SECONDARY PROFESSIONAL EDUCATION (SHORT -CYCLE HIGHER EDUCATION)

The purpose of secondary professional education (short -cycle higher education) is teaching medium -level specialists on the basis of general , complete secondary education or primary professional education. If a person has obtained primary professional education, he may receive secondary professional education in accordance with a shorter or reduced program (Federal Law «On Education» No 92FZ with the amendments and additions of July 18, 2005, article 23, item 2) Secondary professional education may be received in educational institutions of secondary professional education or on the first stage of institutions of higher professional education. License of the right to provide higher and post - graduate professional education is granted by an authorized executive body, relying on a decision of an expert commission. License Educational Requirements for Institutions of Secondary P rofessional Education

1. Total space per student from 9.0 to 15.0 square meters. 2. A document about the institutional property right: ownership, right to day -to -day management or rent. 3. Requirements to the educational qualification of the lecturers in an institution of secondary professional education: basic level – 90 %; higher level – 95 % lecturers with higher education. 4. Staff requirements. Minimal percentage of full -time lecturers, for institutions of secondary professional education with the period of duration: - Less than a year – 15 %; - 1-3 years – 20 %; - 3-5 years – 30%; - 5-9 years – 40 %; - More than 9 years – 50 %. 5. Requirements concerning teaching and informational provision of educational process: Compliance of the curriculum to the Federal Educational Standard . Availability of curriculum programs in the main subjects. Availability of textbooks for every subject.

Basic textbooks approved by the Ministry of Education and specia l non -governmental units should constitute 60% of the library stock, including up to 10% university textbooks .., textbooks on humani ties and social studies, published during the last 5 years, and scien ce and mathematics textbooks as well as textbooks in major subjects , published during the last 10 years.
