GTR 2018 Timetable Consultation Issued: Thursday 15 September 2016 Thank you for taking the time to read and respond to our Consultation. The details contained within this consultation represent proposals which will lead up to the biggest timetable change many routes around London and the South East have seen for decades. We are keen for everyone to have their say in shaping the future train service. This is one of the earliest consultations any train operator has launched prior to a significant timetable change. The detail contained within this document has been prepared to enable us to help make informed choices and recommendations to funders on behalf of our stakeholders and passengers in the design of the GTR timetable for 2018. Following the conclusion of this Consultation, some of the detail contained within this document may be subject to change depending on the responses received. We will keep you informed throughout the process with any updates. Page 2 of 71 GTR 2018 Timetable Consultation This Consultation sets out proposed changes to the timetable which will be operated by Govia Thameslink Railway (GTR) in 2018 following completion of the Thameslink Programme. This will be the biggest timetable change on the routes affected in a generation. We are therefore seeking feedback from any interested parties who may be affected by the proposed changes to help shape the new patterns of service. Introduction The GTR franchise is a Management Contract with the Department for Transport (DfT) specifying the service and agreeing any changes. GTR and the DfT are working together to propose changes to the services to provide the capacity and levels of performance required. GTR operates train services under four local brands, Gatwick Express, Great Northern, Southern and Thameslink as follows: Gatwick Express: non-stop direct services between London Victoria, Gatwick Airport and Brighton. Great Northern: connects London with Welwyn Garden City, Hertford, Stevenage, Cambridge, Peterborough, Ely and Kings Lynn. Southern: frequent Metro service between London and South London and Surrey. Mainline services between London, Gatwick Airport and the Sussex Coast. Coastway services between Brighton, Worthing, Chichester, Portsmouth, Southampton to the West and Lewes, Eastbourne, Hastings and Ashford to the East. Thameslink: cross-London services linking north and south between Bedford, Brighton, Wimbledon and Sevenoaks. During 2018 a number of Great Northern and Southern services will be transferred to Thameslink. New services from Kent will also be introduced to provide an expanded cross- London network. These proposed changes will be explained throughout this document. To ensure we deliver a high performing timetable which meets the needs of passengers, some significant changes to the Thameslink network are proposed from those previously announced. Background to 2018 timetable change The Thameslink Programme is funded by the government through the DfT, with Network Rail delivering infrastructure improvements, Siemens delivering new trains and GTR providing additional passenger services. When the Programme completes in 2018, it will transform north-south travel through London; journeys will be improved with trains every two to three minutes through central London at peak times. Improved connections will give you better travel options to more destinations than ever before, modern track will make your journeys more reliable and new trains will provide additional capacity. Network Rail is carrying out station, track and signalling works, working closely with GTR to minimise disruption to passengers. As part of the Programme, Network Rail will simplify the track layouts on the approaches to London Bridge station which will allow for a more reliable, less congested railway. In order to achieve this, Network Rail will introduce new infrastructure including a major new section of railway. Page 3 of 71 As the Thameslink Programme progresses and the infrastructure capability becomes better understood, we continue to review and refine the service specification for December 2018, working in partnership with the Department for Transport, to ensure the future timetable is reliable and meets the needs of our passengers. Why is GTR consulting? This consultation seeks to increase our understanding of what service is required to meet the majority of our passengers needs. This initial consultation focuses on specific areas such as trains per hour, calling patterns and journey times for weekday peak and off peak services. Following a review of the feedback from the initial consultation, we will release more detailed timetables for both weekdays and weekends during 2017. A description of the consultation process is shown in the next section. Changes to train services will happen throughout 2018 to deliver the final service in December. The vast majority of changes will commence from the timetable change on Sunday 13 May 2018. The consultation process The consultation will be undertaken in two parts. This process forms the first phase as described below. • Phase one of the consultation will focus on the expected benefits, changes to train services, proposed frequencies and calling patterns with some specific options for timetable development. Services between 0700 and 2200 will be consulted on initially. Trains outside this period will be confirmed in phase two as we work with Network Rail on the preferred maintenance strategy. • Our initial plans will be shared with stakeholders and passengers for feedback. • The consultation period will last for three months and will be advertised widely. There will be opportunities to speak with us directly at our planned Meet the Manager and Roadshow events. Phase 1 • This consultation will be the earliest a train operator has released proposals in advance of the Consultation planned changes allowing sufficient time for meaningful and on-going engagement. Sept to Dec 2016 • GTR is working with Network Rail and other industry partners on these proposals. • Following consideration of phase one consultation responses and results from initial timetable evaluation, we will further develop and refine the 2018 timetable into an all-day version for Monday to Friday, Saturdays and Sundays. • These plans will be shared with stakeholders for further comment and refinement to ensure, where possible, the plans meet passenger needs. Implementation • The first stages of the timetable will be launched in January 2018 followed by May 2018 and finally December 2018. Page 5 of 71 How long will the consultation period last for? We are keen for as many interested parties as possible, whether as groups or individuals, to be involved in shaping the future train service. The first stage of the consultation will start on Thursday 15 September 2016 and close at 1700 on Thursday 08 December 2016. The consultation will last for a period of 12 weeks to reflect the scale of the proposals. The second phase of the consultation, which will take into account views and comments raised with us during the first phase, will focus on providing detailed weekday and weekend timetables for review and comments. This consultation phase is expected to commence in late spring / early summer 2017.
