1.1 Key Transport Consultants Ltd is retained by Mactaggart & Mickel Homes Ltd and the trustees of S.E. Blackburn Discretionary Trust to provide professional transport advice in respect of a site located on the northern edge of Chard, Somerset on a site known locally as Mount Hindrance.

1.2 This document considers the transport implications of bringing the development of the site forward.

1.3 The site is being promoted through the Chard Regeneration Framework Implementation Plan which informs the Local Plan as a site suitable for mixed use development comprising 182 residential dwellings and about 20,489m2 of employment floor space. The current proposal is for approximately 500 new homes, 3720m2 of employment and relocation of Chard Football Club to the site. This report reviews the access options for the site in terms of pedestrians, cyclists and vehicular traffic and proposes an access strategy for developing further detail relating to the site layout.

1.4 This report continues in section two with an explanation of the background work undertaken by others in developing the Chard Regeneration Framework, a description of the development proposals is set out in section 3 and the transport policy context is set out in section 4. Section 5 details the site and local transport network and discussions with are outlined in Section 6. An assessment of the sites accessibility is set out in section 7 and conclusions are set out in section 8.

2.1 In 2010 Peter Brett Associates (PBA) published a Strategic Transport Appraisal Report which assessed the transport implications of the housing and employment growth set out in the Chard Regeneration Framework.

2.2 The regeneration framework was produced by Landscape Design Associates (LDA) and was intended to inform the LDF.

Strategic developments 2.3 The regeneration framework focused on four key development areas, the eastern site which formed a wide band of development around the eastern edge of the town from the A358 Furnham Road in the north round to the A358 Road in the south, the northern site, which is the development site referred to in this report and the south western site, which consists of a band of development around the south western corner of Chard between the A30 High Street and the A358 Tatworth Road. The fourth element of the framework was the regeneration of the Town Centre.

2.4 The development of the eastern site would include a new orbital route for traffic between the A358 Furnham Road, the A30 Road and the A358 Tatworth Road, which it is envisaged would reduce traffic flows through the town.

2.5 The Strategic Transport Appraisal assumed that the eastern development site would include 2,415 residential units, 24,357 m2 of employment, 4,362m2 of retail, a new primary school, a neighbourhood centre and outdoor play space.

2.6 The northern site was assumed to include 182 residential units and 20,489m2 employment and new grounds for Chard Town Football Club. The development would include a new transport link between Crimchard and the A358 Furnham Road.

2.7 The southern site was assumed to include 587 residential units and 500m2 of retail in the form of a neighbourhood centre. The development would include a new link to the A30.

2.8 The Town Centre regeneration was assumed to include 352 residential units, 1,516m2 of retail, 3,644m2 of office /employment, 713m2 of A3 development and a reorganisation of the council offices and library. The assumptions for the Town Centre also allowed for 4,758m2 of employment, 250m2 of retail, a car show room and a church hall to be relocated from the town centre. The development would include a new gyratory road system between the convent signals junction and the Victoria Avenue / East Street roundabout.

The eastern part of the northern site which included most of the employment land and the sites around the eastern edge of Chard were identified as being developed in the first few phases in order that the orbital route was delivered, which would in turn free up additional capacity in the town centre for additional development in the north and south west. The traffic modelling assumed that phases 1 - 5 would be complete by 2014, phases 2 – 7 completed by 2018, phase 8 – 9 completed by 2026 and phase 10 complete by 2031.

Travel Patterns

2.10 The 2001 census indicates that 50% of employed people live and work in Chard. Of those that travel outside of Chard to work 50% travel northwards (A358), 30% travel east, 15% south and 5% west.

Traffic Modelling 2.11 A Saturn model for the town was used to assess the impact of the proposed developments and the various elements of infrastructure needed to deliver them as set out above. Saturn model runs were undertaken for select future years (at the end of each phase detailed above) to 2031 when all the development was intended to be in place.

2.12 Traffic growth was applied to trips which had both an origin and destination outside of Chard. Traffic growth within Chard was represented by the development areas being modelled.

2.13 In order to forecast the level of traffic generated by each of the developments a standard set of trip rates were identified. These are reproduced in Table 2.1 below.

2.14 The model also assumed that a comprehensive travel demand management package was delivered as part of the development proposals. This was to include:

x Increased bus services to the town; x Increased / upgraded pedestrian and cycle routes through the town; x Town wide individualised travel planning; x Parking and access management; and x Network management (gyratory and other highway improvements.

2.15 The demand management package was assumed to deliver a reduction in the forecast trip rates set out in Table 2.1 above, with internal trips reducing by 15% due to mode shift.

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 3 Modelling Results 2.16 The modelling predicted that by 2031 without any development in the town that traffic growth on several roads would exceed 10%, including Lane, A30 West, Crimchard, and Cuttifords Door.

2.17 Increases on Crimchard and Cuttifords Door were suggested to be caused by traffic trying to avoid the convent signals junction to reduce journey times.

2.18 With regard to the operation of key junctions in the town, the only junction which was predicted to be over capacity in 2031 without additional development was the Convent signals junction, this was also identified as being over capacity in 2008 (the model base year).

