Financial Objective and Justification Statement

The financial objective for Salomon Farm Park is to recover 100% of its operating costs through program and rental fees. The farm has been successful in reaching its’ financial objectives due to many popular programs including Farming Fun Day Camp. Next to the rentals at the Old Barn, the other main source of revenue is from Farming Fun Day Camp.

In order to expand the Farm Camp experience and recover costs we are recommending an increase in the Before and After-Care Programs and the creation of one new fee for a camp group for youth ages 13 and up.

Projected Results/ Outcomes We expect to be able to expand camp by adding a Counselor’s Aide group for youth ages 13 and up to meet the growing needs of the camp. The addition of this new group will also add up to $4,200 in revenue. An increased fee for the Before and After-Care programs will ensure that all of the staffing costs are covered for this amenity.

Financial Objective and Justification Statement

The financial objective for Salomon Farm Park is to recover 100% of its operating costs through program and rental fees. The farm had been successful in reaching its’ financial objectives due to many successful programs including Farmin’ Fun Day Camp, Old Barn rentals, the sale of crops, land in USDA Conservation Reserve Program and events like the Handmade Homemade sale.

Next to Farm Camp, the main source of revenue for Salomon Farm Park is the rental of the Old Barn. It has become an incredibly popular venue for weddings and receptions along with other special events. In 2014 we hosted a record of 67 rentals with a high customer satisfaction rating. Beginning each January, the barn is rented for the current and following year and consequently, much of the revenue collected in 2014 was for events that will take place in 2015.

Due to the need for maintenance at the property, new equipment, and the rising costs of maintenance, cleaning and salaries, we are asking the Board to approve an increase in the rental fees.

Our facility improvements during 2014 included the installation of a drinking fountain, addition of a water line, design and construction of signage for the buildings, re-seeding of grounds and the creation of a Seasonal Events Coordinator for the barn. Planned improvements for 2015 are maintenance of the barn and restroom buildings including painting and replacing deteriorating wood, re-seeding lawn areas, improvements to fences near the barn, facility cleaning equipment and other needed items. FINANCIAL OBJECTIVE AND JUSTIFICATION STATEMENT

Financial objectives vary among cost centers or program areas. In general, fees are calculated to cover the direct cost of the program with a pre-determined minimum number of participants and then increased 20% to cover administrative costs. Program fees are recalculated each time they are offered to account for any changes in costs. We also consider price breaks, competition and what the market will bear when establishing program fees.

PROJECTED RESULTS / OUTCOME:

Winter programs are held December-February. One hundred sixty (160) fee-based programs were offered in the Winter of 2014 and generated revenue of approximately $ 57,075.00.

In 2015 we are offering 156 fee based programs this winter and expect our revenue to be similar to 2014.

