EXECUTIVE POWER, DRONE EXECUTIONS, AND THE DUE PROCESS RIGHTS OF AMERICAN CITIZENS Jonathan G. D’Errico* Few conflicts have tested the mettle of procedural due process more than the War on Terror. Although fiery military responses have insulated the United States from another 9/11, the Obama administration’s 2011 drone execution of a U.S. citizen allegedly associated with al-Qaeda without formal charges or prosecution sparked public outrage. Judicial recognition that this nonbattlefield execution presented a plausible procedural due process claim ignited questions which continue to smolder today: What are the limits of executive war power? What constitutional privileges do American citizens truly retain in the War on Terror? What if the executive erred in its judgment and mistakenly executed an innocent citizen? Currently, no legal regime provides answers or guards against the infringement of procedural due process the next time the executive determines that an American citizen must be executed to protect the borders of the United States. -

For centuries, it has linked the eastern and western regions of the Indian subcontinent, running from Bengal, across north India, into Peshawar, Pakistan. Horses, donkeys, and pedestrians compete with huge trucks, cars, motorcycles, rickshaws, and bicycles along the highway, a commercial route that is dotted with areas of activity right off the road: truck stops, farmer’s stands, bus stops, and all kinds of commercial activity. -

Calendar Year 2019 Community Service Report 2020 Community Service Report 1 Dear Friends, It is my pleasure to present the 2019 Community Service Report, highlighting KPBS’ projects, accomplishments, and programs. The report covers our activities during the fiscal year 2019 (July 2018 to June 2019). In January 2019, KPBS unveiled a new logo. The previous four color logo was introduced long before the digital revolution and multi-platform applications. The new logo brings our brand into the modern era and can be readily recognized on all our platforms — making it easy for you to find KPBS on the devices and tools you use everyday. In these next pages, you’ll learn about some of the key programs we’ve presented and produced — from award-winning national documentaries, insightful news reports, engaging events, and innovative podcasts. We hope the report gives you a sense of all the ways KPBS contributes to our community, our culture, and our lives here in San Diego. THE FIRST FORTY YEARS INTRODUCTION by Susan Stamberg Shiny little platters. Not even five inches across. How could they possibly contain the soundtrack of four decades? How could the phone calls, the encounters, the danger, the desperation, the exhilaration and big, big laughs from two score years be compressed onto a handful of CDs? If you’ve lived with NPR, as so many of us have for so many years, you’ll be astonished at how many of these reports and conversations and reveries you remember—or how many come back to you (like familiar songs) after hearing just a few seconds of sound. And you’ll be amazed by how much you’ve missed—loyal as you are, you were too busy that day, or too distracted, or out of town, or giving birth (guess that falls under the “too distracted” category). Many of you have integrated NPR into your daily lives; you feel personally connected with it. NPR has gotten you through some fairly dramatic moments. Not just important historical events, but personal moments as well. I’ve been told that a woman’s terror during a CAT scan was tamed by the voice of Ira Flatow on Science Friday being piped into the dreaded scanner tube. So much of life is here. War, from the horrors of Vietnam to the brutalities that evanescent medium—they came to life, then disappeared. Now, of Iraq. Politics, from the intrigue of Watergate to the drama of the Anita on these CDs, all the extraordinary people and places and sounds Hill-Clarence Thomas controversy. -
National Endowment for the Arts Annual Report 1993
L T 1 TO THE CONGRESS OF THE UNITED STATES: It is my special pleasure to transmit herewith the Annual Report of the National Endowment for the Arts for the fiscal year 1993. The National Endowment for the Arts has awarded over 100,000 grants since 1965 for arts projects that touch every community in the Nation. Through its grants to individual artists, the agency has helped to launch and sustain the voice and grace of a generation--such as the brilliance of Rita Dove, now the U.S. Poet Laureate, or the daring of dancer Arthur Mitchell. Through its grants to art organizations, it has helped invigorate community arts centers and museums, preserve our folk heritage, and advance the perform ing, literary, and visual arts. Since its inception, the Arts Endowment has believed that all children should have an education in the arts. Over the past few years, the agency has worked hard to include the arts in our national education reform movement. Today, the arts are helping to lead the way in renewing American schools. I have seen first-hand the success story of this small agency. In my home State of Arkansas, the National Endowment for the Arts worked in partnership with the State arts agency and the private sector to bring artists into our schools, to help cities revive downtown centers, and to support opera and jazz, literature and music. All across the United States, the Endowment invests in our cultural institutions and artists. People in communities small and large in every State have greater opportunities to participate and enjoy the arts.