2.19 With the introduction of all development and associated infrastructure but without introduction of the area wide travel plan there were increases in flows on all main routes in the town, with the exception of the A30 East Street which saw a reduction due to the implementation of the town centre gyratory. Most links see an increase in traffic of approximately 30%.

2.20 The model predicts that changes to the network will relieve the convent signals junction so that it is operating just over technical capacity (93 – 96%), the model predicts all other junctions will operate within capacity with the exceptions of the Church Street/ Tatworth Road junction which is forecast to be over capacity (115%) in the AM model and Old Town / Church Street junction which is expected to be over capacity (129%) in the PM model.

2.21 With the introduction of the area wide travel plan traffic levels at both these junctions are reduced but the Old Town/ Church Street junction remains over capacity.

Phasing

2.22 Phasing of development was considered within the Chard Regeneration Framework – Strategic Transport Appraisal. This indicated that the following development (phases 1 to 5) could be accommodated following introduction of MOVA at the Convent traffic signal controlled junction and closure of Boden Street to all traffic.

3.1 This report focuses on the development site to the north of the town at a location known as Mount Hindrance, which can be seen in Figure 1.

3.2 In the Strategic Transport Appraisal and modelling work it was assumed that this site would accommodate 182 residential units and 20,489m2 employment and a relocated Chard Town Football Club. The development of the site was proposed to be phased with the 20,489m2 of employment being delivered by 2011 along with some small pockets of development in the town centre and to the east of the town. The residential units were not proposed to be delivered until 2031 after the eastern orbital route and town centre traffic improvements had been completed.

3.3 Questions have been raised as to the deliverability of the development sites to the east and in particular the delivery of the orbital traffic route, which has meant that the promoters of the site to the north of Chard are keen to bring the development of the site forward; potentially building the site out before the orbital route is in place.

3.4 Issues over ransom land is also causing concern with regards to the deliverability of certain infrastructure elements including the town centre gyratory which the modelling work showed to be important to ease congestion at the convent signals and thus free up additional capacity for other developments around the town.

3.5 The proposals for the northern site are now an increase in the number of residential units to approximately 500 and a decrease in the employment floor area assumed in the modelling to 3,720m2.

Access Proposals 3.6 The northern development site will have two primary access points, one which will connect to an existing spur road from Thorndun Park Drive in the east and a second which will connect to Crimchard in the west.

3.7 The two access points will be linked by a central distributor road from which the various elements of the development will be connected. The road will have a width of 7.3m through the employment land to the east reducing down to 6.75m through the residential areas to the west.

3.8 The road design is based upon the Somerset County Council Estate Road design guide, although this has been varied slightly in line with the principals of the Manual for Streets. It is therefore suggested that frontage access onto the distributor road is encouraged and a speed limit of 20mph is adopted through the site

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 5 3.9 As the road passes through the site it is necessary for it to cut across existing hedgerows, some of which have been identified as being species rich and some also contain mature trees. It is therefore proposed that a short section of single-way priority working is introduced in order to minimise the footprint of the road at this point. The proposal will give priority to traffic travelling west to east (generally uphill) and will act as a traffic calming feature in the centre of the development site. This will allow the road to pass through an existing gateway and minimising the extent of hedge removal.

3.10 The access proposals include a 2m wide footway to the north of the road and a 3.5m shared footway/cycleway.

3.11 The eastern development area which would provide 3720m2 of employment land use will be accessed from a single simple priority junction onto Cuttiford’s Door Road.

3.12 The site offers a number of pedestrian access points along the lines of existing public rights of way, these include links from Crib Close, Britannia Way, Mt Hindrance Way and via an unnamed lane leading south off Cuttiford’s Door Road. The link to Britannia Way also connects through to a network of public footpaths which lead across the recreation area behind Redstart Primary School. It is suggested that the possibility of upgrading this to a cycle and pedestrian link is examined.

3.13 The network of footpaths connects through to Glanville Avenue, Ravensmead, Druids Walk, Pine Avenue and Elizabeth Way. From Ash Grove there is a footpath/cyclepath link to Holyrood Secondary School. To the south of Holyrood Secondary School there is a wide footpath that runs between the all weather sports pitch and rugby pitch to the east and cricket ground to the west leading to the car park to the rear of the Post Office and Co-op supermarket on the A30 Fore Street with pedestrian access to Fore Street.

3.14 The provision of high quality and direct pedestrian and cycle links to local shops, education and employment sites will help to encourage travel by sustainable modes.

National Planning Policy Framework

4.1 Government sustainable transport policy is set out in the National Planning Policy Framework published in March 2012 as follows:

Promoting Sustainable Transport

29. Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. Smarter use of technologies can reduce the need to travel. The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas.

30. Encouragement should be given to solutions which support reductions in greenhouse gas emissions and reduce congestion. In preparing Local Plans, local planning authorities should therefore support a pattern of development which, where reasonable to do so, facilitates the use of sustainable modes of transport.

31. Local authorities should work with neighbouring authorities and transport providers to develop strategies for the provision of viable infrastructure necessary to support sustainable development, including large scale facilities such as rail freight interchanges, roadside facilities for motorists or transport investment necessary to support strategies for the growth of ports, airports or other major generators of travel demand in their areas. The primary function of roadside facilities for motorists should be to support the safety and welfare of the road user.

