ENVIRONMENTAL IMPACT ASSESSMENT STUDY - Revised FUND FOR NATIONAL AND REGIONAL ROADS OF THE REPUBLIC OF MACEDONIA Final Construction of Corridor X, Highway E – 75, Section Demir Kapija – Smokvica ENVIRONMENTAL IMPACT ASSESSMENT STUDY - Revised Skopje, March 2008 Foreword to the revised study (March, 2008) The original EIA study of the section Demir Kapija - Smokvica of the highway E-75 (Corridor X) was prepared in April 2007. It was based upon comparison of two alternatives, named Alternative A and Alternative B. The final recommendation of that EIA study was inconclusive since both alternatives had very negative impacts on the natural environment (in the case of Alternative B) or human environment and higher construction costs (Alternative A). As a result of the process of revision of the EIA study a new proposal was elaborated for Alternative B in order to overcome the most negative impacts of this alternative. The original route of Alternative B was passing through the right side of Demir Kapija canyon and over the Bela Voda cave. The new proposal contains solution that avoids the right side of the narrowest part of the Demir Kapija canyon and completely avoids Bela Voda cave. The new design of Alternative B overlaps with Alternative A from the beginning point and all the way to the exit of the tunnel in the left side of Demir Kapija canyon. After this point, routs of Alternative A and Alternative B split. The route of new Alternative B crosses Vardar river (newly proposed bridge) and joints the old route of Alternative B at point 2 km +100, The analysis of impacts of Alternative B in this revised study is based only on the new alignment of Alternative B and already analyzed Alternative A. Hence, the term Alternative B in this study refers to the new alignment of Alternative B. Analysis of old Alternative B can be found in the EIA study prepared in April 2007. Consequently, there are changes in the - length of Alternative B (new one is 32.3 km and theold one was 27.7 km); - number and length of tunnels, bridges and different crossing types (rivers, streams, existing roads) for Alternative B; - corridor area of Alternative B and combined corridor area of both alternatives; - surfaces of land use types in the case of Alternative B and combined for both alternatives; - sensitivity estimation for natural environment for Alternative B; - sensitivity estimation for settlements (Demir Kapija town) and archaeological sites for Alternative B; - estimation of impacts on natural environment (Bela Voda cave, Greek Juniper community) and human environment. Besides these changes, the text was improved and some of the old charts were corrected and replaced (land use, sensitivity etc.). A new Habitat map (Appendix I.4.) was produced which represents slight modification of the habitat map produced in the study of April 2007. The same is true for the Sensitivity map (Appendix I.5.).     http://www.grida.no/enrin/biodiv/biodiv/national/fyrom/index.htm Biodiversity Biotope diversity is the pre- requisite for the rich variety of plant species in the territory of Macedonia. The presence of numerous endemic and relict species is especially evident. It has been estimated that there are 3.500 highly developed plants in the Republic of Macedonia; lowly developed plants (moss, algae and fungi) have not been fully investigated yet. There are 122 various plant communities (starting from aquatic to alpine ones), in particular: 21 aquatic and swamp communities; 8 halophytic communities; 2 steppe communities; 50 forest communities; and 51 mountain communities. The Republic of Macedonia is rich with numerous medicinal and aromatic plants, forest fruits, seeds, mushrooms etc.. The dendroflora variety may be seen in the presence of 319 tree types, with more than 80 sub-species and varieties. Within forest eco-systems, more than 80 phytocenozes have been studied and identified. The forest cover is of huge importance for the protection of waters, the land and biodiversity maintaining. The Republic of Macedonia disposes of an enormous richness of animal species distributed throughout its territory. Invertebrates and one-cell organisms have not been fully investigated; research has been done only with a few groups of worms and insects, arthropoda and frog-related species. Vertebrata have been subject to more detailed research. So far, 463 species have been identified, of which 55 fish species, 78 mammal species and 330 bird species. Research is currently under way with amphibia and reptiles, and it is at this stage estimated that there are 13 amphibian and 31 reptile species.

In this space tourism is based on the values of the natural triad, air– water-land,so most tourists use their time for various recreational,sports,health and other activities in and around the lake water. To confirm hypothesis we are using multiple research methods.Research starts with a descriptive method,continue with the evolutive and ends up with empirical method. In addition we use statistical, cartographic and other methods. According to the data from our research the lake and the settlement develop cyclically together with tourism.From the research we established a cycle which in the period of its maximum development is interrupted,and which soon begins to stabilize and rejuvenates with real indicatiors of tourism growth.

Chobanov & Branislava Mihajlova Abstract During the revision of the Orthoptera collection of the Macedonian Museum of Natural History (Skopje) in 2004, four Mantodea and 102 Orthoptera species (al- together 1057 specimens) collected in the Republic of Macedonia were deter- mined. Furthermore, a revision of the literature about the Macedonian orthopte- ran fauna was executed and some own unpublished records were added. As a result of the present study, eight taxa are added and 27 taxa are subtracted from the list of the Macedonian fauna. Thus, the updated check list of the Orthoptera fauna of Macedonia comprises four species of Mantodea, 167 Orthoptera taxa and two additional subspecies. The study also revealed that two Orthoptera spe- cies must be eliminated from the list of the Serbian fauna. Zusammenfassung Im Zuge der Bearbeitung der Orthopterensammlung des Naturhistorischen Mu- seums von Mazedonien (Skopje), im Jahre 2004, konnten vier Mantiden- und 102 Orthopterenarten (zusammen 1057 Individuen), die in der Republik Mazedo- nien gesammelt wurden, untersucht werden. Zusätzlich wurde eine umfangreiche Literaturstudie über die mazedonische Orthopterenfauna durchgeführt, die weite- re Nachweise lieferte. Die vorliegende Studie ergab acht neue Taxa für Mazedo- nien, wohingegen 27 der für die mazedonische Fauna angegebenen Taxa nicht in Mazedonien vorkommen. Die aktuelle Checkliste der Orthopterenfauna Maze- doniens enthält somit vier Arten Gottesanbeterinnen, 167 Heuschreckenarten und zwei weitere Unterarten.

    E2120 EMP Checklist for Construction and Rehabilitation Activities General Guidelines for use of EMP checklist: For low-risk topologies, such as school and hospital rehabilitation activities, the ECA Public Disclosure Authorized safeguards team developed an alternative to the current EMP format to provide an opportunity for a more streamlined approach to preparing EMPs for minor rehabilitation or small-scale works in building construction, in the health, education and public services sectors. The checklist-type format has been developed to provide “example good practices” and designed to be user friendly and compatible with safeguard requirements. The EMP checklist-type format attempts to cover typical core mitigation approaches to civil works contracts with small, localized impacts. It is accepted that this format provides the key elements of an Environmental Management Plan (EMP) or Environmental Management Framework (EMF) to meet World Bank Environmental Assessment requirements under OP 4.01. The intention of this checklist is that it would be applicable as guidelines for the small works contractors and constitute an Public Disclosure Authorized integral part of bidding documents for contractors carrying out small civil works under Bank-financed projects. The checklist has three sections: Part 1 includes a descriptive part that characterizes the project and specifies in terms the institutional and legislative aspects, the technical project content, the potential need for capacity building program and description of the public consultation process. This section could be up to two pages long. Attachments for additional information can be supplemented when needed. Part 2 includes an environmental and social screening checklist, where activities and potential environmental issues can be checked in a simple Yes/No format.

    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.