This jubilant interpretation of Art Deco style and Roaring ‘20s chic offers visitors a variety of backdrops for holiday enjoyment and family pictures. The Showcase includes a paved plaza under a twinkling, lighted canopy where guests may relax to the lively sounds of jazz reminiscent of the period. The centerpiece, a 6-foot tall Art Deco reindeer, stands atop a platform surrounded by vivid poinsettias in the shades of wine, red, and pink and holiday décor in the shimmering tones of silver, gold, and champagne. Lighted evergreens help to shape a showcase for the period sleigh that once belonged to Helene Foellinger. Spicy Evergreen Centerpiece Workshop # Sessions/Fee: $34 Member/ Volunteer Fee: $29 “Changing Tides” Winter Garden Exhibit January 10-April 5 This winter, the Botanical Conservatory invites internationally-known artist Sayaka Ganz to create an imaginative seascape in the midst of our lush Showcase Garden using recycled materials. Discarded everyday items such as plastic forks, knives and bowls are reborn with new purpose and meaning as the artist transforms them into colorful and lifelike sculptures of jellyfish, kelp, dolphins and coral reef. You can practice seeing the possibilities for yourself as you try your hand with “one man’s trash” in our hands-on Discovery Gallery. Let the beauty of this ocean scene inspire you to do more than recycle waste items – consider their value and start upcycling. The Conservatory is offering classes this winter and early spring to encourage the upcycling trend. Don’t miss the Creative Faire on February 21, for upper elementary through adult, to explore the creative re-purposing of materials for satisfying self-expression in art. Art Displays November-December Karen Starn – Watercolor Karen, a painter and educator, works primarily in watercolor to explore floral subjects as well as wildlife, portraits, and renderings of old buildings. She graduated in 1981 from Indiana University with a degree in graphic arts and worked as an art director, advertising artist and illustrator for over 35 years. She has won many awards in local and regional art shows. Karen was the founder and president of the Fort Wayne ArtSource. She is a mentoring artist in the Fort Wayne community. January-February Sharon Gerig – Photography This winter, we showcase the photography of Sharon Gerig. In elementary school, Sharon dreamed of having a camera and taking pictures; when she finally took her first photos at the age of 21, she was hooked for life. She has traveled North America from national parks to her own backyard. For thirty years her photos have been marketed through stock agencies with images appearing in books, magazines, calendars and advertising. She is a member of the Fort Wayne Photography Club. Although her primary focus is nature and landscape images, she’ll capture anything that catches her eye. Regular Conservatory admission applies. Winterval at the Conservatory Saturday, January 31, 10:00 am-3:00 pm Join the Conservatory and our Winterval partners in celebrating winter. Sayaka Ganz’s artwork in our “Changing Tides” exhibit demonstrates how one can create beauty from the left over and unwanted. At Creative Faire we’ll show you what others are doing to stem the trash stream by using no longer needed or wanted items to create beauty or give new purpose. We’ve collected plenty of odds and ends so that you can explore your own creativity and make you’re an upcycle project to take home. Free popcorn and warm drinks will be available. Picture Your Sweetheart February 10-15 Tues-Sat 10 am-5-pm, Sun 12-4, Thurs ‘til 8 pm Bring your sweetie to the Conservatory to enjoy our colorful “Changing Tides” exhibit, lovely indoor gardens, and a special display of orchids. Bring your camera to capture your darling under a heart-shaped arbor planted with a cascade of red “Valentine” orchids or in the ocean-inspired Showcase Garden full of colorful cyclamen and lush tropical plants. “Valentine” orchids will be available in the gift shop, while supplies last, along with other sweet gifts and souvenirs. Family Garden Close-Up Visit the Botanical Conservatory on the fourth Saturday each month to get a closer look at our plants and gardens through short walks, crafts, and snacks. We will visit one of our gardens to discover a different feature and you’ll get the opportunity to see what the Conservatory truly has to offer as you learn fun and valuable information. FGC is especially fun for young learners. The activities are included in your regular Conservatory admission fee (members and volunteers admitted free). FGC: Poinsettia Paradise December 27, 11:00 am-1:00 pm This small Mexican shrub is quite popular around the holidays. Let’s explore more about what this beautiful plant can do and have some fun too! You’ll be able to enjoy the lovely sites that surround you in the Showcase garden with our very own Poinsettia Christmas tree with loads of them sprinkled around the entire space. How many different colors of Poinsettia’s can you find? FGC: Rock on! January 24, 11:00 am-1:00 pm Let’s take solid mineral material that forms part of the earth’s surface and transform it into something useful. We’re talking about rocks here! Rocks and rock material can be found in various places throughout our garden in the form of walking paths, statues and even a home for plants. Travel around the Conservatory and turn an ordinary rock into a paperweight, garden décor or a one of a kind keepsake that will make you look at rocks in a totally different way. FGC: Worms at Work February 28, 11:00 a.m.-1:00 p.m. Approximately 70% of the garbage and trash that ends up in landfills could be recycled. Learn how to minimize waste, save landfill space, reduce the risk of pollution, and – best of all – make your own nutrient-rich soil that can be used in your yard or garden. This process, called vermicomposting, involves earthworms transforming organic waste into fertilizer. So, the next time you go to throw that banana peel in the trash think about giving worms first dibs instead!

