Prepared by WXY Architecture + Urban Design, Barretto Bay Strategies and Empire Clean Cities. nyserda.ny.gov/publications ii Abstract Residential Carshare–New York Metro examines the feasibility of a carshare program business model that deploys electric vehicles (EV) among the vehicle fleet mix, with deployment in different residential markets, including low- and moderate- income (LMI) housing developments. “Residential carshare” differs from many current market offerings in that it proposes carshare vehicles at multifamily residences for the exclusive use of building residents, ensuring greater certainty to building residents of vehicle availability. Examining New Rochelle, White Plains, and Yonkers as target areas for residential carshare, this study employed the expertise of project partners, market analysis, and a pro forma to assess the feasibility of the business model. The study finds that the convergence of three emerging trendlines—new multifamily development, evolving personal mobility preferences, and generational transition—has positioned Westchester County as an ideal testbed for EV carsharing. Nevertheless, a cost premium associated with EV deployment, largely untested demand among LMI consumers, and the limitations placed on the size of the market due to exclusivity of use all conspire against a rapid return on investment and a clear path to profitability. To achieve success, a clear and compelling alignment of interests between city government, the development community, and carsharing organizations will be required. MacQuesten bought the property from Davenis Realty Inc. for $3 million. The closing was July 14. The station has a number of commercial tenants including a Chase Bank and several small businesses. The City of Mount Vernon is eager to transform the area from industrial uses to residential and retail development. Chan2 Transportation Sustainability Research Center, University of California, Berkeley, [email protected], [email protected] Abstract Carsharing continues to grow worldwide as a powerful strategy to provide an alternative to solo driving. The viability of electric vehicles, or EVs, has been examined in various carsharing business models. Moreover, new technologies have given rise to electromobility, or e-mobility, systems. This paper discusses the evolution of e-mobility in carsharing business models and the challenges and opportunities that EVs present to carsharing operators around the world. Operators are now anticipating increased EV proliferation into vehicle fleets over the next 5- 10 years as technology, infrastructure, and public policy shift toward support of e- mobility systems. Thus, research is still needed to quantify impacts of EVs in changing travel behavior toward more sustainable transport. 1 Introduction Carsharing enables a group of members to share a vehicle fleet that is maintained, managed, and insured by a third-party organization. Primarily used for short-term trips, carsharing can provide affordable, self-service vehicle access 24-h per day for those who do not have a car, want to reduce the number of vehicles in their household, or do not use their vehicle during the day for long periods of time. Rates include fuel, insurance, and maintenance. Ideally, carsharing works best in a neighborhood, business, or campus setting where users could walk, bike, share rides, or take public transit to access the shared-use vehicles. Carsharing has evolved through several phases since the first carsharing system began in Europe in 1948.

MNR sets forth to accomplish the following goals to meet the demand: Relocate the existing Southeast Station parking into a new parking facility, east of the station within the Metro-North’s, 52-acre property: Improve customer service and traffic circulation with more convenient, expanded parking and intermodal access. Expand and modernize Brewster Yard to support long-term ridership growth: Extend the existing yard to the north into the current Southeast Parking footprint after the new parking facility is complete.