32. All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: Ɣ the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; Ɣ safe and suitable access to the site can be achieved for all people; and Ɣ improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.

33. When planning for ports, airports and airfields that are not subject to a separate national policy statement, plans should take account of their growth and role in serving business, leisure, training and emergency service needs. Plans should take account of this Framework as well as the principles set out in the relevant national policy statements and the Government Framework for UK Aviation.

34. Plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised. However this needs to

35. Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to Ɣ accommodate the efficient delivery of goods and supplies; Ɣ give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; Ɣ create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones; Ɣ incorporate facilities for charging plug-in and other ultra-low emission vehicles; and Ɣ consider the needs of people with disabilities by all modes of transport.

36. A key tool to facilitate this will be a Travel Plan. All developments which generate significant amounts of movement should be required to provide a Travel Plan.

37. Planning policies should aim for a balance of land uses within their area so that people can be encouraged to minimise journey lengths for employment, shopping, leisure, education and other activities.

38. For larger scale residential developments in particular, planning policies should promote a mix of uses in order to provide opportunities to undertake day-to-day activities including work on site. Where practical, particularly within large-scale developments, key facilities such as primary schools and local shops should be located within walking distance of most properties.

39. If setting local parking standards for residential and non-residential development, local planning authorities should take into account: Ɣ the accessibility of the development; Ɣ the type, mix and use of development; Ɣ the availability of and opportunities for public transport; Ɣ local car ownership levels; and Ɣ an overall need to reduce the use of high-emission vehicles.

40. Local authorities should seek to improve the quality of parking in town centres so that it is convenient, safe and secure, including appropriate provision for motorcycles. They should set appropriate parking charges that do not undermine the vitality of town centres. Parking enforcement should be proportionate.

41. Local planning authorities should identify and protect, where there is robust evidence, sites and routes which could be critical in developing infrastructure to widen transport choice.

4.2 Regional Planning Guidance for the South West (RPG10), published in 2001, remains the regional policy document for Somerset. RPG10:

x “provides a regional spatial strategy within which local authority development plans and Local Transport Plans (LTPs) in the South West should be prepared;

x sets out a broad development strategy for the period to 2016 and beyond;

x provides the spatial framework for other strategies and programmes.”

Local Policy

Somerset Local Transport Plan 2

4.3 Somerset’s Future Transport Plan 2011-2016 sets out a long term strategy for helping to deliver the County Council’s priorities.

4.4 The relevant headline statements of the FTP are that Somerset will:

• We will help our communities to help themselves. We will help them to make improvements to transport, allow them to shape our work and deliver improvements in partnership with other organisations.

• We will help people make smarter travel choices. We will provide high quality transport information and encourage organisations to develop ‘Travel Plans’.

• We will work with partner organisations, for example, by helping drivers and riders to improve their skills.

• We will help people be more active by giving them more opportunities to travel in a healthy way, such as by walking or cycling.

• We will help improve parking facilities to encourage more sustainable means of travel. We will work to improve the management of parking and help plan new developments appropriately.

• We will help hauliers choose the most appropriate routes and work to improve communication between communities and the hauliers that serve them.

• We will do what we can to maintain essential services in the early years of this plan and work to improve the way services work together and provide better bus information during its later years.

• We will encourage people to cycle more by helping them to make smarter travel choices and get better cycling skills. We will support the provision of appropriate and well connected cycling facilities.

• We will work in partnership with the rail industry and other stakeholders to encourage more people to travel by train. We will support better services, facilities, integration and improvements in the way people see train travel.

• We will work to better manage the traffic on the roads and improve the most congested junctions and routes. We will work with developers to try and make sure new developments don’t make conditions worse.

• We will promote safe and responsible motorcycling by working with our partners to deliver our road safety policy and helping to improve parking provision.

Somerset County Structure Plan

4.5 The current adopted structure plan for Somerset is the Somerset and Exmoor National Park Joint Structure Plan Review 1991 - 2011.

4.6 Policy 49 Transport Requirements of New Development states:

“Proposals for development should be compatible with the existing transport infrastructure, or, if not, provision should be made for improvements to infrastructure to enable development to proceed. In particular development should:

• provide access for pedestrians, people with disabilities, cyclists and public transport;

• provide safe access to roads of adequate standard within the route hierarchy and, unless the special need for and benefit of a particular development would warrant an exception, not derive access directly from a National Primary or County Route; and,

• in the case of development which will generate significant freight traffic, be located close to rail facilities and/or National Primary Routes or suitable County Routes subject to satisfying other Structure Plan policy requirements.”

South Somerset Local Development framework (LDF)

Core Strategy/Revised Local Plan

4.7 A draft Core Strategy for South Somerset was submitted in late 2010 for consultation, however council meetings planned for the consideration of this document at the end of 2011 had to be postponed due to the lack of an Infrastructure Delivery Plan which is required before the Core Strategy can be submitted to the Planning Inspector. Meetings were held in February – April 2012. A consultation Local Plan is due for publication in the coming months.

