PARISH COUNCIL 6571r6 A Meeting of the Parish Council was held on Wednesday 22"d June 2016 in St. Mary's Church Black Bourton at 7.30 p.m.

3. Declaration of Interest none

5. Minutes: The Minutes of the meeting held by the Parish Council on 18e May 2016 were agreed and signed.

6. Public Questions:

Mr. Alec Jones reported on the work carried outby the BBEC onthe Cotswold Wood Fuels Planning application. The Parish Council's objections will go in to Mr. Periarn on Friday.

Cllr. Terry Pope will write to the County Council asking Mr. Periam to take the Councillors inspecting Black the Bourton prior to the Planning meeting, all the way along to Cotswold Wood Fuel's site and past it to Thames Water site so that they can see the state of the roadlfootpath, the sprllage ofwood ships and the proximity of the RAF Fuel Storage Tanks with a capacrty of 5 million Ltrs. He will also mention the large chunks of wood bark, some quite large, that fall offthe H.G.V.s from Cotswold Wood Fuels site through to these are unsightly and dangerous.

The Peri track public footpath has deteriorated due to the heavy traffic from Cotswold Wood Fuels and Thames'Water. We will contact the footpath officer to see what they can do and also ask him to look into sprllage of wood shavings outside the barn so close to the footpath and the RAF fuel store to assess the danger to the public.

There have been complaints about stinging nettles and brambles along the Peri track which we will have to clear as it has become our respoflsibility since the Council cuts - we will notiff Carterton and Alvescot Councils for them to check their parts of the footpath, 658116 Cllr. 6. Matters Arising:

(a) Cotswold Wood Fuels Planning Application: dealt with above

(b) Bollards - Road: the height and amount of bollards was discussed and where The would be most usefirl - ongoing

(c ) Park Bench: Cllr. Terry Pope will treat the bench and then move it to the Play Park

(d) ROSPA Inspection: tle play pa* will be inspected in July

(e) Strategic Housing and Economic Land Availability Assessment 2016: The Parish Council replied to this that they could not really comment as we did not know how many houses, we have no mains drainage, bus service, etc. Their reply was that although the site could take 40 houses they would only build l5-20.

(f) New Parish Councillor: The Notices have been on the notice boards since I6e May and no one has called an election or come forward. We can now Co-opt a much needed Councillor to ensure our meetings are secure.

7. Treasurer's Report: Lisa Thorn

The Insurance Details are forwarded for filing Shilton Accounting Services have completed the intemal audit and retumed accounts. Letter and iavoice received.

10. Green Spaces: Cllr. Terry Pope reported that Chris Collett is behind with the grass cutting due to the wet weather but he is catching up.

The public footpath grass cutting team has cut from Green Lane to Mill Race and fromBurford Road. 659116 I 1. Other Matters for Consideration:

(a) The Defib and box need repairs and as they are over 2 years old they are out of warranty. The Clerk has sent ours offfor repair on the screen, David Nixon checked the box and formd moisture,, the bottom plate does not work or the light. The Ambulance Service will ny to mend it next week. The borrowed replacement Defib is in good working order.

(b) The flowers on the footpath outside one of Model Cottages look beautiful but have Completely taken over the footpath causing pedestrians to walk on the road.

(c ) We will unite to Oxfordshire County Council about the scaffolding on the footpath on a corner in Alvescot after apedestrian walking round it nearly got knocked over by a car - &e:e is only anarrowroad sign close to the scaffotding and no footpath.
