National General Status Working Group: 302 pp. Available in French under title: Espèces sauvages 2010: La situation générale des espèces au Canada. ii Abstract Wild Species 2010 is the third report of the series after 2000 and 2005. The aim of the Wild Species series is to provide an overview on which species occur in Canada, in which provinces, territories or ocean regions they occur, and what is their status. Each species assessed in this report received a rank among the following categories: Extinct (0.2), Extirpated (0.1), At Risk (1), May Be At Risk (2), Sensitive (3), Secure (4), Undetermined (5), Not Assessed (6), Exotic (7) or Accidental (8). In the 2010 report, 11 950 species were assessed. Many taxonomic groups that were first assessed in the previous Wild Species reports were reassessed, such as vascular plants, freshwater mussels, odonates, butterflies, crayfishes, amphibians, reptiles, birds and mammals. Other taxonomic groups are assessed for the first time in the Wild Species 2010 report, namely lichens, mosses, spiders, predaceous diving beetles, ground beetles (including the reassessment of tiger beetles), lady beetles, bumblebees, black flies, horse flies, mosquitoes, and some selected macromoths. The overall results of this report show that the majority of Canada’s wild species are ranked Secure. -

Two new subspecies are named from northwestern and northcentral Montana. Two existing names are recognized (S. e. macdunnoughi from southwestern Montana, southeastern Idaho and northwestern Wyoming, and S. e. albrighti from central Montana. S. e. near macdunnoughi from Oregon and Washington is discussed. Additional key words: Island ranges, Sweet Grass Hills, Morrell Mountain, Highwood Mountains. Of these, two occur in Montana, S. e. macdunnoughi (Gunder, 1932) and S. e albrighti (Gunder, 1932). Historically, all Montana egleis populations with a brownish colored under hindwing disc have been assigned to macdunnoughi and all populations with an olive-green colored under hindwing disc have been assigned to albrighti (Ferris and Brown 1981; Kohler 1980). During the course of my study of Montana butterflies, I have identified at least four distinct sets of populations which can be phenotypically and geographically segregated. The purpose of this paper is to define the characters of these four distinctive populations and to describe two new subspecies. DISCUSSION In this study, the two current subspecies of S. -

McCorkle and Oregon Wild hereby formally petition to list the Leona’s little blue butterfly (Philotiella leona) as endangered pursuant to the Endangered Species Act, 16 U.S.C. §§ 1531 et seq. This petition is filed under 5 U.S.C. § 553(e) and 50 C.F.R. § 424.14 (1990), which grants interested parties the right to petition for issue of a rule from the Secretary of the Interior. Petitioners also request that critical habitat be designated concurrent with the listing, as required by 16 U.S.C. § 1533(b)(6)(C) and 50 C.F.R. § 424.12, and pursuant to the Administrative Procedure Act (5 U.S.C. § 553). Due to the threat of extinction and because of its small population size, restricted distribution, isolation, and the numerous factors threatening the species and its remaining habitat, we request an emergency listing and emergency critical habitat designation pursuant to 16 U.S.C. § 1533(b)(7) and 50 CFR 424.20. -