4.8 The draft Core Strategy sets out the vision for South Somerset in 2026. With regards to Chard the Core Strategy sets out a vision statement for Chard which is underpinned by 3 key aims:

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 10 x Aim 1: Chard should build on its long tradition of innovation and manufacturing excellence to develop and attract businesses associated with products and services of the highest quality that offer well paid, skilled jobs.

x Aim 2: Regeneration and investment should strengthen the community and make the town increasingly self sufficient with all the services, facilities and events necessary to make it a great place to live.

x Aim 3: Chard should develop and enhance its urban environment so that it has a quality that is comparable to its stunning natural setting and rich cultural heritage.

4.9 In order to meet these aims the Chard Regeneration Plan was produced which sets out four options for growth in the town, each with a differing level of development around the town. All four options include the eastern half of the northern development site, with the western half appearing in option 4 only. The preferred option, option 3 does not include the western half of the development site.

4.10 The preferred option includes:

x Regeneration of the town centre including enhancement of High St and Fore St

x Relocation of the football club to the north of the town, employment development and housing on the old site

x Highways improvements including traffic signaling in the town centre, a number of new highway links between the A30 & A358 including a second highway link around the eastern edge of the town

x Substantial housing growth completing new communities at Holbear and Millfield and extension of housing around Avishayes, maximising housing growth to the east of the town.

x This option will provide 2,716 dwellings in total (1,700 in the plan period)*

x 13 hectares of new employment land

x 1 new primary school within the plan period (up to 2026)

x 2 neighbourhood centres (local shopping) at Holbear & Millfield

4.11 Option 4, which is called ‘growth to natural limits’ would see 3,485 new dwellings being built in the town, although it does comment that:

x Levels of growth attributed to this option will require additional employment sites to be identified

x Significant encroachment onto greenfield and agricultural land to the east, north and west of the town

x Significant increases in congestion leading to air and noise pollution

4.12 The draft Core Strategy makes it clear that an eastern traffic route around the town is required in order to deliver the housing numbers set out in options 3 and 4.

Current South Somerset Local Plan

4.13 The Local Plan was adopted in 2006 and covered the period to 2011. In 2008 the district council wrote to the Government office for the South West (GOSW) to ask that most policies be saved until the Local Plan is replaced by the LDF.

4.14 Relevant Local Policy is set down in the South Somerset Local Plan 1991-2011. Relevant policies from the South Somerset Local Plan are provided below.

Policy TP1

Where required, new development will make provision for the improvement and provision of facilities for pedestrians and cyclists, including:

1. Shared and exclusive footpaths, footways and cycleways; and

2. Links with and extensions to the existing footpath and footway network.

The design of the above must take account of the need to provide for all users including the mobility impaired.

4.15 The development site benefits from a number of existing pedestrian access points and is crossed by several public rights of way. An examination of the existing pedestrian links will be undertaken to determine the viability of upgrading these to shared use facilities.

Policy TP2

The following development proposals will not be permitted unless accompanied by a travel plan:

• All major developments comprising jobs, shopping, leisure, and services;

• Smaller developments comprising jobs, shopping, leisure and services which would generate significant levels of travel in, or near to, air quality management areas, and in other locations where there are local initiatives or targets set out in the development plan

• New and expanded school facilities which should be accompanied by a school travel plan;

For other developments, a travel plan should be submitted where it will help address a particular local traffic problem associated with the development proposal which might otherwise have to be refused on local traffic grounds.

4.16 It is likely that a framework travel plan would be produced for the entire development site in order to provide a joined up strategy to deliver travel behaviour change and to minimise the impact on the local highway network. This would be supplemented by separate travel plans for the residential and commercial elements of the development.

Policy TP3

Proposals for new commercial developments, or for facilities to which the public will have access, and which would result in an increase in travel demand, should make provision for a minimum level of secure bicycle parking as follows:

Shops (Use Classes A1, A3) - 1 space per 200 sq. m. gross floor area.

Offices (Use Classes A2, B1) - 1 space per 35 sq. m. gross floor area.

Industry (Use Classes B1, B2, B8) - 1 space per 40 sq. m. gross floor area.

Secondary school (Use Classes D1) - 1 space per 5 students

Provision of secure cycle parking for other land uses will be considered on their merits.

4.17 Cycle parking in accordance with the local plan standard will be provided at the site.

Policy TP4

Proposals for new residential roads will be required to be designed so as to minimise risk of accident particularly to pedestrians and cyclists.

4.18 The development of the masterplan should pay particular attention to the delivery of an internal road network in which vehicle speeds are reduced through the geometry of the road and the nature of the environment through which they pass rather than relying on traditional traffic calming technique such as speed cushions.

4.19 The internal road network will be designed based on the guidance set out in the Manual for Streets.

Policy TP5

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 13 Developments which are likely to generate significant levels of travel demand will only be permitted where they are currently accessible to a choice of means of transport other than the car, including public transport, or where those means can be provided to satisfy the development's needs. Where these other means of transport need to be provided, then this provision will need to be secured, by the time the development is occupied, by condition or agreement with the developer. Elsewhere, the provision of improved public transport services and facilities for cyclists and pedestrians, appropriate in scale to the development and in accordance with the relevant standards, will be a material consideration in the determination of planning applications.

