    View from Lee - north to south Published September 2020 3 North Shore Vision I am pleased to introduce this North Shore Vision for the Liverpool Maritime Mercantile City World Heritage Site. Foreword Liverpool is a city that is undergoing a multi-billion pound renaissance and we are constantly seeking the right balance where regeneration and conservation can complement each other. We are proud of our unique heritage and have a desire to ensure that the city continues to thrive, with its historic legacy safeguarded and enhanced. On 17 July 2019, Liverpool City Council declared a Climate Change Emergency and I led a debate on the impending global ecological disaster, calling on all political parties to come together to rise to the challenge of making Liverpool a net zero carbon city by 2030. The way we do things in the future will need to change to a more sustainable model. To achieve this, the city has embraced the principles of the United Nations Development and this document sets out our ambitions for future growth and development for the North Shore area of the city firmly within this context. We have already begun work with partners to deliver that ambition. Existing and highly successful examples include the iconic Titanic Hotel redevelopment, restoration of the Tobacco Warehouse and the proposed refurbishment of the listed Engine House at Bramley Moore Dock which reinvigorate dilapidated heritage assets on the North Docks, providing access and interpretation to a new generation of people in the City. Liverpool has a well-earned reputation for being a city of firsts.

    Albert Dock – Albert Dock and its warehouses were opened in 1846 by Prince Albert. They were designed by Jesse Hartley, the dock engineer with assistance from the architect Philip Hardwick. The dock was one of the earliest enclosed docks in the world and it is believed to form the largest group of Grade 1 Listed Buildings in England. The use and condition of the dock and warehouses declined during the 20th century, but they were comprehensively restored and converted to a mix of uses in the 1980s. They are now the most popular non- paying visitor attraction in the North West. IHBC Summer School Saturday 16th June 2007 Stanley Dock – Stanley Dock was opened in 1848 and between 1852-55 it was equipped with import warehouses of fire-proof construction similar to those at Albert Dock, all to the de- Tour signs of Jesse Hartley, the dock engineer. In 1901, the dock was partly infilled and Stanley Dock Tobacco Warehouse was constructed, using over 27 million bricks. It is believed to be the largest brick building in the world. The whole complex is disused, apart from the ground Liverpool’s World Heritage Waterfront floor of two of the warehouses, where a market is held every Sunday. Discussions are under- way with the owners to try to find a sustainable use for the buildings. The project is part of the £3.6 billion being invested by United Utilities in AMP5 across the North West to improve water quality and the environment by 2015. By upgrading the existing works and constructing a sequence batch reactor, the treated water leaving the new plant will be cleaner and greener helping the continued rejuvenation of the River Mersey and ensuring it meets strict European Standards for water quality. Heat within the digesters encourages the biological breakdown of the sludge and produces a biogas consisting largely of methane. The biogas is captured, and stored in gas holders prior to being utilised in a combination of combustion plant which converts the gas into heat for the digesters and into electricity for the installation and WwTW.

    Wellington Dock Planning Application, Liverpool Non-Technical Summary for Environmental Statement INTRODUCTION United Utilities PLC (UU) has applied for planning permission for an extension to Liverpool Wastewa- ter Treatment Works (WwTW) located at Sandon Dock in Liverpool. The extension will comprise the construction of a new plant to carry out the secondary treatment of the wastewater. The proposed development site is Wellington Dock, which is immediately to the south of the existing Sandon Dock section of Liverpool WwTW, and is currently occupied by a wet dock and surrounding hard standing docksides. This site is approximately 2 km to the north of Liverpool Town Centre, to the east of San- don Half Tide Dock, which serves as a connection between the River Mersey and several other docks including Huskisson, Canada and Bramley Moore docks. Site Location Plan As part of the planning process, an Environmental Impact Assessment (EIA) has been carried out to understand the potential effects that the extension would have on the environment. The results of the assessment are available in the Environmental Statement, and are summarised in this Non-Technical Summary. WHY IS THE EXTENSION NEEDED The existing secondary treatment process at Liverpool WwTW, is not able to consistently treat the wastewater in accordance with current regulatory requirements prior to discharge to the River Mer- sey. Rags, fats and grease create a blockage of the secondary treatment filter nozzles and biomedia that biologically treat the waste water. This has caused the wastewater to receive incomplete bio- logical treatment prior to release to the river and also resulted in some consent compliance failures which in turn has lead to a prosecution by the Environment Agency.