Science Fun Curious about the natural world? Would you like to learn some cool science tricks to impress your friends or family? Each month we’ll investigate a different topic with fun and family-friendly experiments, demonstrations, and activities – most of which can be repeated at home. Each program lasts 30-45 minutes and is appropriate for ages 5 and up. Participants in NISTEM (www.nistem.org) can also earn points for attending. Preregistration is not required and the program is free with regular Conservatory admission (members and volunteers admitted free). SF: Santa Science December 20, 11:00 am & 1:00 pm Santa enjoys science, too, just like every good little boy and girl, so we’ll be conducting some seasonal science experiments just in time for the holidays. We’ll begin by making ‘Holiday Cheer Eruptions.’ Then, since you can’t have cookies without milk, the ‘Santa’s Magic Milk’ experiment is a must. Finally, even Santa needs to brush his teeth after eating all those cookies, so we’ll make ‘Santa Toothpaste’ using common household ingredients. Santa Science puts a scientific spin on your holiday season! SF: Recycled Snow Globes January 17, 11:00 am & 1:00 pm What is the science is behind snow globes? How does the “snow” fall so peacefully and perfectly? How does it even get in the globe? We’ll explore these scientific concepts and then make our own upcycled snow globes using baby food jars and other common reusable items. SF: What CAN a CANister do? February 21, 11:00 am-2:00 pm Before the digital age, small plastic canisters were used to store photographic film. With the invention of digital cameras, film has almost become extinct. Let’s use the right side of our brains to think up other uses for film canisters. We’ll give you some ideas but ultimately you get to make the final decision on how to reuse your canister. Salt and pepper shakers, kaleidoscope, coin purse . . . the list goes on . . . so join us during our Creative Faire (see p. ##) event and repurpose a film canister. Who knows, you might have the next great invention, so put your thinking caps on! Flowers with Flair This isn’t your ordinary floral arrangement workshop. Cheryl Wene and Shenoah White will help you “put a spin” on your flowers, throwing in bits of creativity and imagination, and challenging you to “think outside the bouquet.” You will incorporate an array of bold and beautifully colored fresh flowers with a small trellis for a vibrant one-of-a-kind creation. BBB: Untangle with Zen-tangles January 29, 12:00-1:00 pm Embark on an artistic and creative journey with Sheila Hamilton-Taylor, Advanced Master Gardener, as she shows you the basics of Zen-tangles, a newer art form. Once you master some basics, you can combine Zen-tangles with pressed flowers and herbs on greeting cards, stationery or journals. People who sew, quilt and paint also incorporate "tangles" into their creations. Your fee includes a pen, greeting card with envelope, a design tile and handouts. BBB: Dishcloth Designs February 26, 12:00-1:00 pm Transform a simple dishcloth into something with a little more pizazz. Crafter extraordinaire Darlene Tomkinson will show you how to transform an ordinary, everyday dishcloth into a fish or other creation, or how to wrap your dishcloth around a scrubbing brush for an all-in-one mean cleaning machine! If you continue to apply heat, the glass will become more fluid and flow together. Two or more pieces of glass will stick (or “fuse”) to each other. When the right kind of glass is heated and then cooled properly, the resulting fused glass piece will be solid and unbroken and can be quite beautiful if you know what you are doing. If you’re a beginner, you will make one fused glass gem and a 4” glass plate while learning about basic glass fusing. Natural Dye Workshop Create beautifully colored yarns with natural ingredients! Main St. Rag rug making is just one of many “forgotten skills of self-sufficiency” used by pioneers on the frontier. And, like many others, it has returned more as a hobby or craft, than a necessity. The rag rug is made from long strips of fabric that are braided, coiled and sewn into a flat spiral. They can be solid color, multi-colored, circular, square, left with ragged edges or seamed for a neater finish. They are a great way to use fabric scraps and, as the pioneers can attest, they make great rugs. For a Blue Jean Rag Rug you will need to bring 5 pairs of worn out jeans. Conservatory Terrace Pond Lighting Project

Project: Replace and improve the lighting in the Conservatory Terrace Pond. The fixtures are original to the structure dating back to 1985, and of a design and type of material common for public installation at that time. At this point all of the fixtures have failed after surviving several rounds of repair and are no longer serviceable for the facility. Exact replacement parts are no longer available through traditional suppliers. To effect repairs using e-bay and other second market suppliers is estimated to cost between $25,000 and $27,000 to light the system.