4.20 The development site already benefits from a reasonable level of access to public transport, consideration to providing improve interchange facilities should be considered. The development site will work to enhance the local facilities for pedestrians and cyclists including looking at options for improved links to shops, education and employment across the town.

Policy TP6

For new non residential developments non operational parking will be provided at the maximum level indicated in table 7.1. (B1 including offices 1 space per 30 m2,

For smaller scale developments parking provision should be no more than necessary to enable the development to proceed.

Reductions in this requirement may be appropriate following the assessment of the accessibility profile for the proposed site and will be encouraged in accessible locations.

Where the accessibility profile total is below 6, commuted sums will be sought to improve the accessibility of the site.

Provision of 3-6% parking spaces for the disabled will be required as part of the overall parking requirement

4.21 Appropriate levels of parking at non-residential elements of the development will be provided in accordance with the local plan.

Policy TP7

Off street parking provision for new residential developments will be provided at the following maximum levels

Town Centres - 1 parking space per dwelling

Towns and Rural Centres - 1.5 parking spaces per dwelling

Villages and Countryside - 2 parking spaces per dwelling

4.22 The development site is located outside of the town centre and therefore parking provision of an average of 1.5 parking spaces per dwelling will be provided in the residential area of the development.

5.1 The site, which can be seen in a strategic context in Figure 1, is a green field site located on the northern edge of Chard. Figure 2 shows the site in a more local context.

5.2 The site is bounded to the north by Cuttiford’s Door Road, to the west by Crimchard, to the south the development is bordered by the rear gardens of the existing residential areas to the south and to the east the site is bordered by an existing industrial/business estate accessed off of Thorndun Park Drive.

5.3 Thorndun Park Drive is a local distributor class road, which starts at a priority ghost island junction with the A358 Furnham Road, before winding west firstly providing access to the industrial estate/business park before continuing south west through the residential areas of Furnham in the north of Chard. The main site access is proposed via an existing spur road off Thorndun Park Drive.

5.4 Thorndun Park Drive varies in width between 7.5m and 6.3m and has continuous footways along both sides and occasionally separated from the carriageway behind an intermittent verge. Thorndun Park Drive is subject to a 30 mph speed limit.

5.5 Residential dwellings along Thorndun Park Drive are predominantly accessed via culs-de-sac although there are some properties that face onto the road with rear parking and some which have direct frontage access.

5.6 At its southern end, Thorndun Park Drive meets Glynswood at a priority T-junction. Glynswood is also a local distributor road and links the A358 Furnham Road in the west with Crimchard in the east.

5.7 Crimchard is an unclassified road which runs north – south from the western end of the main shopping streets in Chard, High Street and Fore Street. Heading north out of the town Crimchard varies in width between 6.5m and 7.5m as it passes through the residential areas to the west of the town. Within the built up area of Chard the road has footways on either side although in places the footway provision is intermittent along the eastern edge of the road. As Crimchard passes the development site the character of the road changes to that of a country lane without footways and bordered by hedges. Crimchard is subject to a 30 mph speed limit for most of its length, changing to the national speed limit adjacent to the site.

5.8 200m beyond the northern edge of Chard, Crimchard meets Cuttiford’s Door Road and another unnamed road at a crossroad junction with Crimchard as the major arm. Beyond the junction Crimchard continues north west across rural South Somerset.

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 16 5.9 Cuttiford’s Door Road runs east-west between Crimchard and the A358 Furnham Road along the northern boundary of the development site. Cuttiford’s Door Road is a country lane with hedges along both sides and no footways. The road serves a handful of properties and the Chard Garden Centre.

5.10 To the east it meets the A358 Furnham Road at a priority T-junction. At the junction both Cuttiford’s Door Road and Furnham Road are subject to the national speed limit. The junction suffers from limited visibility particularly to the north from Cuttiford’s Door Road; this issue is highlighted by the presence of continuous double centre line markings on the A358 Furham Road in the vicinity of the junction to indicate that overtaking is not safe in this location.

5.11 550m south of the junction with Cuttiford’s Door Road the A358 Furnham Road meets Thorndun Park Drive at a priority ghost island junction described earlier. Between the two junctions the A358 is wider and straighter than it is to the north and hence visibility is not an issue at this location.

5.12 South of the junction with Thorndun Park Drive the A358 Furnham Road continues south towards the centre of Chard with a road width varying between 6m and 7m. The road has footways along both sides and is lined by residential dwellings many of which, particularly to the east of the road, have frontage access. Properties to the east tend to have pedestrian access directly onto Furnham Road with vehicle access to the rear.

5.13 600m south of the junction with Thorndun Park Drive the A358 Furnham Road meets Coker Way at a large signal controlled junction which provides access to a large DIY store ( B&Q) and a new housing development. The junction provides staggered pedestrian crossings over the Coker Way and Furnham Road (south) arms of the junction.

5.14 300m further south and the A358 Furnham Road meets Glynswood at a simple priority junction with Glynswood as the minor arm.

