HIDDEN CARGO: A CAUTIONARY TALE ABOUT AGROTERRORISM AND THE SAFETY OF IMPORTED PRODUCE 1. INTRODUCTION The attacks on the World Trade Center and the Pentagon on Septem ber 11, 2001 ("9/11") demonstrated to the United States ("U.S.") Gov ernment the U.S. is vulnerable to a wide range of potential terrorist at tacks. l The anthrax attacks that occurred immediately following the 9/11 attacks further demonstrated the vulnerability of the U.S. to biological attacks. 2 The U.S. Government was forced to accept its citizens were vulnerable to attacks within its own borders and the concern of almost every branch of government turned its focus toward reducing this vulner ability.3 Of the potential attacks that could occur, we should be the most concerned with biological attacks on our food supply. A paradigm shift to use the ISS more as an Earth observation platform and to more innovation and risk acceptance can be observed in the development of new markets by shifting responsibilities to private entities and broadening research disciplines, demanding faster access by users and including new launcher and experiment facilitator companies. A review of worldwide activities shows that all spacefaring nations are developing their individual programmes for the time after ISS. All partners are basically still interested in LEO and human spaceflight as discussed by the ISECG. ISS follow-on activities should comprise clear scientific and technological objectives combined with the long term view on space exploration. -

IN-TRANSIT CARGO CRIME IMPACTING THE RETAIL SUPPLY CHAIN John Tabor1 National Retail Systems, Inc. ABSTRACT Surveys of retail security directors show that almost half of those polled had been the victims of a supply- chain disruption directly related to cargo theft. This is a significant increase from just five years ago. In order to fully understand the issue of cargo theft, retailers need to know why it exists, who is perpetrating it, how risk can be reduced, and ultimately how to react to a loss. This article explores a number of dimensions of the issue, and offers several suggestions for mitigating the risk and dealing with theft after it occurs. INTRODUCTION That said, remember that virtually 100 percent of the merchandise in retail stores is delivered by truck. Nield, Associate Administrator for Commercial Space Transportation at the Federal Aviation Administration (FAA), addressed the future of commercial space travel: “There is tangible work underway by a number of companies aiming for space, partly because of their dreams, but primarily because they are confident it can be done by the private sector and it can be done at a profit.” Indeed, private companies and entrepreneurs are currently aiming to make this dream a reality. While the current economic downturn will likely slow industry progress, space tourism, currently in its infancy, is poised to become a significant part of the hospitality industry. Unlike the space race of the 1950s and 1960s between the United States and the former Soviet Union, the current rivalry is not defined on a national level, but by a collection of first-mover entrepreneurs that are working to define the industry and position it for long- term profitability. -

Abstract: The current success rate of CubeSat missions, particularly for first-time developers, may discourage non-profit organizations to start new projects. CubeSat development teams may not be able to dedicate the resources that are necessary to maintain Quality Assurance as it is performed for the reliable conventional satellite projects. This paper discusses the structured life-cycle of a CubeSat project, using as a reference the authors’ recent experience of developing and operating a 2U CubeSat, called qbee50-LTU-OC, as part of the QB50 mission. This paper also provides a critique of some of the current poor practices and methodologies while carrying out CubeSat projects.