Major Components: It is proposed that a new lighting system be installed that not only replaces the former system, but adds beauty and value to the facility, while also lowering energy usage. The new system will provide the lighting required to meet minimum illumination needs for the area and also serve as an interactive art exhibit. We propose a new lighting system comprised of the following elements. • A weather-proof, chemical-proof, stainless steel, post-modern structure that provides form and support for the installation. The structure will be built in multiple, modular sections and will be designed to abstractly suggest the path of Fort Wayne’s three rivers. The structure and all lighting components will be submerged in flowing water. • A layer of multi-colored art glass pieces which is also impervious to the effects of weather and chemicals. The glass is created by hand by a master glass blower and each piece is absolutely unique. The glass will serve as an attractive art objective in the daylight. When backlit in the evening it will glow with striking vibrancy. • The lighting system is also designed to serve the facility well into the future without being damaged by weather or harsh chemicals. The cool-running, LED system will use far less energy than the former “hot lights” which has the capacity to overheat and explode should there be an undetected leak that allows the water level to get too low in the pond(s). The lights will feature changing colors and can be connected to sound equipment to react to the music during weddings and other special events. • In addition to the colorful changing lights beneath each “shelf of glass,” the project will also provide for dramatic up-lighting for each of the five waterfalls in the pond system, highlighting the motion and brilliance of the flowing water.

Funding Source: Half of the project (approximately the minimum amount required to simply replace the old fixtures with similar from secondary sources) will be funded via the 2014 Capital Improvements Fund, 355 = $25,722.

The balance of the project (half of the total required to upgrade the lighting to become a feature for the terrace garden) will be funded via private grant funds dedicated to capital improvements to the Conservatory, Fund 422 = $25,200.

For Your Consideration: Park Staff respectfully requests your approval of the fabrication of the stainless steel structure and art glass that is the signature element of this improvement. Since this project is also an art exhibit, the design of which is entirely the concept of the fabricating artist, competitive quotes are not available. The cost for this portion of the project is $37,122.

To complete the project, the Department will seek competitive quotes for the lighting and electrical work required. That work will cost $13,800. When all work is completed, the total cost for the project will be $50,922. Contract between Glass by James Michael & Co. & The Fort Wayne Parks and Recreation Department. Project Description: • Glass by James Michael & Co will provide a unique art exhibit comprised of approximately 150 linear feet of Glass Stream, supported on a stainless steel platform, designed to suggest the three rivers of Fort Wayne. • The structure will have a minimum 20 year life expectancy. The two primary materials, stainless steel and glass, are resistant to chemical and UV degradation and are well suited to constant exposure to weather, water, and sun. • The stainless steel components will be of similar construction to the prototype sections. Modular construction will be employed, with each set of attachment points individually marked for ease of identification, should disassembly and reassembly be desired. The markings are laser etched into the stainless steel so they cannot be removed. • The glass component of this project consists of approximately 1,500 lbs of selected and prepared glass. This material is derived from selected hand blown glass vessels. Each piece has been selected for size, color, and translucence. All the glass is prepared to remove sharp edges before installation.

Construction Schedule: • Fabrication of the stainless steel members will begin upon receipt of the first payment. • Installation will be completed by April 15th 2015. • Glass by James Michael and Co will install the stainless steel and glass. Installation will be coordinated with the electrical contractor doing the lighting for the project.

Consideration: Total cost: $37,122.00

Glass by James Michael & Co will provide ongoing consultation with appropriate parties to ensure the integrity of the overall artistic design.