5.15 To the south of Glynswood opposite Dellshore Close, the footway along the western side of the A358 Furnham Road runs out. The footway along the eastern side of the road continues down to the next junction. There are no pedestrian crossing facilities at the point where the footway runs out. To facilitate pedestrian movement between the Mount Hindrance site and employment and retail facilities to the south east of the town centre formal pedestrian crossing facilities may be required.

5.16 350m further south the A358 Furnham Road meets the A30 Fore Street at a signalised crossroad junction known locally as the convent signals. The junction offers single lane approaches on three of the four arms, with a two lane approach on the A358 Furnham Road

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 17 from the south. The junction allows all movements except for the right turn from A30 East Street to A358 Furnham Road north.

5.17 The stop lines on all approaches are set well back from the junction to allow for large vehicles to turn, and the presence of advanced cycle stop lines pushes the vehicle stop lines even further back. The junction geometry gives relatively long intergreen periods.

5.18 Pedestrian crossings of three of the four arms are straight over crossings without central refuges; this means that the junction must introduce an all-red stage in order to facilitate pedestrian movements.

5.19 The extended intergreen periods and the need to operate an all-red stage reduce the efficiency of the junction and limit its capacity. The junction is currently operating near capacity and has just being upgraded with MOVA – Microprocessor Optimised Vehicle Actuation which allows the controller to adjust stage lengths, stage sequences and timing plans based on information it receives about the volume of traffic and queuing on each arm of the junction, in some cases this can deliver an increase in capacity of 10 – 15%. However, given the simple 4 stage operation of the junction and the need to maintain an all-red stage the increase in capacity may be less than 10%.

Pedestrian and Cycle Routes 5.20 The areas adjacent to the development site offer good pedestrian access to the site, with a number of public rights of way across the site itself.

5.21 Figure 3 shows the local pedestrian and cycle routes adjacent to the site.

5.22 National Cycle Route 33 connects the town to and Bridgwater. NCR 33 passes through the town to the east of the A358 Furnham Road and provides a traffic free route through the town from Touches Lane in the north to Millfield in the south.

Public Transport 5.23 Existing bus services in the town can be seen in Figure 4. Current timetables can be found in Appendix A.

5.24 The closest existing bus stop to the development site is located on Thorndurn Park Drive south of the junction with Way. The stops are served by bus services 99 and 99a. Additional stops served by these services are located along Thorndurn Park Drive, Glynswood, and Crimchard. Most of the development site is within a 600m (7.5 minute) walk of a bus stop served by service 99 and 99a. Bus services 99 and 99a connects and via Chrad, Crewkerne and Misterton with each service operating once every two hours providing an hourly service to most destinations, the services operate between Monday and

5.25 For residents and employees prepared to walk a little further there are bus stops on the A358 Furnham Road north of its junction with Beeching Close. The stops are within a 600m (7.5 minute) walk of the eastern edge of the development site although this could increase to approximately 1.3km (17 minute) walk. The stops on Furnham Road are served by services 30, 30A and 91.

5.26 Service 30 provides an hourly service between Taunton and Axminster via Ilminster and Chard, Service 30A provides three services per day between Taunton and Axminster via Ashill, Illminster and Chard and service 91 provides 6 services at two hour intervals between Chard and Crewkerne via Ilminster, and . All services operate Monday to Saturday.

5.27 There are no Sunday bus services in the vicinity of the development site.

Personal Injury Accident Data 5.28 Personal Injury Road Traffic Accident data for the past five years (01/07/2006 – 30/06/2011) has been reviewed on the local road network. The data has been obtained from Somerset County Council’s Road Safety Unit.

5.29 The data has been obtained for key local routes around the site including A358 Furnham Road, Crimchard, Cuttiford’s Door Road, A30 High Street, A30 Fore Street and A30 East Street and the whole of the town centre including Crowshute Lane and A358 Old Town. The area can be seen in Appendix B which also displays all of the accidents, by severity, within the area.

5.30 The results show that there were 59 slight injury accidents and 7 serious injury accidents within the study area. No fatal accidents were recorded in the study area during the past five years.

5.31 The data shows several areas where clusters of accidents can be seen. The closest cluster of accidents to the site is at the junction of Crimchard and Cuttiford’s Door Road where three accidents are recorded, one of which is classified as a serious injury accident.

5.33 It is considered likely that the new route through the development site will reduce the level of traffic on Cuttiford’s Door Road and Crimchard to the north of the development site access, which may help to reduce the accident rates on these roads.

5.34 South of the site on Crimchard in the vicinity of its junction with Street and Helliers Road four personal injury accidents have been recorded.

5.35 The accident records do not show a significant trend in the causes of accidents at this location; despite the road alignment providing substandard visibility for some movements. The level of traffic in the location is likely to increase once the development site is built out and therefore consideration should be given to improvements at this location, especially as three of the accidents involved pedestrians.

5.36 Further from the site, another cluster can be seen on the A358 Furnham Road at its junction with Victoria Avenue; here four slight injury accidents have occurred in the past five years.