Dear Kathy: Introduction At the request of Keane Biological Consulting (KBC), Guy P. Bruyea (GPB) conducted a reconnaissance-level survey for the butterfly and insect inhabitants of Griffith Park in northwestern Los Angeles County, California. This report presents findings of our survey conducted to assess butterfly and other insect diversity within Griffith Park, and briefly describes the vegetation, topography, and present land use throughout the survey area in an effort to assess the overall quality of the habitat currently present. Additionally, this report describes the butterfly species observed or detected, and identifies butterfly species with potential for occurrence that were not detected during the present survey. All observations were made by GPB during two visits to Griffith Park in June and July 2003. Site Description Griffith Park is generally located at the east end of the Santa Monica Mountains northwest of the City of Los Angeles within Los Angeles County, California. The ± 4100-acre Griffith Park is situated within extensive commercial and residential developments associated with the City of Los Angeles and surrounding areas, and is the largest municipal park and urban wilderness area within the United States. INTRODUCTION At the request of Compliance Biology, Inc. (CBI), Guy P. Bruyea conducted a field suwey of the above-referenced site in the Santa Clarita area of northwestern Los Angeles County, California (Exhibit 1). The specific goal of this survey was to assess potential suitability of the Magic Mountain Entertainment (MME) site as habitat to support the San Emigdio blue butterfly (Plebulina emigdionis, herein referred to as SEB), a federal species of concern. Additional searches were conducted for habitat that may support the federally endangered Quino checkerspot butterfly (Euphydryas editha quino, herein QCB), historically known from other areas of Los Angeles County south of the project site. In addition to surveys for habitat that may support the aforementioned butterfly taxa, a general butterfly inventory was performed during a series of six site visits in April and May 2004. This report describes the relevant vegetation, topography, and present land use throughout the MME site in an effort to assess the overall quality of the habitat as it pertains to special-statusbutterfly species and general butterfly diversity on the site. Survev Location The f 550-acre MME site consists of two separate suwey areas in the vicinity of Six Flags Magic Mountain Park (Park). Area 1 includes approximately 100 acres and is located immediately adjacent to and east of the Park north of Magic Mountain Parkway. -

Sentinels on the Wing The Status and Conservation of Butterflies in Canada Peter W. Hall Foreword In Canada, our ties to the land are strong and deep. Whether we have viewed the coasts of British Columbia or Cape Breton, experienced the beauty of the Arctic tundra, paddled on rivers through our sweeping boreal forests, heard the wind in the prairies, watched caribou swim the rivers of northern Labrador, or searched for song birds in the hardwood forests of south eastern Canada, we all call Canada our home and native land. Perhaps because Canada’s landscapes are extensive and cover a broad range of diverse natural systems, it is easy for us to assume the health of our important natural spaces and the species they contain. Our country seems so vast compared to the number of Canadians that it is difficult for us to imagine humans could have any lasting effect on nature. Yet emerging science demonstrates that our natural systems and the species they contain are increas- ingly at risk. While the story is by no means complete, key indicator species demonstrate that Canada’s natural legacy is under pressure from a number of sources, such as the conversion of lands for human uses, the release of toxic chemicals, the introduction of new, invasive species or the further spread of natural pests, and a rapidly changing climate. These changes are hitting home and, with the globalization and expansion of human activities, it is clear the pace of change is accelerating. While their flights of fancy may seem insignificant, butterflies are sentinels or early indicators of this change, and can act as important messengers to raise awareness. -

United States Forest Pacific 333 SW First Avenue (97204) Department of Service Northwest PO Box 3623 Agriculture Region Portland, OR 97208-3623 503-808-2468 File Code: 2670 Date: December 9, 2011 Route To: (1930) Subject: Update of the Regional Forester's Special Status Species List To: Forest Supervisors This letter officially updates the Regional Forester’s Special Status Species (RFSSS) list, which includes federally listed, federally proposed, sensitive, and strategic species (Enclosure 1). Collectively, these species are referred to as “Special Status Species.” The updated lists reflect comments received from Forest Supervisors in response to the April 27, 2010, (2670/1950) letter requesting review of the draft list. “Strategic” species were included in the last update of the RFSSS list in January 2008. Strategic Species are not considered “sensitive” under Forest Service Manual (FSM) 2670 and do not need to be addressed in Biological Evaluations. Many strategic species are poorly known (i.e., distribution, habitat, threats, or taxonomy), so conservation status is unclear. Interagency Special Status/Sensitive Species Program (ISSSSP) staff in the Regional Office (RO) will coordinate with field units to compile information to improve understanding and clarify status. To this end, management direction for strategic species requires field units to record survey and location information in the agency’s corporate Natural Resource Information System (NRIS) databases (NRIS TES Plants for vascular plants, non-vascular plants and fungi; NRIS Wildlife for vertebrates and invertebrates; and NRIS Aquatic Surveys for aquatic invertebrates and fish). The criteria for determining sensitive or strategic status for a species are attached (Enclosure 2).