Foellinger-Freimann Botanical Conservatory Roof Glass Improvements Project Project Number 214045 Project Approval Request

Scope of Work: This project includes improvements to the glass roof panels on the arid, tropical, and showcase houses at the Conservatory. Numerous glass panels are cracked, broken, or leaking throughout the facility. The project consists of one base quote to replace twenty- eight (28) window panels with new panels of the same style.

Board Approval: Quotes for this project were received on behalf of the Board of Park commissioners on October 30, 2014. Three companies picked up plans and one company submitted a quote. After review of the quotes, the low base quote came from O’Neil’s Glass. This company has a good history of completed projects with the Parks Department and has completed this same type of repair at the Conservatory many times in the past. At this time I would like to ask the Board for approval of a contract for $27,580.00 with O’Neil’s Glass Company.

Dedication of the new indoor playground @ McMillen Park Community Center to be held on November 25- John McMillen via the McMillen Foundation increased their contribution from $50,000 to $125,000. This increase with the other donors of AWS, Park, Rolland, Journal Gazette, Wilson and Arnold Foundations along with the Optimist Club will make the project 94% privately funded.

PERRY EHRESMAN~ Deputy Director, Leisure Services / Neighborhood Programs / Community Center More than 1000 visitors attended the Community Center’s “Fright Night- Halloween Haunt”. Face painting, balloon twisting, arts and crafts, games and food were all part of the fun on the cold, rainy afternoon. The center will present “Santa’s Workshop and Outdoor Light Display” during the downtown “Night of Lights Celebration” on November 26th, 4:30-7:30PM 105 attended The Community Center’s free Veterans’ Breakfast. The American Legion Band provided the entertainment Salomon Farm’s “Fall Harvest Festival” was held October 3, 4. Friday was cancelled due to heavy rains. 600 attended on Saturday. Entertainment included the Applejack Cloggers and bluegrass music A livestock trailer was purchased for Salomon Farm. All animals have been moved to their winter home A beautifully restored 1938 Silver King tractor was donated to the farm by Dorothy Robinson Over 100 people attended the Lindenwood Preserve “Food, Fire, Hike and Raptors Program”. The program included Soarin’ Hawk’s presentation with two hawks and two owls. A rehabilitated Great Horned Owl was released into the preserve

McMillen Park Community Center will host the “Illinois Stepping League Regional Step Show”. This will be the first opportunity to use the floor covering on the arena 2 basketball floor SBA Academy started on October 28th at Weisser Youth Center focusing on orientation and conducting assessments. Children from the other centers also attend the Tuesday after- school academy. Kid’s Café Thanksgiving Dinner for all centers will be held at Weisser Center on November 25th Seven staff and fifteen youth from Neighborhood Programs volunteered at the “Halloween Haunt Event” They twisted hundreds of balloons into gifts for the kids

Pumpkin Zone and Rocky Horror Picture Show again constituted the Botanical Conservatory’s participation in the Downtown Improvement District’s Fright Night event. Volunteers graciously supported both programs and we exceeded our attendance from the year before. Total attendance was 1,535 visitors (1,061 Adults and 474 Children), with Pumpkin Zone bringing 708 visitors (384 adults and 324 children) and Rocky Horror drawing 827 visitors (677 adults and 150 children)

The Journal Gazette Foundation approved a grant for $5,000 for the 2015 Butterflies exhibit at the Botanical Conservatory