5.37 The accidents are fairly typical of those expected at a junction, particularly the rear shunts. Most of the accidents are the result of driver inattention which could not be improved by physical alterations to the carriageway.

5.39 The accident records suggest that there could be an issue with vehicle speeds on A358 Furnham Road and/or the visibility to the south from Glynswood. Buildouts either side of the junction could improve visibility and provide protection for parked cars to the south of the junction.

5.40 On the A30, larger clusters can be seen at the roundabout junction of A30 East Street and Victoria Avenue where seven accidents including one serious injury accident occurred.

5.41 The accidents are fairly typical of those found at a large busy roundabout junction, and most are a result of driver inattention and failure to give way appropriately.

5.42 To the west, at the junction of A30 East Street with the A358 Furham Road, which is known locally as the convent signals, six accidents have been recorded all of which resulted in slight injury.

Although the number of vehicles ignoring red lights may not be unusual the poor visibility between A358 Furnham Road south and A30 Fore Street is likely to be the cause of the accidents here. The reason for the child attempting to cross the road against a red man signal is unknown but the length of time pedestrians have to wait to cross may have been a factor.

5.44 On the A30 Fore Street there are eight accidents recorded in a 200m stretch of road between Combe Street and Park Road, two of these accidents are recorded as serious injury with the rest as slight injuries.

5.45 The accident records for Fore Street show lots of conflicts between turning vehicles and pedestrians. Pedestrian conflicts could be limited by improving crossing facilities by either narrowing the carriageway or providing a central refuge for crossing pedestrians. The lack of a footway along the east side of Boden Street may increase the number of pedestrians needing to cross at the junction and the set back of the dropped kerbs along Boden Street. The safety of the junction may be improved by introducing smaller radii and a straighter pedestrian route along the desire line.

5.46 To the south of the town centre there is a cluster of accidents on Crowshute Lane near its junction with Bath Square where 3 accidents have been recorded one of which was serious, and at the junction of the A358 Old Town and B3162 Holyrood Street a cluster of four slight injury accidents has been recorded.

5.47 The accident records for the southern half of the town show far more incidents involving pedestrians, and the number of children involved in accidents at the junction of A358 Old Town and Holyrood Street is particularly concerning.

Accident Overview 5.48 Accident data was obtained for most of Chard and the data does not indicate a major safety issue that would be particularly affected by the Mount Hindrance development. Consideration should be given to accidents on Crimchard that have occurred in the vicinity of the junction with Coombe Street and whether small scale mitigation measures are appropriate.

6.1 In November 2011 discussions were held with John Gallimore at Somerset County Council regarding development at the Mount Hindrance site and bringing it forward, in comparison to the phasing outlined in the Chard Regeneration Framework. The reason for seeking to bring the site forward earlier is that it can be delivered whereas it was understood that there were issues in providing strategic infrastructure required for the eastern development. John is aware of the ransom issues relating to the strategic links proposed within the Chard Regeneration Framework necessary to facilitate the eastern development area.

6.2 Capacity problems at the Convent traffic signal controlled junction (A30/A358) are seen by SCC as a key constraint on significant development in Chard. MOVA is programmed to be installed at the junction in February 2012 and John advised that it remained to be seen whether the increase in capacity at the junction would be as good as suggested in the Strategic Transport Appraisal Report.

6.3 John was comfortable with the access proposals to the Mount Hindrance Site outlined in the Chard Regeneration Framework, being an east-west distributor road with access onto the culd-de-sac on Thorndurn Park Drive to the east and a new access on Crimchard to the west.

6.4 John advised that the A358/Cuttiford’s Door Road was very substandard with regard to driver visibility onto the A358 and not suitable for any increase in traffic.

6.5 John confirmed that any development proposals should be tested using the Chard SATURN traffic model and that the model would be made available for a fee.

6.6 With regard to accessibility John advised that good pedestrian routes between the site and the town centre would be required. Public transport was discussed and the suggestion in the Strategic Transport Appraisal that the frequency of the following existing services should be increased from 1 hour to 30 minutes

6.7 John’s view was that it may be better to enhance the ‘Nippy’ service which has been successful in South Somerset towns and was now close to self sufficient in some towns. These services are a combination of demand responsive services and standard routes.

6.8 John advised that a strong Travel Plan would be required.

7.1 This section considers accessibility by alternative modes from the development site to jobs, shops, education and services.

7.2 The National Travel Survey: 2010 published in 2011 provides details of all trips per person per year, and is shown in Table 7.1 below. This provides clear evidence of the relationship between distance and probability of different modes of transport. The analysis shows that walking is the dominant mode for trips under 1.6km (77%).

7.3 For distances over 1.6km, car becomes the predominant form of travel (59%), but walking is still the chosen mode by almost a third (30%)

Walking and Cycling

7.4 The Guide to Better Practice accompanying PPG 13 (section 2.05) states:

7.5 “Where distances exceed 1 mile (about 1.6km) only a small proportion of people will walk. Where distances exceed about 5 miles (8km) only a small proportion of people will regularly cycle, even where good facilities are provided. Other modes are less sensitive to distance, but motorised modes are rarely used for trips of around half a mile (0.8km) or less.”

