, making many airline companies stop their operation and then go to bankruptcy. The aim of this research is to analyze the factors causing bankruptcy to some national airline companies in Indonesia after the aviation deregulation in the periods of 2001-2010 and 2011-2015. It is an exploratory research with a qualitative descriptive approach emphasizing on evaluating the factors causing bankruptcy to a number of domestic airlines in Indonesia. The method of data collection is an interview with the format of focus group discussion (FGD), while the data analysis uses factor analysis method. The results of this research show that there are two main factors that cause bankruptcy to a number of domestic airlines in Indonesia. They are both internal and external factors of the companies.
