No. 26, Spring 2018 Not to be served, but to serve Special Report CSV Opens Representative Office in , ! (Henan - June 2018) On June 1st, China Service Ventures (CSV) successfully opened its Representative Office in Xinyang, Henan under China’s Overseas Nongovernmental (NGO) Law. We are registered as 中美服务促进会 (美国) 河南代表处. You will recognize the Chinese characters in our masthead. The Chinese translates into “China-U.S. Service Promotion Association (USA) Henan Representative Office.” We operate under the auspices of Henan’s Department of Education but are monitored by the Henan Public Security Bureau.

We are approved to operate in five educational areas: 1. Student financial aid and school renovation projects, 2. Innovative education, 3. Training for teachers and school administrators, 4. Student and faculty cross-cultural exchange pro- grams, and 5. International educational activities.

The new NGO law became effective January 1, 2017. To date, however, only four (4) NGOs have been approved by the Registry Office of the Henan Public Security Bureau. CSV was approved on January 5, 2018. We are one of those four NGOs authorized to serve in Henan!

Also to date, only 383 overseas NGO organizations have been approved to register a representative office in all of China. This is an unprecedented opportunity for CSV, since prior to the NGO Law, there were an estimated 7000 plus foreign NGO’s operating in China.

Our registration authorizes us to transfer money into the country for operational and service projects. We were able to hire all of our Chinese Staff (Yang Guang, Wang Amin, Jin Jing, Wang Shan Shan) under China Labor Law and China Employee Contract Law, which has specific statutes regarding benefit packages and paid leave.

Our registration allows us to operate throughout Henan Province. The government has already invited us to consider work in other cities.

But, this is a very unique opportunity to serve in a communist country, albeit with unique characteristics.

Our registration approval was never a given, nor is our continued operational status guaranteed. We serve at the will of the Chinese government. Considering that we are only 1 of 383 foreign NGO’s registered throughout China (1 of 4 in Henan), we are very thankful to have this opportunity to serve throughout Henan.
