elcome to beautiful Lake of the ! Thank you for deciding to join your Wcolleagues for the 2019 MASFAP Conference. Our conference theme, “Find the Hero in You”, speaks to how we as Financial Aid Administrators impact students and their lives in ways that we may not realize. We don’t have to be a hero with a capital “H” and leap tall buildings to make a difference. However, we can be a hero in small ways – helping a student fill out a FAFSA or finding financial aid to pay their bill. Hopefully our financial aid sessions will help you discover your hidden superhero talent and use that skill to help your students!

The Program Committee created a great agenda loaded with a diverse array of opportunities to learn something new, something to strengthen your knowledge and skills, or something to take care of you and the students you serve. Due to the dedication and hard work of your fellow MASFAP members, you will find this conference had you in mind. We hope you find it fun and informative!

Whether this is your first conference or your twentieth, I encourage you to take time to network and learn from one another. Your overall experience will be enhanced if you ask questions and participate in sessions. Our goal is for you to leave this conference armed with new friends, new knowledge, and maybe a new talent for you, your office and your students!

This years’ conference is celebrating how to “Find the Hero in You”. In Superman’s words, “there is a Superhero in ALL of us”. We are all superheroes in our own way, striving to have the most up-to- date knowledge and supporting students in any way we can.

We are so glad to have the opportunity to come together as financial aid professionals, friends and colleagues while building on our efforts and strengthening our interests in the future of our students. This conference will give all a chance to network, get to know colleagues, reinforce our super strengths and learn from each other’s successes. Let’s celebrate Veterans’ Day and all heroes together, and enjoy the conference, packed with excellent sessions and fun activities…. Up, Up and Away!

Keynote Speaker Tevin Ali

evin Ali is a graduate of The Johns Hopkins University earning his Master’s in Biotechnology TEnterprise & Entrepreneurship. He earned his Bachelor’s Degree in Biological Sciences at Florida Atlantic University. Tevin is a leader and entrepreneur in the biotech sector and is also an empowering motivational speaker passionate about helping others overcome their struggles to become the strongest version of themselves possible.

Tevin is no stranger to struggles and setbacks. Born in Trinidad & Tobago and raised by immigrant parents, his family had little wealth, but valued education. After many years of saving, Tevin was the first in his family to attend college. By his own admission, he was not the best student, nor truly ready for college, and soon fell prey to an inner dialog that morphed into a sense of hopelessness. Tevin eventually dropped out of college believing he had failed himself and his family. Fortunately hitting his lowest point allowed him to be highly receptive to change. Tevin overcame the fear he would never be good enough, fought back against the perception of others, and has since been the first in his family to graduate college and now serves as an incredible beacon of inspiration for others across the nation who also struggle in the face of adversity.

Tevin now serves as the Founder & CEO of Talk With Tevin LLC, his platform organization for his motivational speaking career. His keys to success lie in emotional intelligence and focusing on finding one’s personal mission. He has been featured in The New York Times, The Johns Hopkins News, and The Baltimore Times among many other academia media outlets for his dynamically driven leadership and commitment towards empowering others. A synopsis of his story has been published in partnership with the National Institute for the Study of Transfer Students in the foreword of Building Transfer Student Pathways for College and Career Success. Additionally, he was named a National Recipient of the Sallie Mae Bridging the Dream $20,000 Scholarship for Graduate Students, was awarded the prestigious Capstone Award at the Johns Hopkins Commencement Ceremony, and was also named the State of Florida Student of the Year by the Florida Association of Colleges and Employers (FloridaACE).

avid Bartlett is a Training Officer with the U.S. Department of Education in Kansas DCity. David has had the privilege to work in the student aid industry for 24 years at the U.S. Department of Education. He has been involved in delivering and developing training at Federal Student Aid (FSA) for 21 years, holding the post of Training Officer for 15 years.

ustin Draeger is President and CEO of the National Association of Student Financial JAid Administrators. He serves as the primary voice of NASFAA and as the liaison between the association members, the U.S. Congress, federal agencies and the media.

Most of Justin’s career has been devoted to assisting disadvantaged populations achieve their educational goals and better their communities. Since 2002, Justin has been engaged in either administering, interpreting, communicating, or developing student financial aid policy. His prior experiences include working as a financial aid director, regulatory and policy analyst, and spokesperson. He has held senior positions overseeing government relations, communications, and policy work. Justin is frequently quoted in the press and has appeared on The Today Show on NBC, National Public Radio, APM’s Marketplace, Fox Business News, CNBC, and C-SPAN, and is often quoted in national news outlets. Justin currently serves on the boards of directors of Baker College, the Association Mutual Health Insurance Company, the Northwood Education Foundation, and other organizations that promote health and education.