STEVE MCDANIEL~ Deputy Director of Parks Maintenance Crews installed mulching kits on the 580’s around the middle of the month which wasn’t too soon because leaves began to fall quickly. Begin water turn offs at various parks. Working with Indiana Plumbing Services. All Splash Pads are off. Some restrooms as well are off for the season. November all unheated facilities will be shut down for the winter. Because of the warmer weather some of our restrooms have remained open. This month, the MT’s responded to, 7 alarm repairs, 1 appliance maintenance repairs, 0 bench repairs, 1 building maintenance repairs, 7 carpentry repairs, 56 electrical repairs, 17 HVAC repairs, 5 key core repairs, 62 light maintenance repairs, 7 lock repairs, 63 maintenance tech general repairs, 18 playground repair, 27 plumbing repairs, 5 sign repairs, and 0 vandalism repairs. We have spent quite a bit of time on Conservatory show change related work getting ready for the holiday season. Shoaff Tennis and Paving Improvements .Paving is complete. Color coating this spring. Lawton Shop Roof Improvements: Coat the lining of the two roof gutters and install missing downspouts. Project going to Park Board in November. Work shall be complete this year. McMillen Community Center Indoor Playground Improvements. Under construction, 80% complete. Johnny Appleseed Dog Park Improvements: DNR approval complete. Awaiting approval from local routing. Foster Golf Club house Window Improvements: Work shall start in November. Northside Paving Improvements: Under construction. Paving front parking lot and main drive along with various concrete walk improvements. Work shall be complete the end of November. Weather permitting. Griswold Safety Surface Improvements: Working on plans and specs to install new safety surfacing. Roosevelt Park Boardwalk Improvements: Working with ERI and Advanced Foundation to prepare a proposal to repair the pilings. Weisser Park Flooring Improvements: Complete. Foster Pavilion 1 Kitchenette Improvements: working on plans to replace worn out cabinets and counter tops for Pavilion 1. Foellinger Glue Laminated Beam Improvements: Project out to bid. Community Center Lighting Improvement: New LED lighting for the Multipurpose room out to bid. McMillen Community Center Concession Improvements: Replace griddle and fryer with new gas range and new exhaust hood. MSKTD sent plans to State for approval. The in-house forestry crews pruned 341 trees in section 303 in the month of October. Started the winter holiday displays installations at various sites. Attended Parks Sub-committee meeting for Riverfront Development Study. Consultants SWA Group presented more refined plans. Parks staff to review plans in early November and submit comments. Reviewed 95% construction drawings for the Beckett’s Run re-alignment through Salomon Farm Park. Many issues to resolve to assure there is no negative impact to the park. Approximately 105 replacement roses were planted at Lakeside Rose Gardens; plants have been lost due to a variety of problems, namely rosette disease.

The GTCC was coordinated and executed without any major mishaps; trees were planted between McMillen Park/Golf course, Rockhill, Psi Ote, Kettler, Foster South, and Reservoir. Volunteer turn-out was on the low side, but all trees were planted and mulched within a three hour window. Existing shrubs were removed at Franke Pavilion 1; a new landscape plan is developed, trees and large shrubs will be planted this fall, with the remainder of the new landscape completed in spring 2015. Polartrac bodies are being installed on four Toro 7210 mowers. The Polartracs have become our mainstay small area snow removers. Two of the newer 7210s are having body mounting kits installed so two of the older tired 7210 mowers can be retired from snow service

Dawn Ritchie ~ Greenway Manager We have a parcel to condemn on the Six Mile Creek Trail: Southtown Crossing to Intersection of Tillman Rd and Lemar Drive and on the Covington Road Trail: Beal-Taylor Ditch to West Hamilton Road because of financial situations regarding the property owners (liens, bankruptcy, foreclosures, etc.). Both property owners are supportive of the trails, but we have to use the condemnation process to clear up the title and acquire the land. Unfortunately, the condemnation proceedings will likely impact the letting dates of July 2015 for both projects

We met again with AEP to discuss their transmission line project slated for construction in mid- 2015 to mid-2016, which will affect the completion of the Rivergreenway Extension to Shoaff Park. They agree that the riverbank erosion is an issue that impacts all of us, and we need to deal with it. Hopefully, AEP will provide significant funding to stabilize the riverbank. Currently, our only quote for the riverbank stabilization is over $400,000. We are examining other, less costly alternatives

We have begun survey work for the Bluffton Rd Trail and Sidewalk project between Lower Huntington Rd and West Foster Park. We hope to have a consultant chosen by January to begin the engineering.
