The City Council is preparing a Local Plan for Liverpool. Covering a period of at least 15 years, this document will contain policies on housing, employment, shopping and other land uses and it will also allocate sites for such uses. In accordance with Government Regulations 1, the City Council is now notifying interested bodies and persons, and inviting representations on what the Local Plan should contain. The Local Plan will allocate sites for development, and identify land to be protected from development. If you wish to propose a site to be allocated for a particular type of development (e.g. housing, employment etc.) OR a site to be protected from development, please use this Form • If you wish to make a quick comment on what you think the Plan should contain, please use Form A • Alternatively, if you wish to make more detailed comments on what the Plan should contain , please use Form B, which has a number of questions on housing, employment and other types of development If you require further information, please see the “Shaping the Liverpool Local Plan” document, which can be found on line at www.liverpool.gov.uk/consultation .     View from Lee - north to south Published September 2020 3 North Shore Vision I am pleased to introduce this North Shore Vision for the Liverpool Maritime Mercantile City World Heritage Site. Foreword Liverpool is a city that is undergoing a multi-billion pound renaissance and we are constantly seeking the right balance where regeneration and conservation can complement each other. We are proud of our unique heritage and have a desire to ensure that the city continues to thrive, with its historic legacy safeguarded and enhanced. On 17 July 2019, Liverpool City Council declared a Climate Change Emergency and I led a debate on the impending global ecological disaster, calling on all political parties to come together to rise to the challenge of making Liverpool a net zero carbon city by 2030. The way we do things in the future will need to change to a more sustainable model. To achieve this, the city has embraced the principles of the United Nations Development and this document sets out our ambitions for future growth and development for the North Shore area of the city firmly within this context. We have already begun work with partners to deliver that ambition. Existing and highly successful examples include the iconic Titanic Hotel redevelopment, restoration of the Tobacco Warehouse and the proposed refurbishment of the listed Engine House at Bramley Moore Dock which reinvigorate dilapidated heritage assets on the North Docks, providing access and interpretation to a new generation of people in the City. Liverpool has a well-earned reputation for being a city of firsts.

Shipping Safety within the Port of Liverpool Adrian Jarvis Introduction: Sources and Methods The issue of safety at sea has long exercised the minds of those who were concerned by what they perceived as irresponsible shipowners who sent their men to sea in dangerous vessels or with dangerous cargoes. Samuel Plimsoll is just the most famous among many who sought to bring to the shipping industry the sort of controls which already existed in many shore-based industries, and a number of Parliamentary enquiries investigated these questions in the nineteenth century.' Maritime historians have taken a good deal of interest in the answers, at both scholarly and more popular levels. Further down the scale comes the literature of spectacular shipwrecks, the worst examples of which are not merely voyeuristic or ghoulish but positively necrophiliac. What author of third-rate novels could improve on the real-life storyline of the Titanic? It raised issues of class and gender, of social, financial and technological hubris, and of heroism and neglect.' The common perception is that such tragic events invariably unfolded either in mid- ocean or on storm-battered rocky shores and in terms of bulk fatalities that perception is obviously correct. Its corollary, that one is safe in po rt, is not merely widely accepted but has extended to the use of the po rt as a metaphor for Heaven, with Jesus as celestial pilot and the Holy Trinity as the po rt authority.' This paper makes a rapid survey of the records of the Mersey Docks & Harbour Board (MD&HB), which shows that there obviously were accidents to ships when they were supposedly safe in po rt, that such accidents were numerous and that some of them were serious.

    Albert Dock – Albert Dock and its warehouses were opened in 1846 by Prince Albert. They were designed by Jesse Hartley, the dock engineer with assistance from the architect Philip Hardwick. The dock was one of the earliest enclosed docks in the world and it is believed to form the largest group of Grade 1 Listed Buildings in England. The use and condition of the dock and warehouses declined during the 20th century, but they were comprehensively restored and converted to a mix of uses in the 1980s. They are now the most popular non- paying visitor attraction in the North West. IHBC Summer School Saturday 16th June 2007 Stanley Dock – Stanley Dock was opened in 1848 and between 1852-55 it was equipped with import warehouses of fire-proof construction similar to those at Albert Dock, all to the de- Tour signs of Jesse Hartley, the dock engineer. In 1901, the dock was partly infilled and Stanley Dock Tobacco Warehouse was constructed, using over 27 million bricks. It is believed to be the largest brick building in the world. The whole complex is disused, apart from the ground Liverpool’s World Heritage Waterfront floor of two of the warehouses, where a market is held every Sunday. Discussions are under- way with the owners to try to find a sustainable use for the buildings. The City Council will therefore commit more resources to promotion and interpretation of the WHS to ensure that its unique cultural heritage is fully utilised, as well as being properly conserved. The purpose of the SPD is to provide a planning framework for development which will enhance the city’s heritage and boost investment, tourism and regeneration. Above all, it is intended as a policy document which will encourage economic regeneration with an emphasis on quality. It is part of an emerging statutory development framework for the city which will outline more specific guidance on land allocations to prioritise target areas for economic growth for the whole city, including the World Heritage Site and areas bordering on it. The SPD includes important principles about World Heritage Site management in the longer term, with the emphasis on preserving and enhancing Liverpool’s outstanding universal value and the quality of its public realm. However, it is being issued at a time when the global and UK economy is contracting and a main priority for the City Council is the city’s continuing economic regeneration.

It confirms that Liverpool City Council (LCC) and Peel Holdings (the Liverpool Waters developer), with the advice of Historic England (HE) and the engagement of the State Party are working to safeguard the OUV of the property, including the conditions of authenticity and integrity and the protection and management regime.