He earned his undergraduate from Brigham Young University and his MBA from Baker College.

Justin lives in Fairfax, VA with his wife and three children, where he spends his free time shuttling children to various events, bicycling, motorcycling, playing racquetball, and running.

ora Mulligan has served as Missouri’s Commissioner of Higher Education Zsince August 2016. During her time as commissioner, Ms. Mulligan and her team have partnered with colleges and universities around the state to substantially improve transfer for Missouri students, increase graduation rates by offering alternatives to remedial coursework, and implement new rules that give public colleges and universities greater ability to meet statewide and regional workforce needs.

In 2018, Ms. Mulligan and Missouri’s Director of Economic Development co-led Talent for Tomorrow, an initiative that built a statewide coalition of corporate executives, educators, community leaders, legislators, and members of the executive branch to develop and advocate for a comprehensive suite of proposals to address workforce needs. Those proposals, which included restructuring state government to bring the agencies responsible for postsecondary education, workforce development, and economic research together; funding for public colleges and universities to develop or expand academic programs that lead to jobs in high-demand occupations; and a full-tuition grant program for adults, were featured in Governor Mike Parson’s 2019 State of the State address and adopted by the General Assembly during the 2019 legislative session.

Ms. Mulligan is a native of West Plains, Missouri, and a graduate of Drury College and the . She previously served as chief of staff to the University of Missouri System president, executive director of the Missouri Community College Association, and assistant attorney general. She currently lives in Jefferson City with her daughter Anna Lea.

hris Scroggins served in the Marine Corps from 2005-2009 and deployed twice to CIraq. Chris went on to earn a Bachelor of Science degree in Comprehensive Crisis Response from Northwest Missouri State University and graduated in 2014. He served with Team Rubicon, a nonprofit disaster relief organization, after college for several years in the Midwest region and at the National level. He currently serves as the School Certifying Official for Northwest Missouri State University.

arvin Smith is the Executive Director of Student Financial Services at IUPUI in MIndianapolis. Marvin has been in the financial aid profession for 30 years with stops at Purdue University-West Lafayette, Ivy Tech Community College-Lafayette, and IUPUI. He has been highly involved in the work of ISFAA, MASFAA, NASFAA, the College Board, and COSUAA, the national organization of large public university financial aid directors. He is a past president of ISFAA and MASFAA, and the current national chair of COSUAA.

eroy Wade is the Deputy Commissioner for the Missouri Department of Higher LEducation and Workforce Development and has been a member of the department for more than 33 years. In his current position, Mr. Wade is a member of the MDHEWD leadership team and serves as the chief operations officer for the department. He provides leadership for the operation of ten state funded student financial assistance programs, department budget and fiscal operations, the Missouri Student Loan Program, and other internal department functions. He also serves as the state portal agent as part of the State Authorization Reciprocity Agreement (SARA). He received a B.A. in political science from Westminster College and an M.A. in public administration from the University of Missouri-Columbia.

rady Willis is the Transfer Academic Advisor at Northwest Missouri State University. BBefore working for Northwest he completed four years in the U.S. Army that included two combat tours. After the military he began his undergraduate study at Northwest and graduated with a degree in Emergency and Disaster Management. His passion project is to work to eliminate barriers, create resources and provide support for student Veterans to achieve their academic goals.

Discovering the Superpowers of Federal Work-Study Programming Barcelona It can be difficult to deal with the “menacing” pieces of federal work-study (FWS) regulations and employment requirements. Northwest Missouri State University began a journey to build program improvements and new initiatives to enhance the FWS student experience and “empower” the program. Implementations took place to rebuild the program for an overall comprehensive student experience, while creating “superpower” efficiencies for the administration of the program. The first step was relocating the program functions from the Office of Financial Assistance to the Office of Human Resources. Along with the “transformation,” came a deep assessment of the employment and federal work-study regulations. This session will review important employment relations concepts and how it can be applied to all federal work-study programs. We will discuss the following components during this session: The strategy of “headquartering” federal work-study programming based on your institution’s mission. The regulations and employment laws as they relate to federal work-study, “to ensure justice for all”. Changing the culture of federal work-study from “worker” to “Superhero” and valued employee. Opening The regular business meeting of the Missouri Association of Student Financial Aid Personnel (MASFAP) was called to order at 12:59pm at the Lodge of Four Seasons in Lake Ozark, Missouri by MASFAP President Kerry Hallahan.