7.6 There is a current lack of local shops in the vicinity of the development site and the residential areas to the north of the Chard. Currently residents would have to travel down to A30 Fore Street in order to purchase items such as a newspaper or simple groceries. The addition of a local centre at the proposed development site would not only improve the sustainability of the development site but it might also draw in residents from the surrounding residential areas potentially saving car trips to the town centre.

7.7 The nearest shops to the development site are located on High Street and Fore Street, which is a walk of just over 1 mile (1.7km). The town centre has a wide range of shops including independents and national chain stores. There are several banks, takeaways, pharmacies, and a range of shops including a butcher, florists, bakery, hairdressers and a small co-op supermarket. On Holyrood Street there are additional shops and a small Sainsbury’s supermarket. On Boden Street there is a Lidl Supermarket.

F:\DATA\Jobs\0359 Mount Hindrance, Chard\Transport Appraisal Report Rev B.doc 25 7.8 The town’s main supermarket is a Tesco which is located on Tapstone Road to the south to its junction with the A30 East Street. The store is between 1.8 and 2.6km walk of the development site and therefore beyond easy walking distance for most.

7.9 With regards to leisure facilities there is a swimming pool, Skate Park, and a gym. Additional facilities are located in Taunton and Yeovil both of which can be accessed by public transport.

7.10 With regard to trips to schools, the Department for Transport publication ‘Focus on Personal Travel’ published in 2005 states that for primary school children 82% of trips less than 1.6km were on foot and this increases to 89% for secondary school children.

7.11 The Redstart Primary School is the nearest to the site and lies within 800m of most areas of the western half of the site and within 1.4km of most parts of the site.

7.12 The nearest secondary school is the Holyrood Academy which lies within a 2km walk of most areas of the development site. This is approximately a 25 minute walk.

7.13 The nearest recreation ground is located next to the Redstart School which is about 18 minutes walk from most areas of the development site.

7.14 Apart from jobs available in the town centre, the main employment areas in Chard lie along the A358 Furnham Road and within the Millfield Industrial Estate in the south east corner of the town. These lie between 1.6km and 3.0km from the development site and are within a reasonable walk or cycle distance. For journeys to work Chard has an excellent 21% walk mode share. Cycling is only 3.3% but this would in part be down to the fact that many journeys are readily made on foot.

7.15 Outside of the town the main employment areas are Yeovil, Taunton and Exeter. There are public transport links to Yeovil and Taunton.

7.16 Local bus services are outlined in Section 5. The Chard Regeneration Framework Strategic Transport Appraisal Report suggests that the major through bus services should have frequencies increased from 1 hour to 30 minutes. Somerset County Council has suggested in discussions that a more local service serving Chard may be preferable. Although the detail is not yet finalised it is clear that bus services will need improvement and that contributions from all development will be required initially.

7.17 The nearest train station to the site is located in Axminster which is approximately 12km from the development site as the crow flies. Bus service 99 which stops on Thorndun Park Drive, provides a connection to the railway station at Crewkerne, the journey takes approximately 50 minutes.

Car Travel

7.18 The main traffic capacity constraint in Chard is the convent traffic signal controlled junction (A30/A358). The 2001 census indicates that 50% of employed people live and work in Chard. Of those that travel outside of Chard to work 50% travel northwards (A358), 30% travel east, 15% south and 5% west.

7.19 In terms of mode share 21% of journeys to work were on foot and 3.3% were cycled. Approximately 50% of journeys to work within Chard are therefore made by walking or cycling.

7.20 In respect of the Mount Hindrance site, for residents travelling to work outside of Chard those travelling north, east and west (85%) would not need to travel through the Convent signal controlled junction.

8.1 It is understood that difficulty exists in the short term in delivering the eastern development area due to problems in securing the necessary strategic road links.

8.2 The proposed development at the Mount Hindrance site is approximately 500 dwellings and 3,700m2 of employment. Access to the site is readily achievable.

8.3 The main constraint on traffic flow is at the A30/A358 Convent traffic signal controlled junction. Traffic modelling undertaken in relation to the Chard Regeneration Framework indicates that installation of MOVA control at the Convent traffic signal controlled junction would provide capacity for 620 dwellings, 39,762m2 employment, 5,642m2 retail and 568m2 of A3 use.

8.4 Further the 2001 Census indicates that 50% of journeys to work are within Chard and 50% of these (25% in total) are walked or cycled. The census indicated that 50% of journeys to work are to outside of Chard and from the Mount Hindrance site 85% of these would not need to travel through the Convent junction.

8.5 Although more detailed traffic modelling will be required analysis thus far suggests that installation of MOVA would be sufficient to enable the development at the Mount Hindrance site.

8.6 It is considered that as part of development proposals at Mount Hindrance it may be appropriate to provide a pedestrian crossing of the A358 Furham Road between Glynswood and Dellshore Close.

8.7 Analysis of accident data does not indicate a major safety issue that would be particularly affected by the Mount Hindrance development.

8.8 Provision of local facilities (e.g. local convenience store) within the Mount Hindrance development would also serve a local need and reduce the need to travel.

8.9 It is considered that development at Mount Hindrance would comply with national and local transport policy.
