Introduction

This Community Emergency Plan has been created for the parish of Merton in . The parish itself extends from Merton Borrow Pit in the south-west up to a point immediately west of Graven Hill in the north, and east to a point a few hundred metres short of . In addition to the core village itself, the parish encompasses residences at Merton Grounds, Home Farm, Astley Bridge Cottage and Astley Bridge Farm. The full area of the parish is shown in the map reproduced in Figure 1 below. A full-sized copy of the map is given in Appendix 1; a map of the village itself is given in Appendix 2.

According to the Office for National Statistics (March 2011 census), the total population of the parish was 424 (208 male, 216 female), in 138 households. Of that population, a total of around 79% are listed as being in good or very good health, while some 21% are listed as having their day-to-day activities significantly limited due to poor health. Out of all of the households within the parish, 4 are listed as having no car or other vehicle available to them. These statistics are the best currently available, in informing the details of this Emergency Plan.

Flooding

With reference to the Environment Agency flood-risk map for Merton (see Appendix 3), current projections indicate that there is no significant flood risk to the village itself. Within the parish boundary however, seven properties are considered at risk: Gate Stables, Merton Grounds Farm, Merton Grounds Farm Cottage, Bramlow (Merton Grounds), Home Farm, Astley Bridge Cottage and Astley Bridge Farm. Of these, the Merton Grounds properties appear at greatest risk, lying within flood zone 3 (1% or greater chance of flooding each year). Home Farm, Astley Bridge Cottage and Astley Bridge Farm lie within flood zone 2 (up to 0.1% chance of flooding each year), although the access routes for both Home Farm and Astley Bridge Farm cross flood zone 3 terrain. Wendlebury Gate Stables, while in flood zone 1, is immediately adjacent to a flood zone 3 area, and in addition, its access routes cross flood zone 3 terrain. On this basis, emergency plans should accommodate some provision for reaching those properties in the event of serious or extreme flooding.

Local Response Volunteers/Flood Wardens

Local volunteers and flood wardens who could assist with an incident. If flooding is a local risk, some people may volunteer to lift heavy sandbags, so should be reasonably active or fit. Consider using other volunteers as communicators, administrators or minders of vulnerable people during an incident. Safe working practice – volunteers must not put their own safety or life at risk.

Activation Triggers

How the Emergency Plan will be activated. This should include details of how the plan will be activated as a result of a call from the emergency services, and also how the community itself will decide to activate the plan, if the emergency services are unavailable.

Communication & Evacuation Actions

To assist in contacting and/or evacuating local households in the event of an emergency, Appendix 3 provides checklists. The village is divided into 6 blocks of between 20 and 26 houses each, and the checklists are designed so that each household can be ticked off as it is visited. Except where contact cannot be made with the emergency services, actions should be agreed with emergency responders in the event of an evacuation. For example, typical actions might include: 1. Open and support survivor reception centres. 2. Help police/local authority with door knocking. 3. Tell the emergency services who might need extra help to leave their home.

Alternative Communication Arrangements

Agreed methods of staying in contact if usual communications have been disrupted. Eg. meet at Village Hall, knock the doors of other coordination group members.

Appendix 4

Introduction: Merton Property Checklists

Each of the following 6 pages contains a colour-outlined section of the map of Merton, listing each of the properties within the outlined area. The houses and other properties have been listed in the approximate order in which they would be visited, when starting at the south-western end of the village (i.e. nearest to the M40) and working towards the Ambrosden end. Each of the 6 checklists contains a similar number of properties (ranging between 20 and 26), so that a group of 6 volunteers can divide up the village and visit each property in turn, to inform, warn or evacuate the residents in a prompt and efficient manner. Where it is a matter of urgency, a larger number of volunteers should be used, ensuring that each person deals with a clearly- identified subset of the properties on that list. Alternatively, a “cascade” system can be used, where each household visited is asked in turn to visit a designated group of neighbouring properties. However, in the absence of a checklist for each of the householders tasked with visiting their neighbours, this system requires rigorous monitoring to ensure that no properties are missed out. The checklists have been laid out with a small box beside each property, so that each one can be ticked off once it has been visited.