President MASFAP President Hallahan provided an overview of the activities within the association throughout the 2018 year and announced there were over 60 newcomers at the conference. A quorum is present with Amy Hager assigned as Parlia- mentarian and the Board was introduced. Both the President and the President Elect participated in discussions with other non-profit leaders to create a Missouri College Access and Success Network to establish more efficient efforts and identify service gaps. Early Awareness held nine high school counselor workshops with over 400 High School Counselors in attendance and received over 300 applications for the Make a Difference Scholarship. The Legislative Committee continues to strengthen relationships with those in Jefferson City and Washington D.C. A Missouri delegation traveled to D.C and returned with a project to create a collective voice for Missouri. Meetings with FSA, Kathleen Smith, initiated the conversation of Return of Title IV and she asked for feedback and solutions. An Ad-hoc committee has been established to review and create a proposal to simplify the process. Amy Hager prepared five new members for the Leadership Development Program. The Professional Development Committee conducted several trainings with a total of 314 in attendance, 44 institutions with 173 being unduplicated attendees. Trainings ranged from MDHE, Verification, Credentialing Opportunities, Town Hall and Director’s Roundtable. The Site Committee is being assisted in the conference by the Delegates since the Chair was unavailable. There are a total of 23 exhibitors. Their partnership was acknowledged and they were thanked for their ongoing support.

Approval of Minutes Copies of the minutes from the 2017 MASFAP Business Meeting were made available. Motion to approve the minutes carried at 1:21pm.

In Remembrance of

Bruce Lopez hJuly 3, 1958 ~ October 3, 2019

I am so-so sorry for your loss that has left an immense void in your lives. Bruce was a treasure in our world of negativity. I work in one of the colleges Bruce would visit and I cannot believe I will never “get to see his smiling, happy soul again. He will be greatly missed by me and everyone that had contact with him as he was such a light but gentle soul that I was blessed to have known.

Bruce was the perpetual good-natured, positive, generous, hard-working guy anyone would be proud to call Dad, Grandpa or friend. Many people will focus on his wonderful personal characteristics. I would like to share a little about the other side of Bruce which many may not be as aware of because in addition to all of those great characteristics, he was a humble man, too. He was one of my competitors and I still loved and respected him and will always be in awe of what he accomplished in the business side of his life. Not only did he help build Credit World and give it premier status in this region, the most impact Bruce had was on all of the colleges and universities in the region, and, therefore, all of their students. He worked tirelessly for associations that educated staffs and supported higher ed legislative initiatives. He was just as motivated and industrious as a Board member as he was as an exhibitor. He pitched in wherever he could help. He coordinated and hosted an annual workshop for schools’ fiscal staffs. He was a coach, a mentor, a guide, a tutor, an advisor basically, a guru for all. He won awards that most of you probably never even knew about, but they were significant, competitive awards where Bruce was chosen from hundreds of potential candidates. He did all that and more, while always telling us about his lovely family, proudly showing us photos of his beloved wife, children and grandchildren and talking so fondly of his dad. My heart goes out to all his family and friends I cannot even imagine the sorrow you must be feeling at this loss, as my heart is breaking with it. I will continue to light candles and keep all of you in my family’s prayers. God bless you all, and keep His loving arms around my friend, Bruce.

Through the industry we worked in, I knew Bruce for at least 25 years. Although we saw each other maybe three times a year, I always looked forward to seeing and having lunch or dinner with him. He was a complete gentleman, and our discussions always centered around family and sports. Business was only discussed when absolutely necessary. I am deeply saddened by his passing and offer my condolences and prayers to his family and friends. I will never forget you buddy.

Bruce was always a smiling face at our financial aid conferences. He treasured his family and spoke of his grandkids often. I will certainly miss his genuine personality. Though I will not be at the services, I will say a rosary on Friday for the repose of his soul. May the perpetual light shine upon him and rest in peace, friend. You will be missed dearly!

My prayers and deepest condolences to Mary and all of Bruce’s family. I’m so sorry that I will not be able to attend his service this weekend. Bruce was one of those rare people who always made you feel good. His smile was infectious and he never hand an ill word or thought about anyone. This world is far better for having had Bruce in it. Even though his time here was too short, his joy and happiness will carry on through his family whom he loved beyond measure and the thousands of friends and people whose lives he touched. I’m so thankful to have been counted among his friends and will always remember his infinite kindness and beautiful smile. Rest In Peace sweet friend!

I was honored to have been blessed to have worked with Bruce for 18+ years. His attitude, smile and faith in people were refreshing. He was a good man and a true friend. I will miss our morning routine. When he spoke of his family, his eyes would light up. We would share pictures of our grandkids and laugh. He had a wonderful laugh. And he had a phone full of sweet and funny pictures of his grandkids. He was so proud of his whole family. I pray for Mary, his children, grandchildren and the rest of his family to be at peace and to know what joy and happiness he shared. That he changed so many lives for the better.
