Bu birimin yanlış yapılanması ve işleyişi idari düzenin bozulmasında belirleyici bir etkendir. Bu nedenle bir devlet idari sistemini oluştururken idari taksimat birimlerini de doğru biçimlendirdiği sürece, güçlü ve sağlam bir idari sistemin temelleri atılır. Osmanlı Devleti de kurulduğu ilk yıllardan itibaren idari yapısını sürekli yenileyerek varlığını uzun süre korumayı başarmıştır. 19.yy dan itibaren ise siyasi vaziyetten kaynaklanan iç ve dış etkenler ile idari taksimat yeniden şekillenmiştir. Hazırladığımız tez 19.yy Osmanlı Devleti idari taksimat birimlerini yıllar arasındaki değişikliklerle ortaya çıkarmayı hedeflemiştir. The wrong structure and functioning of the administrative system, has been a determining factor in the deterioration of the administrative order. Therefore, as long as the correct format while determining the administrative territorial units of the state administrative system, the foundations of a strong and robust administrative system will be taken. From the first years of the Ottoman Empire also established its presence by constantly innovative administrative structure has been successful for a long time protection. From the 19th century, internal and external factors resulting from the political situation and the administrative division have been reshaped. The thesis we prepared, aims to reveal the administrative divisions of the Ottoman State in the 19th century through changes between years. Key Words: 19.     AYAŞ’IN XIX.YÜZYIL ORTALARINDA SOSYAL VE EKONOMİK YAPISI ÜZERİNE TESPİTLER VE SONUÇLAR Şennur ŞENEL-Ali Fuat KARAMAN Özet Bu çalışmada Ankara iline bağlı Ayaş kazasının 19. yüzyıl ortalarındaki sosyal ve ekonomik yapısı, döneme ait temettuat defterleri kullanılarak ortaya konulmaya çalışılmaktadır. Çalışmanın metodunu oluşturan ana unsur, Türk Tarih Kurumu çatısı altında 1995–2000 yılları arasında yapılan Tüsoktar projesi kapsamında yer alan çalışmada oluşturulmuş veri tabanı sistemidir. Bu sistem kullanılarak Ayaş’a ait temettuat defterlerindeki veriler, söz konusu veri tabanına girilmiş ve daha sonra sorgulanmıştır. Sonuçta elde edilen rakamlar, gerek temettuat verileriyle ilgilenen araştırmacılar, gerekse genel itibariyle Osmanlı sosyal ve ekonomi tarihi ile ilgilenen akademisyenlerin bilgilerine sunulmaktadır. Bu çerçevede başlıklar altında incelediğimiz konular şu şekildedir: Kazanın 19.yüzyıl ikinci yarısındaki idari yapısı ve yerleşim düzeni, aynı dönemde kazanın nüfusuna ait tespitler, çalışma hayatı ve buna bağlı olarak gelir dağılımı ile taşınır ve taşınmaz mülklerin nüfusa göre dağılımları, kazada yapılan hayvancılık. Nihai olarak da bütün bu gelir kalemlerine bağlı olarak kazanın Osmanlı vergi düzenindeki yeri tespit edilmeye çalışılmıştır. The failures compelled the Ottoman state to change its socio- economic and political structure. As a result of this transition of the state structure, which brought about a so-called “redistribution of power” in the empire, new Ottoman elites emerged from 1683 until the 1750s. We have divided the above time span into three stages that will greatly help us com- prehend the Ottoman transition from sultanic authority to numerous autonomies of first Muslim, then non-Muslim elites of the Ottoman Empire. During the first period (1683–1699) we see the emergence of Muslim power players at the expense of sultanic authority. In the second stage (1699–1730) we observe the sultans’ unsuccessful attempts to revive their authority. In the third period (1730–1750) we witness the emergence of non-Muslim notables who gradually came into power with the help of both the sultans and external powers. At the end of this last stage, not only did the authority of Ottoman sultans decrease enormously, but a new era evolved where Muslim and non-Muslim leading figures both fought and co-operated with one another for a new distribution of wealth in the Ottoman Empire.

Vidin County, as defined by the Ottoman Provincial Regulation of 1864, is the area that includes the districts of Vidin (the administrative center), ‛Adliye (modern-day Kula), Belgradcık (Belogradchik), Berkofça (Bergovitsa), İvraca (Vratsa), Rahova (Rahovo), and Lom (Lom), all of which are located in modern-day Bulgaria. My focus is mostly on the post-1864 period primarily due to the document utilized for this dissertation: the copy registers of the county administrative council in Vidin. Doing a close reading of these copy registers together with other primary and secondary sources this dissertation analyzes the politics of local administration in Vidin as a case study to understand the Ottoman governmentality in the second half of the nineteenth century. The main thesis of this study contends that the local inhabitants of Vidin effectively used the institutional framework of local administration ii in this period of transformation in order to devise strategies that served their interests. In writing this book intended to defend turkey against the Western public opinion concerning the Turco-Armenian question, I have only given way to my grateful feelings towards the country where I was born and which made me, in my turn, the object of her benevolence. These feelings expressed themselves by acts of indubitable loyalty and there is they reason why I fought twice in duel to maintain her honor and served her as a volunteer during the Turco-Greek War. It is after having ended my career and assured a long time ago of the kind feelings of the Ottoman Government and of my Turkish fellowmen’s that I publish this work under my name. Thereby I mean to say that I am only obeying my love towards the country. As to the degree of conviction with which I put my pen to her service in this discussion, where the question is to prove that Turkey is not so guilty as report goes and in which passions are roused to the utmost is sufficiently fixed by my signing this defense in which I speak the plain truth to the Armenian committees and the Entente.

Anadolu’nun birçok şehri gibi eski bir tarihe sahip olan Kastamonu çeşitli devletlerin ve kültürlerin özelliklerini barındırmıştır. Şehrin adı kendisi gibi eski dönemlere kadar gider. Mekânsal olarak Hititlerden Romalılara, Bey- likler döneminden Osmanlı ve Cumhuriyete kadar zengin bir hafızaya sahip- tir. Bu çalışmada Kastamonu’nun tarihsel süreçlerde geçirmiş olduğu yönetsel, mekânsal ve kültürel gelişimleri ele alınmış ve kendisine has geleneksel yapıları yanında siyasal ve kültürel yönleri incelenmiştir. Anahtar Kelimeler: Kastamonu, Şehir, Kültür, Vilayet Şehrin Siyasi Tarihçesi Karadeniz bölgesinin batı kısmında yer alan Kastamonu ilk olarak adını Gas’ların şehri anlamına gelen Gas ve Tumanna kelimelerinden oluşan ‘Gastumanna’ isminden dönüşerek almıştır. Şehir, ismini Bizans hanedanı Komenlerden aldığı da rivayet edit- lir. Komenlerin Kalesi anlamına gelen Castra Comneni isminden dönüşerek Castam- bol ve Castamouni şeklinde anılmıştır.1 Osmanlı dönemine ait bazı seyhatnamelerde ise Kestomuniya, Kastamonya olarak ifade edilse de Kâtip Çelebi bu şehri Kastamoni şeklinde ifade etmiştir.
